Meeting called to order by Curt Schmidt, Chairman, at 7:30 P.M. II. Established Goal of Committee: "To determine whether and/or what type of a Charter could best serve the City of Mounds View, to make city government more responsive to the citizens of Mounds View, while maintaining the highest level of government efficiency, allowing the citizens of Mounds View to spend the greater part of their time in the pursuit of their private vocations or activities, and to better promote their general welfare." Motion made by Duane McCarty and seconded by Dave Notaro that the chairman's goal be accepted as written. Motion passed un- animously. • III. Individual meetings of sub-committees to propose their objectives and establish Target Dates for completion: Public Opinion 1. . Self-education for self. 2. Obtain opinions from the public as to what they would like included in a Home Rule Charter, what dissatisfaction , if any, do they have with the present city government, can any part of the existing form of government be retained? 3. Arrange for a Public Meeting for the presentation of various views. 4. Inform the Public on the proposed City Charter. Present & Alternative Local Government Organization 1. What kind of city government is presently in effect. 2. What are the various departments..and officers, and what are their_. _. functions. 3. How much does the present government cost the people. 4. How do our costs compare to neighboring cities. 5. What are the defects and strengths of our present system of city govt. 6. What are the defects and strengths of alternative forms of government` presently in effect in other cities in Minnesota. Evaluation of Municipal Government . 1. Study and evaluate the operational aspects of the statute form of city government as opposed to Home Rule Charter city government. Motion made by Dave Notaro and seconded by Dick Lykke that a representative of the League of Minnesota Cities be invited to address the Commission at the next meeting to be held on January 3, 1979. Carried unanimously. The secretary was requested to put a notice in the New Brighton Bulletin inviting the public to attend. V.
