Council Member Bergeron asked if additional duties have been added to the HR Coordinator 12
position. City Administrator Zikmund stated supervisory duties had just been added to this 13
position. Finance Director Beer commented on the pay study that was completed late in 2017 14
and noted the recommendation before the Council was based on the information gathered from 15
this study. 16

Mayor Mueller commented on the grinder that was purchased for the Groveland Lift Station. 26
She asked what this expense would cover. Public Works Director Peterson reported the 27
requested expense would cover the installation of the grinder at the Groveland Lift Station. 28

Mayor Mueller questioned if the Groveland Lift Station would have alarms in place should the 30
grinder fail again at some point in the future. Public Works Director Peterson stated alarms 31
would remain in place. 32

Mayor Mueller encouraged the public to stop dropping flushable wipes into the City’s sewer 34
system. Further discussion ensued regarding the expense the City has had to incur because of 35
flushable wipes. 36

Vince Meyer, 8380 Spring Lake Park Road, expressed concern regarding a letter he received with 1
the City’s logo on it for a sewer line warranty. He reported he called this company and could not 2
receive a copy of the contractors’ license. He noted this company had numerous complaints with 3
the BBB and questioned why the City had aligned themselves this this company. He warned the 4
public to not do business with this company. 5

Bob King, 7408 Silver Lake Road, stated for $25 a year on his homeowner’s insurance, his 7
provider covered what the City did not. He reported this was a relatively inexpensive option for 8
homeowners. 9

7. SPECIAL ORDER OF BUSINESS 11
A. Lisa Baker – Ralph Reeder Food Shelf. 12

Lisa Baker, representative from the Ralph Reeder Food Shelf, stated she has been in her new 14
space in Mounds View for approximately one month and was so pleased by the City’s generosity. 15
She provided further comment on the food shelf services that were being provided out of the 16
Silver View Plaza strip mall. She explained the new and increased visibility at the strip mall was 17
bringing new families to the food shelf. She invited the Council to attend a Ribbon Cutting 18
Ceremony on Tuesday, August 21st from 3:00 p.m. to 4:00 p.m. 19

Council Member Gunn requested further information on the back to school needs for the food 21
shelf. Ms. Baker commented on the back to school program and stated large backpacks were 22
needed along with spiral notebooks, folders and composition notebooks. 23

Mayor Mueller questioned how many people were served by the Ralph Reeder Food Shelf in 25
2017. Ms. Baker estimated 24,000 individuals were served last year or 825 households. She 26
explained the number of individuals being served was on the rise, which did not properly 27
correlate with the economy’s recovery. She indicated the food shelf was incurring new expenses 28
in their new space and stated she appreciated the communities continued support. 29

Mayor Mueller asked if the food shelf needed volunteers on a weekly basis. Ms. Baker explained 31
volunteer opportunities were always changing, but noted she currently had 170 volunteers. She 32
reported additional information regarding volunteerism was available on the food shelfs website. 33

Council Member Meehlhause questioned how the food shelf was funded. Ms. Baker indicated 35
the food shelf received less than $20,000 from the State, a small amount from the school district, 36
some grant funding, and all other funding was based on donations. 37

Mayor Mueller welcomed Ms. Baker and the Ralph Reeder Food Shelf to the City of Mounds 39
View. 40

B. Chief Harder – Second Quarter Report 42

Police Chief Harder reviewed the Police Department’s second quarter report with the Council. 44
He commented on the loss of a great State Trooper and sent his condolences to the Ralph Frisby 45

family. He discussed the milestones that were achieved in the second quarter and was proud to 1
report the newest K-9 officer already had two felony arrests. It was his hope the second K-9 2
officer would be able to assist with additional drug arrests. He thanked the community and the 3
City Council for their investment in the Mounds View Police Department and a second K-9 4
officer. He stated the department responded to 3,000 calls for service in the second quarter and 5
attended numerous outreach events. 6

Council Member Gunn encouraged the public to call 911 when they view any suspicious activity. 8
Police Chief Harder thanked Council Member Gunn for this reminder. 9

A. Public Hearing: Resolution 8992, Approving a Conditional Use Permit for an 12
Accessory Building exceeding 952 s.f. to be located at 2210 Bronson Drive. 13

