Enclosed please find my annual report to the Ramsey District
Court for the year 1995-1996. Please review it and call me if you
have any suggestions for items to be included.
Also, I received a letter from a staff member of the Ramsey
County Charter Commission and I am enclosing a copy of that letter.
I 'm taking a poll to see if the Mounds View Commission is
interested in participating in this project- Please phone me at

Sir:
This is my annual report of the Mounds view Charter
Commission.
The members of the Commission are Russell Warren, chair,
Laurie Schley, vice-chair, Richard Oman, secretary, Jerry Linke,
who is our mayor, Julie Trude, who is a council member, Virgil
Beyer, Leonard Burgers, Dave Long, Jean Miller, Duane McCarty,
Rhonda Smieja, Roger Stigney, Bill Werner, Ruth White and Bill
Wilson.
Our only meeting of the year was held on October 3, 1996 .
A city council member whose term of office expires in 1998 desired
to resign her position effective December 31, 1996 . (She is moving
4111 outside the city. ) She offered her resignation prior to the
election in 1996. The city council determined that her position
could be filled in the general election in November, 1996, as
opposed to a special election in 1997 . The Charter Commission met

have determined that we need to clarify the exact language of the
changes and to clarify whether we want the council or the voters to
decide whether the changes should be accepted. We have decided

Julie Trude, to ask who of the Commission members wished to be
reappointed to another four-year term. The following Commission
members have indicated to me that they wish to be reappointed:
Duane McCarty; Richard Oman; Laurie Schley; William Werner, Sr. ;
and Ru h White. Please forward to me the names of the citizens you
