Meeting November 9, 2000
1 . Call to Order - The meeting was called to order by Vice-Chair,
B. Doty at 7:Oa at Mounds View City Hall .
2 . Roll Call - Present - J. Miller. B. Doty, R. Stigney, D. Le (7: 10) ,
S. Robinson, B. Werner, J. Thomas , M. Amirahmadi ,
B. Jahnke, D. McCarty (Amirahmadi , Jahnke & McCarty are
Absent - none new appointees)
3 . Approval of Minutes - Motion J. Thomas , second R. Stigney to approve
the minutes of October 12 , 2000. UNANIMOUS APPROVAL
4. Comments from Citizens - Bill Mori was present and stated that he
has applied for the Charter Commission.
5 . Reports of the Chair -
An injunction against City Council action to place two ammendments
on the Nov. 7 ballot (change to Mayor-Council form of government
and change mayoral term from two to four years) was filed in
District Court . On Oct . 27 J. Thomas , B. Doty, D. Le and B. Werner
appeared as private citizens before Judge VanDeNorth. D. Long and
G. Reed represented Mounds View. J. Thomas stated that originally
there was a concern about procedural issues . The request was
to not have the two amendments on the ballot .
D. Le wondered whether we wanted to proceed with any further action
against the City Council regarding procedural issues now that the
amendments failed .
J. Thomas recommended that the case be dropped and that we try
to get an agreement with the City Council to define proper
procedures.
Motion J. Thomas , second D. McCarty to draft a letter to the City
Council stating issues over the past year and request procedural
clarification and time lines so we know what to expect .
UNANIMOUS APPROVAL
B. Doty referred to a letter from Kennedy & Graven dated 10/18/00
Re: City Council Consideration of Charter Commission Resolutions
(Nos . 2000-04, 2000-05, 2000-06, 2000-07 , and 2000-09)
There is a question as to how we can find out about new laws
that affect the Charter.
6. Reports of Members or Committees -
J. Thomas read the duties of Charter Commission officers from the
By-Laws . If there is a vacancy in an office it "shall be filled
by a special election by the Commission at its next meeting. "
Motion D. McCarty, second J. Thomas to create a mission statement
for the Charter Commission. UNANIMOUS APPROVAL

Members of the Charter Commission introduced themselves.

Motion D. McCarty, second D. Le to close nominations and cast a
unanimous ballot . UNANIMOUS APPROVAL
Motion J. Thomas, second R. Stigney to nominate B. Doty for Vice-Chair.
Motion D. McCarty, second J. Thomas to close nominations and cast a
unanimous ballot. UNANIMOUS APPROVAL
Motion B. Doty, second D. Le to nominate R. Stigney for second
Vice-Chair.
Motion JR Thomas, second B. Werner to close nominations and cast
a unanimous ballot . UNANIMOUS APPROVAL
Motion J. Thomas , second B. Doty to nominate J. Miller for secretary.
Motion S. Robinson, second M. Amirahmadi to close nominations and
cast: a unanimous ballot. UNANIMOUS APPROVAL
8. Adjournment - Motion D. Le, second B. Werner to adjourn at 9: 07 p.m.