City Planner/Supervisor Sevald requested the Council approve a Conditional Use Permit for an 15
accessory building exceeding 952 square feet at 2210 Bronson Drive. He reviewed the City’s 16
accessory building requirements. Staff provided further comment on the request and 17
recommended approval. He noted he received an email from the neighbor offering his support to 18
the request. 19

Mayor Mueller opened the public hearing at 7:14 p.m. 21

Douglas Watson, 2210 Bronson Drive, thanked the Council for considering his garage request. 23
24
Council Member Gunn asked if the pitch of the garage would match the existing garage. Mr. 25
Watson commented the pitch would be slightly higher, but would all look like one building when 26
completed. 27

Hearing no further public input, Mayor Mueller closed the public hearing at 7:16 p.m. 29

Mayor Mueller asked what action the Planning Commission took on this item. City 31
Planner/Supervisor Sevald reported the Planning Commission recommended approval of the 32
request. 33

Approving a Conditional Use Permit for an Accessory Building exceeding 952 s.f. to be located 36

B. Resolution 9000, Approving the Purchase of Two (2) Hi-E Dry Dehumidifiers 41
for Water Treatment Plant 1. 42

Public Works Director Peterson requested the Council approve the purchase of two Hi-E dry 44
dehumidifiers for Water Treatment Plant 1. He explained these units were necessary to keep 45

water and moisture out of the water treatment plant components. Staff recommended approval of 1
the purchase at a cost of $3,427.95 each. 2

Mayor Mueller asked how long these units would last. Public Works Director Peterson stated the 4
current units were 10 years old and just failed. 5

C. Resolution 8991, Approving the Hire of Alexander Aase to Police Officer. 12

Police Chief Harder requested the Council approve the hire of Alexander Aase as Police Officer. 14
He commented on the open process that was followed for this position and noted Mr. Aase has 15
passed his background and medical screening. He recommended approval of the hiring of Mr. 16
Aase. 17

Mayor Mueller questioned if Mr. Aase would serve as the School Resource Officer. Police Chief 19
Harder reported Officer Keckeisen would serve as the SRO and Officer Aase would backfill the 20
patrol position. He noted Officer Aase would start his position on September 4th. 21

Council Member Gunn requested update on Festival in the Park. 31

Theresa Cermak provided the Council with an update on all of the events being planned for 33
Festival in the Park. She noted a street dance was planned for the City’s 60th Anniversary for 34
Friday, August 17th and Festival in the Park would be held on Saturday, August 18th. She 35
encouraged the public to attend both of these wonderful community events. She thanked Kwik 36
Trip for their generous donation to Festival in the Park. 37

Council Member Gunn noted she attended the National Night Out Pre-Party and thanked all who 39
were able to attend this event. She explained she also attended a number of neighborhood events 40
on National Night Out and stated it was nice to meet and greet her neighbors. 41

Council Member Bergeron thanked all who were able to attend the Cones with a Cop event. 43

Council Member Bergeron thanked all of the residents who hosted and attended a National Night 1
Out party. He stated he was thrilled to see so many members of the community participating in 2
this great community event. 3

Council Member Meehlhause commented he was able to attend five neighborhood parties on 5
National Night Out. He stated he appreciated all who were able to attend these events. 6

Council Member Meehlhause reported he would be attending an NYFS Human Resources 8
Committee meeting on Wednesday. 9

Mayor Mueller thanked all members of the community who hosted or attended a National Night 11
Out party. She also appreciated the fact that the City Council, Police Department, Fire 12
Department and Irondale Marching Band were able to make this night memorable. 13

Mayor Mueller encouraged residents to vote during the Primary Election on Tuesday, August 15
14th. 16

Mayor Mueller stated the Festival in the Park Committee would be holding their next meeting on 18
Tuesday, August 14th at 7:00 p.m. at City Hall. She reported volunteers were still needed for this 19
year’s event. 20

B. Reports of Staff. 22

Finance Director Beer reported he would be attending a meeting with the Ramsey County 24
Finance Department this week where upcoming tax information for 2019 will be discussed. 25

Public Works Director Peterson stated the Business Park North project was underway and 27
curbing was being poured. 28

Public Works Director Peterson explained the Traffic Committee would be meeting this week to 30
discuss two items and recommendations would be made to the City Council. 31

Police Chief Harder provided the Council with information on Ghana Fest which would be held 33
on Saturday, August 25th at Silver View Park at 1:00 p.m. 34

