MOUNDS VIEW CHARTER COMMISSION MINUTES
4 SEPTEMBER 28 , 1993
I . Call to Order
Secretary Julie Trude , as Chair Pro Tem , called the meeting to order
at 7 : 12 p . m. in the Mounds View City Hall .
II . Roll Call
Present : Lloyd Bardwell , Virgil Beyer , Sue Hankner , Duane McCarty ,
Richard Oman , Laurie Schley , Bob Toborg , Julie Trude , Bill Werner
and Ruth White .
Absent ( excused ) : Jerry Linke , Dave Long and Arlene Werdien . Absent
( unexcused ) : Len Burgers and Ray Vandeveer .
III . Approval of Minutes
Motion by Virgil Beyer , second by Richard Oman to approve the Minutes
of the September 14 , 1993 meeting as submitted . Motion passed with
8 ayes and 2 abstentions .
IV . Meeting Schedule
Motion by Richard Oman , second by Virgil Beyer to cancel the meeting
.--4‘ scheduled for November 23 , 1993 . Passed unanimously .
Motion by Duane McCarty , second by Sue Hankner to cancel the meeting
scheduled for November 9 , _ 1993 . Motion passed with 8 ayes and 2 nayes .
Following a brief discwssion , the commission decided to receive the
Chair ' s annual report at the October 26th meeting , merging the semi -
annual . meeting into the regularly scheduled meeting .
V . Charter Review
Laurie Schley reviewed the proposed re-draft of Chapter 7 with the
commissioners noting proposed changes which will be incorporated into
her re-draft . Several questions were raised which will require review
with legal counsel ; ( 1 ) should the word " shall " always be replaced
with " must " ? ( 2 ) Where should a reference to funds accounts and non-
property tax revenue be made in this chapter? ( 3 ) What timing should
be used for the public notice of the city ' s proposed budget in § 7 . 06 ?

VII . Adjournment
;Upon the motion of Laurie Schley , seconded by Virgil Beyer , the members
voted unanimously to adjourn the meeting at 9 : 23 p . m.
