• <br /> MOUNDS VIEW CHARTER COMMISSION <br /> 4 MINUTES <br /> General Plans & Purposes Committee <br /> • <br /> -WEDNESDAY, DECEMBER 13, 1978 <br /> I. Meeting called to order by Curt Schmidt, Chairman, at 7:30 P.M. <br /> II. Established Goal of Committee: <br /> "To determine whether and/or what type of a Charter could best <br /> serve the City of Mounds View, to make city government more <br /> responsive to the citizens of Mounds View, while maintaining <br /> the highest level of government efficiency, allowing the citizens <br /> of Mounds View to spend the greater part of their time in the <br /> pursuit of their private vocations or activities, and to better <br /> promote their general welfare." <br /> Motion made by Duane McCarty and seconded by Dave Notaro that <br /> the chairman's goal be accepted as written. Motion passed un- <br /> animously. <br /> • III. Individual meetings of sub-committees to propose their objectives <br /> and establish Target Dates for completion: <br /> Public Opinion <br /> 1. . Self-education for self. <br /> 2. Obtain opinions from the public as to what they would like <br /> included in a Home Rule Charter, what dissatisfaction , if any, <br /> do they have with the present city government, can any part of <br /> the existing form of government be retained? <br /> 3. Arrange for a Public Meeting for the presentation of various views. <br /> 4. Inform the Public on the proposed City Charter. <br /> Present & Alternative Local Government Organization <br /> 1. What kind of city government is presently in effect. <br /> 2. What are the various departments..and officers, and what are their_. _. <br /> functions. <br /> 3. How much does the present government cost the people. <br /> 4. How do our costs compare to neighboring cities. <br /> 5. What are the defects and strengths of our present system of city govt. <br /> 6. What are the defects and strengths of alternative forms of government` <br /> presently in effect in other cities in Minnesota. <br /> Evaluation of Municipal Government <br /> . 1. Study and evaluate the operational aspects of the statute form of <br /> city government as opposed to Home Rule Charter city government. <br /> The pros and cons of each. <br />