City Administrator Zikmund commented on an issue with the SBM Fire Department. He noted 36
one of the member cities has requested a change to the contract. He reported Blaine and Mounds 37
View support the existing contract model, while Spring Lake Park was working to resolve an 38
issue. 39

City Administrator Zikmund explained he received a question regarding various motorized and 41
un-motorized vehicles. He provided a summary document to the Council from the State of 42
Minnesota regarding scooters, golf carts, motorized bicycles, etc. and noted this information 43
would be placed on the City’s website. 44

Roxanne Lund, 2964 Mounds View Boulevard, stated she lives in Washington but her mail was 1
now being forwarded to her son’s home in Mounds View, Minnesota. She explained she was 2
being stalked and was trying to get a restraining order in place. She requested the Council help 3
her resolve this situation. 4

Mayor Mueller encouraged Ms. Lund to visit City Hall during business hours. 6

Background
Brian Sawyer has resigned from his position effective August 1, 2018. Mr. Sawyer has
been employed by the City for four (4) months (March 19, 2018). Attached is
Resolution 9001, which authorizes severance to Mr. Sawyer in accordance with the
City’s Personnel Manual.
Discussion
Section 3.47 of the personnel manual provides for payout of unused vacation and
comp-time hours. Employees with less than two years of service are not eligible for
payout of sick time hours. Mr. Sawyer resigned with 29.88 hours of vacation. Mr.
Sawyer had less than two (2) years of service so is not eligible for sick time payout.
There was no comp time balance.
The following represents severance eligible to Mr. Sawyer:

Recommendation

RESOLUTION APPROVING SEVERANCE FOR
BRIAN SAWYER, POLICE OFFICER
WHEREAS, Brian Sawyer has resigned as a Police Officer for the City of
Mounds View, his last day of employment was August 1, 2018; and
WHEREAS, in accordance with the Mounds View Personnel Manual, Mr. Sawyer
is eligible for a cash payout of his vacation hours; and
WHEREAS, Mr. Sawyer had less than two (2) years of service and is not eligible
for sick time payout; and
WHEREAS, Mr. Sawyer’s balance of accrued and unused vacation is 29.88
hours; and
WHEREAS, Mr. Sawyer’s rate of pay upon resignation was $25.66 per hour.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
approves severance to Brian Sawyer consistent with the Mounds View Personnel
Manual as follows:

Item Title/Subject: Resolution 9004, Abatement of City Code Violation, 7941
Edgewood Drive
Discussion:
The property located at 7941 Edgewood Drive has a large amount of brush and
downed trees, in violation of the City Code. Staff has made numerous attempts to
contact the owner who has not responded. The home is vacant, and the owner lives
out of state.
It is the City’s practice that if a property owner does not respond within a reasonable
time, the City will have the violation abated, and provide an invoice to the property
owner. If the cost of abatement is unusually high ($650 in this case), Staff’s intent is to
obtain City Council approval, prior to conducting the abatement.
Recommendation:
Staff recommends approval of Resolution 9004, abating City Code violations at the
property located at 7941 Edgewood Drive.

RESOLUTION APPROVING THE SUMMARY ABATEMENT ORDER OF PROPERTY
LOCATED AT 7941 EDGEWOOD DRIVE
WHEREAS, the City has conducted inspections of the property located at 7941
Edgewood Drive, legally described as:
PID: 05-30-23-31-0062
Lot 22, Block 15 of Pinewood Terrace No. 5
WHEREAS, the City finds that the property is in violation of the Mounds View City
Code:
Section 607.03, Subd 3(e):
The depositing of, maintaining, permitting or failing to remove, garbage, trash, rubbish,
bottles, cans and other refuse on any property within the City, including large quantities
of organic debris and materials, which accumulated by other than natural means, except
properly maintained compost piles.
WHEREAS, the City has issued Abatement Orders on:
May 24, 2018
June 15, 2018
August 1, 2018 (Certified Mail)
WHEREAS, the property owner, Robert Kuykendall, has not responded to these notices,
and has not abated the public nuisance. Staff has obtained a cost estimate of $650 from Upper
Cut Tree Service to abate the violations. It is Staff’s practice that when abatement costs exceed
normal amounts, that approval of the abatement be approved by the City Council; and,
NOW, THEREFORE, BE IT FINALLY RESOLVED THAT the City Council
approves the abatement of City Code violations, located at 7941 Edgewood Road, with all costs
to be paid by the property owner, or assessed to property taxes.

