Annual Meeting - December 23 , 1998
1 . Call to Order - by Vice-Chair, Laurie Schley, at 7 : 07 p.m.
2 . Roll Call Present: Leon Burton, Duane McCarty, Michael McGlone,
Jean Miller, Richard Oman, Laurie Schley, Roger Stigney,
William Werner, Sr. , Diane Wuori
Also present Rob Marty, applicant for Charter Commission.
Absent; Willard Doty, David Long, Rhonda Smieja ,
Russell Warren, Ruth White, William R. Wilson, Jr.
3 . Approval of Minutes : none to approve
4. Additions to the Agenda - none
5 . Appointments
Dana Mendoza recommended for Charter Commission by Roger Stigney.
Motion by Duane McCarty, second by Diane Wuori to submit annual
report and recommendations for Charter Commission appointments
to the Ramsey County District Court .
MOTION APPROVED 9 ayes 0 nay
6. New Business
Motion by Duane McCarty, second by Leon Burton to have Laurie Schley
as temporary chair until next scheduled meeting on Thursday,
March 11 , 1999.

7 . Adjournment-Laurie Schley, Vice-Chair, entertained a motion to adjourn.
So moved by Duane McCarty, second by Diane Wuori .

Motion by Bill Werner to (add) and delete language in Section 4 . 07,
Subd . 5 , Line 10, center, "However if the vacancy occurs (within 120
days of the regular municipal election) in the office of either/or
both of the two Council members whose terms are not up for election,
the-seat-will-be-filled-by-the-eandidate-fer-Oenneil-metber-with ._.

will be determined by being placed on the ballot at the regular
election, if possible or else by special election. )

Chapter 4
Section 4. 06 Vacancy of Municipal Elected Office
Roger Stigney wants further discussion of the definition of
"vacancy" and will supply current state law.
Chapter 5
Rhonda Smieja wants clarification of the proper legal term to be
used throughout this chapter. These terms are used at the present
time "people of Mounds View, " "registered voters , " "citizens of
the city, " "voters . "
