MOUNDS VIEW CHARTER COMMISSION Mounds View City Hall 2401 Highway No. 10 Mounds View, Minnesota 55112 December 31, 1982 The Honorable Harold Schultz Chief Judge Ramsey County District Court Ramsey County Court House St. Paul, Minnesota 55102 Dear Judge Schultz: In compliance with Minnesota Statute 410.05, we are submitting to you our Annual Report for 1982 as follows: Member Changes: Philip G. Johnson, 7474 Groveland Road, appointed to fill the vacancy of Curtis M. Schmidt, who moved out of the City of Mounds View. Term expires 11/1/84. The first meeting Mr. Johnson attended was 12/8/82. Commission member, Richard Lykke, resigned effective 12/8/82, for reasons of health. To date, to the best of the Commission's knowledge, a new appointment has not been made. Dates of Meetings: March 24, 1982 September 22, 1982 December 8, 1982 Business Synopsis: (1) The Commission considered a possible amendment to the City Charter to incorporate language similar to that in Minnesota Statute 412.301 in order to permit the City to issue "Equipment Debt Certificates" outside the City's existing levy limit. By duly passed motion, the Commission declined to propose such amendment. (2) The Commission considered a possible amendment to the City Charter in the area of administrative organization, particularly in the area of more clearly defining the duties of the Clerk-Administrator. A committee was appointed to study the issue. By duly passed motion, no amendment- was reconuended. (3) By motion, a recommendation was made to revise the language in Section 5.08, Recall, in the City Charter. The matter was tabled until the next meeting (March 9, 1983) in order to give the issue further study. (6) At meeting of 12/8/82, the present officers were re-elected for a term of (2) years; namely: Willard C. Doty, Chairman Neil W. Loeding, Vice Chairman Ruth J.