Item Title/Subject: Resolution 9008, Temporary Suspension of Resolutions
5396, 5501, 5557 and 7583
Background
At both the April and May 2018 retreat sessions council discussed the fiscal and human
resource impacts of live broadcasting all meetings. Staff was directed to develop a plan
to bring back to council.
Discussion
At the August 2018 workshop staff presented a plan to “experiment” with live
broadcasting based on analysis of data received from CTV in combination with staff and
fiscal resources and recommended council use the last quarter of 2018 to experiment
and reduce the number of meetings broadcast live (Council, EDA and Planning and
Zoning).
Past councils have adopted resolutions specific to live broadcasting of meetings with
the most recent adoption being Resolution 7583 adopted in 2010 and the initial (5396)
adopted in 1999.
Per City Attorney Scott Riggs, council can either vacate the resolutions (by vacating the
most recent, all are vacated) or simply “suspend” them during the experimental period.
Recommendation
Staff recommends approval of Resolution 9008 which suspends the resolutions for the
experimental period of September 1 to December 31, 2018. Upon conclusion and
analysis of the impacts, Council can revisit, if they so choose; vacating/repealing or
updating the previous resolutions.

RESOLUTION NO. 9008
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING TEMPORARY SUSPENSION OF RESOLUTIONS 5396,
5501, 5557 AND 7583
WHEREAS, Council discussed fiscal and human resources challenges related to
live broadcasting all city meetings at their April and May retreat as well as the August
2018 workshop; and
WHEREAS, staff was directed to prepare a plan which was reviewed and
approved at the August workshop; and
WHEREAS, previous councils have adopted resolutions specific to live
broadcasting of city meetings; and
WHEREAS, City Attorney has advised we can repeals or suspend temporarily;
and
WHEREAS, the experimentation period has been defined as those meetings
occurring between September 1, 2018 and December 31, 2019.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
approves resolution 9008 which temporally suspends resolutions 5396, 5501, 5557, and
7583

National Pregnancy and Infant Loss Awareness Day ~ October 15, 2018
Whereas, infants Remembered In Silence, Inc. (IRIS) and many other nonprofit organizations
work with thousands of parents all over Minnesota and across the United States who have experienced
the death of a child during pregnancy through early childhood; and
Whereas, many of these parents live in, deliver in, have a child die in, or a bury a child in our
community; and
Whereas, infants Remembered In Silence (IRIS) a 501(c)(3) nonprofit organizations was founded
1987, 31 years ago, to support for parents whose child/children died from miscarriage, ectopic
pregnancy, molar pregnancy, stillbirth, neo-natal death, birth defects, sudden unexplained death of a
child (SUDC) sudden infant death syndrome (SIDS), illness, accidents, and all other types of infants and
early childhood death; and
Whereas, bereaved parents unify around the world remember and pay tribute to their
child/children in their homes while others remember them in small gatherings around the state, across the
nation and around the world annually on October 15 with a candle lighting at 7:00 pm; and
Whereas, in 1988, President Ronald Reagan proclaimed October as National Pregnancy and
Infant Loss Awareness month; and
Whereas, in honor of the thousands of children that die each year in Minnesota Infants
Remembered In Silence, Inc. (IRIS) respectfully request that October 15th, 2018, be recognized as
Pregnancy and Infants Loss Remembrance Day.
NOW, THEREFORE, I, Carol A. Mueller, Mayor of the City of Mounds View, do hereby

Introduction:
The Mounds View City Council passed Ordinance 903, which amended Chapter 701 of the
City Code, to provide for limited and controlled raising and keeping of chickens and/or
ducks on properties zoned R-1, Single Family Residential. Residents are limited to no more
than eight (8) birds restricted to only backyard areas. This Ordinance became effective on
August 3, 2015.
Background:
Applicant Rebecca O’Donnell of 8145 Red Oak Drive has submitted an application to raise
and keep eight chickens on her property. Attached is the application for the City Council’s
consideration. It appears Ms. O’Donnell meets all requirements under Ordinance 903.
In accordance with Ordinance 903, initial applications shall be considered by the City
Council after holding a public hearing. Renewals may be approved administratively unless
the City has received substantial complaints or related violations have been documented
during the previous year. In addition, the City requires that backyard areas within which the
chickens are allowed to roam must be fenced. A site inspection conducted on August 15th
indicated that a fence was not present. However, the owner has indicated that the fence
will be installed by the end of August. A zoning permit is required for this work.
Staff has published a public hearing notice in the August 17, 2018 edition of the Sun Focus,
the City’s official newspaper. In addition, as required, notices were mailed to residents
within a 350 feet of 8145 Red Oak Drive.
Recommendation:
Staff recommends opening this public hearing for public comment and recommends
approval of this license request pending the installation and final inspection of the required
fence. This is an annual license, and if approved, will expire on December 31, 2019.

