Call to Order - The meeting was called to order by (Chair J.Thomas at 7: 11 at Mounds View City Hall . 2. Roll Call - Present - J.Thomas , B.Doty, R. Stigney, J.'Miller, W.Mori , W.Werner,Sr . Absent - M.Amirahmadi , D.Freimuth, B.Jahnke, D. Sach Le, D.McCarty, M.Sandback 3 . Approval of agenda and minutes - Due to the lack of a quorum we cannot conduct any business . 4. Citizens comments from the floor - John Hammerschmitt , 716 Highway 10, Blaine, a former city employee, questioned whether the Charter addresses a citizen ' s ability to address the City Council at a work session. Response by Chair Thomas "The Charter clearly indicates that the public has a right to address the Council at all public meetings . " 5 . Reports of the Chair - Chair Thomas introduced Eric Willette , Policy Research Manager, LMNC. 6. Reports of members - none 7. Unfinished Business - none 4" . New Business - Mr . Willette spoke on various aspects of taxation such as state aid, levy limits , classified taxes , limited market value, T. I .F. , franchise fees , etc. 9 .
