3 Regular Meeting: April 17, 1997

5 1. Call to Order: by Chair Russ Warren at 8:34 p.m.

7 2. Roll Call: Present: Russ Warren, Richard Oman, Leon Burton, Diane Wuori, Dave
8 Long, Duane McCarty, Rhonda Smieja, Roger Stigney. Absent: Ruth White, Jean
9 Miller, Bill Wilson, Julie Trude. Unexcused Absences: Michael McGlone, Laurie
10 Schley, Bill Werner. Also present: Chuck Whiting, Clerk Administrator and Dave
11 Long, City Attorney.

13 Motion by Duane McCarty, Second by Dave Long to approve the Roll Call as
14 listed. Vote: 8 ayes; 1 abstention. Motion Carried.

16 3. Approval of Minutes: Motion by Duane McCarty, Second by Leon Burton to
17 approve the minutes of the Charter Commission meeting on March 20, 1997 as
18 presented. Vote: All Ayes.

20 4. Charter Commission Business:

22 Motion by Duane McCarty, Second by Dave Long to strike Section 4.02, renumber
23 accordingly and accept the remainder of Chapter 4. Vote: 8 ayes; 1 nay. Motion
24 Carried.

26 Motion by Richard Oman, Second by Leon Burton to publish in the July/August
27 edition of the City Newsletter information concerning statute of term limits in the
28 City of Mounds View and that the Charter Commission hold a Public Hearing
29 before sending the Charter recommendation to the City Council. Vote: 8 ayes;
30 1 nay. Motion Carried.

32 Motion by Russ Warren, Second by Diane Wuori to strike Section 4.03 as written.

35 Motion by Richard Oman to strike Section 4.06 from the Charter. Motion failed for
36 lack of a Second.

38 Motion by Bill Werner to (add) and delete language in Section 4.07, Subd.5, Line 10,
39 center; "However if the vacancy occurs (within 120 days of the regular municipal
40 election) in the office of either/or both of the two Council members whose terms are
41 not up for election, • - - . .. . . . • - . .. ..

43 being placed on the ballot at the regular election, if possible or else by special election.)

45 5. Adjournment. Motion by Duane McCarty, Second by Rhonda Smeija to adjourn the
Charter Commission