Background
Jennifer Jensen owns her home located at 8395 Sunnyside Road. Currently, Jennifer
has two dogs. Vader is a Boxer and Bee is a Chihuahua/Terrier Mix. Jennifer would
like to obtain a third dog in the near future which is the reason she is requesting a
residential dog kennel license at this time. Both of her existing dogs are current on their
rabies vaccination and have a current Mounds View dog license. Jennifer is aware of
the Mounds View dog licensing requirements and staff will verify licensing and
vaccination of the third dog when it is obtained.
Discussion
On August 25, 2014, the Mounds View City Council approved Ordinance 890, which
revised the requirements for obtaining a kennel license by not requiring residents to
present a petition, but instead send a public hearing notice to property owners within
five hundred feet (500’) of the subject property at least ten (10) days before the public
hearing. The City has sent notices of this public hearing to residents within 500 feet of
8395 Sunnyside Road as well as published the notice in the Sun-Focus Newspaper.
According to the Mounds View Police Department, there are no animal complaints on
file for this address.
Jennifer Jensen has been asked to be present at this meeting to answer any questions.
Recommendation
Staff recommends opening the public hearing for public comment, and consider
Resolution 8993. If approved, this license will expire on June 30, 2019.

A public hearing is scheduled for 6:30 P.M. or as soon thereafter to receive public input regarding
the proposed assessment of unpaid administrative offense charges and rental license fees.
Individual notices of the meeting were sent by first class mail to the affected property owners.
The property owner may pay the amount due by 4:30 P.M. on Monday, August 27, 2018 in order
to avoid the $35.00 administrative fee. The owner may prepay the assessment between August
28, 2018 and September 27, 2018 without paying additional interest. After that, interest at the
rate of 5.50% will accrue from August 27, 2018 through the payment date. This interest rate and
administrative fee were set by the City Council in Resolution 7135.
On or after November 28, 2018, we will forward the assessment roll to Ramsey County for
collection with the 2019 property taxes.

Adopting a Special Assessment Levy for Unpaid Administrative Offense Charges and
Unpaid Rental License Fees
WHEREAS, pursuant to proper notice given as required by law, the City Council has met
and heard and passed upon all objections to the proposed assessment for unpaid administrative
offense charges and rental license fees.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds
View that:
1. Such proposed assessment roll, a copy of which is attached hereto and made a part
hereof, is accepted and shall constitute the special assessments against the lands
named therein, and each tract of land therein is hereby found to be benefited by unpaid
administrative offense charges and unpaid rental license fees in the amount of the
assessment levied against it.
2. The assessments as adopted and confirmed shall be payable in with ad valorem taxes
in 2019 in one annual installment with interest thereon at five and one half (5.5) percent
per annum, and shall bear interest on the entire assessment from August 27, 2018
through December 31, 2019.
3. The owner of any property so assessed may at any time prior to the certification of the
assessment to the County Auditor pay the whole of the assessment, with interest
accrued to the date of payment, to the City Treasurer, except that no interest shall be
charged if the entire assessment is paid within 30 days from the adoption of this
resolution; and the owner may, at any time thereafter, pay to the City Treasurer the
entire amount of the assessment, with interest from the date of adoption of this
resolution through the date of payment, such payment must be made before November
28th, or interest will be charged through December of the succeeding year.
4. The City Administrator shall forthwith transmit a certified duplicate of this assessment to
the County Auditor to be extended on the property tax lists of the county, and such
assessments shall be collected and paid over in the same manner as other municipal
taxes.

