Thomas at 7: 00 p.m. at Mounds View City Hall .. 2. Roll Call - Present - J. Thomas, B. Doty, R. Stigney, J. Miller, B. Jahnke D.McCarty, W. Mori , M. Sandback Absent - M. Amirahmadi , D. Braathen, D. Sach Le, B. Werner, Sr 3. Approval of Minutes - Motion D. McCarty, Second R. Stigney to approve the minutes of. March 8 , 2001 as presented. UNANIMOUS APPROVAL Motion D. McCarty to amend the agenda to add Section 7.03 System of Taxation. Motion withdrawn. Motion D. McCarty, second B. Doty to approve Chair Thomas ' cancellation of the meeting in April . UNANIMOUS APPROVAL 4. Citizens ' comments from the floor - none 5. Reports of the Chair - Duke Addicks will be at our June meeting. S. Robinson has resigned from the Charter Commission. We are waiting for the Judge to appoint three more members. Applications for the Charter Commission may be sent to the Judge at any time. The Chair would like more input from Commission members. R. Stigney will check to see how committees can operate within the 4111 requirements of the open meeting law. Chair Thomas passed out information from the League of Minnesota Cities for Commission members to look over. 6, Reports of Members - D. McCarty wants all Charter Commission members, especially new members , to be up to speed regarding the content of the Charter. M. Sandback noted there is no heading in Chapter 10, Section 10. 01 of the Charter. 8 . Unfinished Business- Chapter 12, Section 12.01 Official Publication Motion B. Mori , Second R. Stigney to add "Publication of ordinances may be either in summary form or in total ,- as the Council shall determine. MOTION PASSED 7 Ayes, 1 Nay Motion R. Stigney, second B. Doty to include the requirement that the complete ordinance would be available for review or a copy may be received at a reasonable cost. MOTION PASSED 7 Ayes, 1 Nay Motion J. Miller, second B. C arter Commision The Mounds View Charter Commission acting under Minnesota Statute 410.12 Subdivision 7, hereby recommends the following amendments by the addition of the bold and underlined language and by the deletion of the language to read as follows. Every ordinance shall be published at least once in the 763-786-3421 official newspaper as soon as practicable in accordance with Section 12.01 of this Charter. Publication of ordinances may be either summary form or in total, as the council shall determine. If it is determined that the William Mori ordinance shall be published in summary form, the summary shall adequately reflect the 763-784-3645 subject matter of the ordinance.
