Roll Call: Present : Russ Warren, Richard Oman , Diane Wuori , Jean Miller, Roger Stigney, Bill Werner, Bill Wilson, Laurie Schley Absent : Mike McGlone, Duane McCarty, Ruth White, Julie Trude, Leon Burton, Rhonda Smieja (arrived later - see below) Motion by Laurie Schley, Second by Richard Oman to excuse Mike , Duane, Ruth, Julie Vote : 8 ayes Motion carried . Motion by Diane Wuori , Second by Laurie Schley that Leon Burton and Rhonda Smieja have unexcused absences . Vote: 7 ayes 1 nay Motion Carried . Russ noted that Rhonda Smieja just arrived and we now have 9 presnet. 3 . Approval of Minutes: Motion by Diane Wuori , Second by Rhonda Smieja to approve the minutes of the Charter Commission Meeting on April 17, 1997 as corrected . Bill Werner should be listed as present . Vote : 6 ayes , 1 nay, 2 abstentions . Note : The meeting scheduled for May 15 was not held for lack of a quorum. Russ suggested that when a meeting notice is received we should call the office to confirm. It seems that some have not received meeting notices . 4. Charter Commission Business: Motion by Jean Miller, Second by Diane Wuori to begin our discussion with Chapter 4, Section 4. 06 Vacancy of Municipal Elected Office Vote : 8 ayes 1 nay Motion carried . Motion by Roger Stigney, Second by Bill Werner to set this section aside pending definition of vacancy. Vote : 7 ayes, 1 nay, 1 abstention. Motion by Jean Miller, Second by Rhonda Smieja that in section 5 . 08-Recall the term "citizens" be changed to "registered voters . " Substitute motion by Rhonda Smieja, Second by Jean Miller to leave as is and seek legal _ opinion as to proper term to be used in 5 . 01 General Voter Authority, 5 . 02 Petitions and 5 . 08 Recall . Vote : 9 ayes , Motion carried Vote Main Motion: 9 ayes , Motion carried . 5,: , _Adjournment;:.. Motion by Laurie Schley, Second. by Bill Werner to adjourn the meeting. March 20, 1997 Charter Commission Meeting Chapter 1 - no changes Chapter 2 - no changes Chapter 3 Section 3 . 01 Council Meetings line 3 change "ordinance" to "resolu- tion" , lines 5 & 7 change "twenty-four" to "seventy-two" Section 3 . 10 Amendment and Repeal of Ordinances and Resolutions Subdivision 1 at the end of the first sentence, line 3 add "in whole or in part . " UNRESOLVED ISSUES Chapter 2 Section 2 . 05 Vacancies - Roger Stigney asked about vacancies in case of extended illness . Section 2 . 07 Salaries - Roger Stigney asked if council members would be paid in case of extended absence . April 17, 1997 Charter Commission Meeting Chapter 4 Section 4 .02 Term Limits - eliminate Section 4. 03 Primary Election - eliminate UNRESOLVED ISSUES Changes proposed by Bill Werner in Section 4. 07 Vacancy of Municipal Elected Office , Subd. 5 , Line 10 ,center, "However if the vacancy occurs (within 120 days of the regular municipal election) in the office of either/or both of the two Council members whose term are not up for election, the-seat will-he-filled-by-the-eandidate-€er-Eeumeil- tether-with-the tbird-and-feuEth-highest-vete-fetal-respeetvely- (each seat will be determined by being placed on the ballot at the regular election, if possible or else by special election. ) July 10, 1997 Charter Commission Meeting UNRESOLVED ISSUES Chapter 4, Section 4. 07 Vacancy of Municipal Elected Office Roger Stigney wants further discussion of definition of vacancy and will supply current state law. At present these terms are used - "people of Mounds View, " "registered voters, " "citizens of the city, " "voters . " , etc. The above information was compiled from the minutes of the dates noted .