Central Sandblasting, located at 2299 Co Rd H (Planning
Case DE2018-001)
Introduction
Central Sandblasting is requesting approval of a Development Review for a building addition,
located at 2299 Co Rd H. The property currently consists of two buildings. The east building
will be removed, and the west building will be added onto, expanding from 9,450 sq ft to 29,500
sq ft.
Central Sandblasting does sandblasting and applies protective coatings onto structural metals.
The business has operated at this location since 1973, employs 38 persons on two shifts at this
property, with plans of growing to 45 employees after the building addition.
This application excludes the adjacent property to the east, 2297 Co Rd H, Metal Finishers Inc.
(MFI). Both businesses are owned and operated by the Herbst Family.
Discussion
A Development Review is required for building construction or expansion, exceeding 10% or
10,000 sq ft. The proposed building expansion will be 16,000 sq ft (178% addition). A
Development Plan …“shows proposed plans for utility service, surface water drainage
consistent with the most recently adopted Local Surface Water Management Plan subject to
subsequent revisions, erosion and sediment control consistent with current City standards,
streets, driveways, trails, parking, landscaping, screening and buffering, lighting, setbacks,
exterior construction design and materials, trash disposal, construction timetable”...1
The City approved a Development Review in 2007 (Resolution 7057) for the west building,
which will be added onto.
Analysis
Zoning The property is zoned I-1 Industrial, and guided as
Regional Commercial (RC-PUD) in the Comprehensive
Plan (2010). The primary use (e.g. treatment of metals) is
a permitted use within the I-1 district.

“Open and outdoor storage as an accessory use” is a
Conditional Use within the I-1 district. However, this is
considered to be a pre-existing use, which has not
significantly expanded since established at this site in
1973. A CUP will not be required.
The southwest area of the property is partially within the
0.2% Annual Chance Flood Hazard zone (i.e. 500-year
flood zone), but is not within the construction area.
Utility Service Public utilities are existing.
Surface Water Drainage Surface waters drain into an existing private storm sewer
located under the proposed building addition. The storm
sewer daylights into a city maintained pond, west of the
property.
Erosion & Sediment Control Rice Creek Watershed District has provided a conditional
approval of a proposed Erosion and Sediment Control plan
(RCWD Permit #18-052).
Streets & Driveways The property accesses Co Rd H. No changes are
proposed. The existing driveway widths (34’ and 50’)
exceed city standards (32’). However, since no work is
proposed within the right-of-way (ROW), Staff
recommends the widths stay. Ramsey County has
reviewed the plans, and is not requiring any changes.
According to the survey dated April 9, 2018, a fence and
marquee sign are located within the Co Rd H ROW.
Ramsey County has not indicated if these items may
remain, or must be removed.
Trails There are no existing or proposed trails affecting the
property. A regional trail is located across Co Rd H.
Parking Requirements2 are calculated using one of two formulas
based on the number of employees on shift, or building
size, whichever results in the larger number. In this case,
the need is for 16 stalls or 58 stalls (larger number).
Parking may be reduced by 15% (58-9), if “proof of
parking” is provided, where space may be converted into
parking if needed.
20 stalls are proposed. It is Staff’s opinion that 20 stalls is
adequate, and that requiring 49 stalls for 16 employees
(on-shift) would be excessive.

City Code requires that the perimeter of parking lots
include a B6-12 curb & gutter (B6-12 is used for street
curbs).3 It is Staff’s interpretation that this requirement be
applied to new or expanded parking lots. In this case, this
applies to; (1) area between the west parking lot and the
building sidewalk; and (2) front of the SE parking lot,
totaling 210’.
Curbing serves two purposes; (1) guides surface drainage;
and (2) prevents vehicles from parking off the parking lot.
The applicant proposes to install concrete curb stops for
each parking stall instead of B6-12 curb & gutter.
It is Staff’s opinion that the curb stops would serve the
same purpose of curbing, and that the lack of curbing
along the SE parking area would not significantly improve
runoff. Without curbing, runoff would exit the parking lot
into landscaping, prior to entering the Co Rd H ROW.

The majority of the property is impervious surfaces.
Additional plantings will be installed along the front
property line, including within the Co Rd H ROW. Ramsey
County has reviewed the Site Plan, and has no objections
to the landscaping as long as it does not interfere with
sight distance, and that the property owner is aware that
the County may remove plantings from the ROW at any
time, and without compensation.
It is Staff’s opinion that the applicant has added as much
landscaping as is practical, noting that the majority of the
additional plantings will be within the ROW, and not on the
property.
Screening and buffering The property is adjacent to industrial uses to the north and
east. South, across Co Rd H, is Long Lake Regional Park.
To the west is a regional storm water pond.
The property is screened along Co Rd H by an existing
fence with slats, and existing trees. Trees will be thinned
out, and additional landscaping added, per the Site Plan.

