Meeting February 15 , 2001
4110. Call to Order - The meeting was called to order by Chair J. Thomas
at 7: 24 at Mounds View City Hall .

3 . Approval of Minutes
Motion B. Doty, second M. Sandback to approve the minutes of
January 11, 2001 as presented. UNANIMOUS APPROVAL
4. Citizens ' comments from the floor
B. Werner was present .
5 . Reports of the Chair
Chair J. Thomas referred to Charter Chapter 3 .07 and the Publication
of Ordinances . There is a need for clarification of what should
be published when an ordinance is amended. There is also a cost
factor to be considered. We need to look at the Charter for any
:references :to items that should be published.
Chair J. Thomas introduced Attorney Raymond Faricy acting as a
consultant to the Charter Commission. He discussed issues and
legal questions relating to the Charter and Charter Amendments .
4111 It was suggested that City Departments couldmeet with the
Charter Commission to discuss any clarifications that need to be
made in sections of the Charter that affect them.

7. Unfinished Business
Chair J. Thomas will draft something regarding the publication
issue as a starting point for us to work on.
8 . New Business

We need to look at the various fees and how they shoi1ld be addressed
in the Charter.
9. Adjournment
Motion by B. Doty, second M. Amirahmadi to adjourn at 9:03 .
