ABSENT MEMBERS: Milan Illig Jim Wills Bill Werner Curt Schmidt Dave Notaro Don Hodges III. The chairman stated that the format for the meeting would be to explain the contents of the proposed Charter chapter by chapter and then open the floor to the public for comments and questions. IV. Each chapter was summarized by reference to the "Background and Guide to the Charter", which had been distributed throughout the city by the Concerned Citizens' group, and further explained by individual Commission members. • a) Chapters 1, 2 and 3 were discussed by Chairman Doty. b) Chapters 4 and 5 were discussed by D. McCarty. c) Chapters 6, 7 and 8 were discussed by N. Loeding. d) Chapters 9, 10, 11 and 12 were discussed by Chairman Doty. V. Chairman Doty called for a recess of meeting at 9:37 P.M. VII. Meeting reconvened and meeting called to order by chairman at 10:00 P.M, • • M.V. Charter Commission Minutes of 11/28/79 - (cont'd. ) (2) • VIII. Approval of meeting minutes of October 25, 1979: Item V should be corrected to read as follows: "B. Doty made reference to Item VIII of the October 11, 1979 minutes and presented a bill from City Attorney, Richard Meyers, in the amount of $78.75. Chairman Doty indicated that the Charter Commission had approved payment of these charges." Item VII, third sentence, should be corrected to read as follows: "Loeding stated that Notaro might not sign because he did not think he would have a chance to read the completed Charter." Item IX - the sequence of the two paragraphs should be inverted, i.e., to be reversed in position. Item XI should be corrected to read as follows: "N. Loeding and R. White volunteered to proofread the tear sheet of the Charter before publication." Thereupon a motion was made by B. Beutel that the minutes of October 25, 1979 as presented and corrected be adopted. Seconded by D. McCarty. Carried unanimously. • IX. Motion made by D. McCarty that the minutes of the Special Meeting held on November 15, 1979, at the Bel Rae Ballroom be approved as presented. Seconded by D. Lykke. Carried unanimously. X. Chairman Doty made reference to a bill in the amount of $201.25 from City Attorney, Richard Meyers, for services of 5,75 hours. Following discussion, a motion was made by D. McCarty to table approval of the payment of the bill until the Commission obtained an itemized statement. Seconded by N. Loeding. Carried unanimously. XI. Ruth White stated that upon reviewing past minutes of meetings she noted that the minutes of August 28, 1979, were not signed by anyone indicating who did the minutes, as she was absent from this meeting. Also, that her absence was not recorded in the minutes of the meeting. Chairman Doty stated that the minutes were taken by Connie Langager, the city recording secretary. • M.V. Charter Commission Minutes of 11/28/79 - (cont'd.) (3) _• XII. Motion, made by B. Doty, seconded by N. Loeding, that the secretary prepare, after the Charter election, the required Annual Report to the Judge of the District Court ofRamsey County incorporating therein the following information: 1. Dates of all Charter Commission and Committee meetings during the year. 2. Date the Charter Draft was approved and the names of members who approved the Charter. 3. Names of Commission members who signed the Charter Draft and the date the draft was presented to the City Clerk. 4. Date of the Charter election and the results of the election. 5. A copy of the approved and signed Charter. Motion passed unanimously. XIII. Since Commission member Notaro's heavy athletic coaching schedule has kept him from attending certain meetings, a motion was made by N. Loeding to excuse Notaro for his past absences from regular meetings. Seconded • by D. McCarty. Carried unanimously. XIV. The chairman stated he received a letter from Curt Schmidt wherein he tendered his resignation from the Charter Commission effective November 15, A.979, because of recent health problems. Thereupon the chairman requested the secretary to forward a copy of the letter to Judge Mulally of the Ramsey County District Court. N. Loeding made a motion that the Charter Commission recommend to the District Court that schoolteacher, Jean E. Miller, be appointed to replace • Curt Schmidt on the Commission as she would be a valuable member on the Commission__becauseofher familiarity with theCommission_and-the proposed Charter; was an original applicant to the Charter Commission; and has acted as temporary secretary for 2 meetings. Seconded by W. Skiba. Vote: (7) Ayes (2) Abstentions - B. Beutel . C. Ziebarth XV. Letters from bonding attorneys (10/31/79 & 11/21/79 Faegre & Benson, John S. Holton - 11/8/79 & 11/19/79 Juran & Moody, Steven J. Mattson - 11/5/79 Ehlers and Associates, Robert L. Ehlers) and letter from the City of Duluth (11/7/79, Clarence E. Maddy, Administrative Assistant) were passed out to the Commission members and were discussed after the floor was open to the public. XVI. Motion made by D. McCarty to adjourn meeting with the stipulation that the • next Commission meeting would be called by Chairman Doty upon need. Seconded by D. Lykke. Carried unanimously.
