The new language inserted into Section 3.07 basically follows the same language set forth in Minn. Stat. § 412.191, subd. 4,which is applicable to statutory cities. Please let me know if you have any questions concerning the proposed language revision. Every ordinance adopted by the Council shall be signed by the Mayor, and attested to, filed and preserved by the Clerk-Administrator. Every ordinance shall be published at least once in the official newspaper as soon as practicable and shall be preceded by a summary of its contents. To the extent and in the manner provided by law, an ordinance may incorporate by reference the following published material, or part thereof, without publishing the material in full: (a) state laws, (b) state administrative rules or regulations, (c) state or municipal codes, or(d)municipal ordinances. 2_ Pce,),, it— yo ®sa ''o SCo % 4,5 J C7 h1(114"7 a 4110 Mission Statement for Mounds View Charter Commission The prime purpose of the Mounds View Charter Commission should be to serve as a watchdog over city council actions to: * see that charter provisions are being interpreted in the spirit of being in the interest of the citizens of Mounds View (example: quarterly reports by department heads) . *look for weaknesses in the charter provisions i .e. the present state law forbids the citizens from voting on council "resolutions" For large financial commitments, taxpayers may want to vote on such issues and should have the option to do so. Ways should be sought to give them this option. This should be a top priority for the Charter Commission! Also as part of its Charter-housekeeping function,the Commission should identify any provisions that are affected by changes in state or federal law. For this, it would not necessarily be desirable to make modifications to the Charter but rather make explanatory addendums for the benefit of clarity for residents. In answer to your question, the City Council is somewhat split regarding whether Department Directors should be required to appear before them on a monthly or quarterly basis. If the intent is simply to become better informed about the status of the various departments -- it could be positive. I would hate to see it degenerate into some kind of interrogation however. Philosophically I think some kind of discussion between the CC and the Departments may foster a better understanding of what each department is about. I think maybe once a year or twice a year my be sufficient. We do have Work Session to deal with ongoing issues in an formal context. More often could result in "meeting overload." I would think that if"this is ing to actually be useful we would want to put some clear definition to it. Just some of my oughts. Kathleen Miller III
