Your Honor:
I have been instructed by the Mounds View Charter Commission to inform
you that the Commission has held its first meeting and elected officers
as follows:
Willard C. Doty, Chairman
Neil W. Loeding, Vice Chairman
Ruth J. White , Secretary
110 It is our understanding that Blanche Abbott and Catty Roth have not
accepted appointment. In their places, the Commission would like to
suggest, as persons wno would materially aid our efforts, City Council-
member Donald C. Hodges (5086 Eastwood Road, Mounds View 55112), school-
teacher Jean E. Miller (2291 No. Hillview Road, Mounds View 55112), or
, geologist Lr. Jos_eph E. Goebel (8121 N.E. Long Lake Road, Mounds View 55432).
Each has indicated to us their willingness to serve on the Commission.

Attention: Judge Ronald E. Hachey
Your Honor:
In compliance with Minnesota Statute 410.05, we are submitting to you our
Annual Report for 1978 as follows:
The Charter Commission held its first meeting on November 20, 1978, and
elected a chairman, vice chairman and secretary, as previously reported to
you. Since then, a temporary treasurer has been elected. Additionally,
a Liaison to the Mounds View City Council has been designated.
The Commission is presently using Roberts Rules of Order until such a time
as the Rules Committee establishes permanent rules. Simple majority has
been established as a Quorum to do business and decide questions. The
following committees have been established:
Rules Committee
Arrangements Committee
General Plans & Purposes Committee
Sub-committees: Public Opinion
Present & Alternative Local Govt. Organization
Evaluation of Municipal Government
Publications were obtained from the League of Minnesota Cities concerning
Home Rule Charter government, as well as information from Mounds View City
government, for all Commission members. Input has been formally requested
from City Council Members as to the advantages and disadvantages of the present
form of city government in Mounds View.
A preliminary status report was made to the Court on November 23, 1978.
To date, two meetings of the Charter Commission have been held. In addition,
the General Plans and Purposes Committee has met. The next meeting of the
Commission will be held immediately after the beginning of the new year. We
have invited a representative from the League of Minnesota Cities to address =
us at this meeting.