Within a front yard, 4’ is the maximum fence height
allowed. However, as part of a Development Review or
CUP, the City Council may approve up to 8’ if used as a
buffer (e.g. chain-link fence with slats).
The City Council should consider it if is appropriate for a 6’
chain-link fence with slats to be located along the SE
parking area, for the purposes of buffering/screening.
Lighting Exterior lighting may be reviewed administratively during
the building permit review. The City Code requires exterior
lighting to be down-cast, and limits the amount of light-
trespass into the street.

The existing paved area (to be parking drive aisle) in front
of the west building has a 0’ setback, and is a non-
conforming use. As such, the use can continue, but
cannot be expanded (no expansion proposed).
The east building to be removed, will be replaced by a
parking lot and outside storage area. The building is set
back 28’-6” from the front property line (40’ required). It is
Staff’s opinion that converting the building into parking is
not an expansion of impervious surface area, and is
allowed without a Variance to the 40’ setback.
Exterior Materials There are no architectural requirements within the I-1
district. The office area will have rock-faced block below
the window-line, and metal paneling elsewhere. The rest
of the building will be metal paneling.
Trash Disposal This property will utilize the dumpsters on the adjacent MFI
property, 2297 Co Rd H. Both businesses are operated by
the Herbst Family.
Construction Timetable Construction is estimated from September 2018, to be
completed in spring 2019.
Summary
Central Sandblasting proposes to remove a 16,000 sq ft building (east building), and add a
20,000 sq ft addition onto the west building, requiring approval of a Development Review. A
Development Review is a review of proposed plans for compliance with the City Code.

The proposed Site Plan, dated August 21, 2018, does not comply with minimum standards for;
(1) minimum number of parking stalls; (2) curb & gutter; and (3) landscaping.
Planning Commission Recommendation
The Planning Commission reviewed the request on August 15, 2018, recommending approval
of the Development Review with reduced parking, no curb & gutter, and reduced landscaping
(Resolution 1086-18).
There was discussion of “what sets a precedence”, in reference to a statement in the Staff
Report that approval of this project without B6-12 curb & gutter should not set a precedence for
future projects. All projects are different, hence the reason why the City Council has some
flexibility in its approval of Development Reviews. In this case, B6-12 curbing would be required
along the perimeter of new parking areas, consisting of about 210’ (19%) out of the 1,100’ of
impervious surface perimeter. In Staff’s opinion, if all of the parking lot and outside storage area
were to be replaced, curb & gutter would be required. However, in this case, such a small area
will be replaced that requiring curb & gutter will not significantly change surface drainage, and
therefore, Staff is comfortable with requiring curb stops in place of B6-12 curb & gutter.
Staff Recommendation
Staff recommends approval of the Development Review, subject to:
1. Minimum Number of Parking Stalls:
Proposed parking (20 stalls) is adequate. The City Code requires a minimum number of
parking stalls based on land use. In this case, it is 16 stalls, or 49 stalls (+ 9 proof of
parking stalls), whichever is greater. The Development Review process provides the
City Council with some discretion.
2. Curb & Gutter:
The applicant’s request to use concrete curb stops for every parking stall, and NOT
install B6-12 curb & gutter is reasonable considering the partial area of the lot that curb
& gutter would be required. If permitted, this should not be interpreted as setting a
precedence for other projects.
3. Landscaping:
Although the Site Plan does not include the required amount of landscaping within the
property, additional landscaping is proposed within the ROW, and has been approved by
Ramsey County. This is not the intent of the City Code, however, the applicant has
made every effort as practical to comply with the City Code.
Recommendation
The City Council is requested to consider the following options;
1. Resolution 9003, approving the Development Review

2. The City Council may choose to deny the Development Review. If the Council chooses this
option, Staff would need to be directed to draft a resolution of denial with findings of fact
appropriate to support the denial.
3. Table the request. If additional information is needed before a decision can be rendered or
if more discussion is needed, the Council can simply move to table the request until such
information has been provided. Because of the 60-day requirements (Deadline: October 2,
2018) the Council would need to act upon the request as soon as reasonably possible to
avoid an inadvertent approval.

NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council
approves of the Development Review subject to the following conditions:
1. The project shall be completed, consistent with the Site Plan (page A1.1), dated August
21, 2018.
2. The storm sewer and storm water facilities onsite are private utilities.
3. The Applicant shall conform to the requirements of the Rice Creek Watershed District,
and shall obtain all necessary permits.
4. All landscaping shall be installed within one-year of the Certificate of Occupancy being
issued.
5. Prior to a Building Permit being issued, the Applicant shall provide a Landscape Escrow
equal to 150% of the estimated cost of materials and labor to the City. The City will hold
this escrow in a non-interest bearing account. The City will inspect the landscaping on or
about one year after installed. If the landscaping has survived, the City will return the
Escrow to the Applicant. If portions of the landscaping has not survived, the City will
notify the Applicant, and the Applicant will replace as needed. The City may retain a
proportionate amount of this Escrow until one year after the replacement landscaping has
been installed, inspected, and accepted by the City for survival.

Background/Discussion:
Public Works is charged to oversee the Forestry duties in the City. Forestry duties include
but not limited to the trees in/on City properties as well as trees in the ROW (Right of W ay)
along with facilitating the Diseased Tree Ordinance, which was recently amended to
include recently Ash Trees, with the Emerald Ash Borer (EAB).
Further Discussion:
At the April 26, 2018, Park Recreation and Forestry Commission Meeting, the Minnesota
Department of Agriculture presented a report that Emerald Ash Borer (EAB) was
discovered and verified to be present in the City; options in dealing with EAB were also
presented.
One of these options was to start an EAB injection program, with this program high valued
Ash trees in City Parks and on City grounds would be injected with the goal to help slow the
ash borer down while planting a new tree to replace the current ash tree.
Staff reached out to the City of Apple Valley, who has a program and provided the
information for the City to use. Staff has put an Ash tree injection program together; the City
Attorney has reviewed the program documents. This program will provide a cost not only
for City trees but also will provide a cost to businesses and homeowners to inject their
private Ash trees.
Staff contacted several tree care companies to provide proposals for the injection program.
The deadline to receive the quotes were Wednesday, August 22, 2018 and the results are

WHEREAS, Rainbow Treecare will provide the following services in addition to
the Ash tree Injections;
• Dedicated full-time municipal consulting and GIS staff

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:

Treecare for Ash Tree Injection Program for City owned Trees at a cost of
$3.75 DBH per tree.
2. That the same contract provides a cost for Private Ash trees injections at a
cost of $5.75 DBH.
3. Rainbow Treecare will provide the following additional services;

Background/Discussion:
Public Works is charged to oversee the Forestry duties in the City, this includes trees in on
City grounds as well as trees in the ROW (right of way). Duties include the Diseased Tree
Ordinance, where Elm Trees, Oak Trees and recently Ash Trees, with the Emerald Ash
borer the main concern of this Ordinance. To assist Public Works with the removal of
diseased trees, quotes are obtained for the removal of accessible trees where a vehicle
and equipment has easy access to the site in order to remove the trees and non-accessible
trees, for cases where access with vehicles is not possible. In the past the contracts have
been annual to every two to three years; both contracts for the tree removals expired in
May of 2018. Public Works Staff sent the requests for bids to five tree services companies.
The Proposals were further broken down in both the accessible and non-accessible trees in
two categories:
• Cost per tree with trunk diameter less than 35 inches
• Cost per tree with a trunk diameter greater than 35 inches

Introduction:
The police department has recently had one of our patrol vehicles totaled and is in need
to be replaced immediately. Two marked squads are budgeted for 2019 for
replacement and can be ordered now for delivery in January 2019, all three which
would be 2018 prices.
Discussion:
The department is requesting to purchase one 2019 Ford Police Interceptor Utility
vehicle to replace a recently wrecked police interceptor, and two vehicles for
replacement in the 2019 budget. Prices for squad vehicles are predicted to go up 4-7
thousand dollars in 2019 and ordering them now but not taking delivery or invoice until
2019 would allow the vehicles to arrive immediately in 2019 and possibly save money.
The Ford Police Interceptor Utility vehicle is offered at the state contract price of
$ 27,363.45 from Hibbing Ford. The equipment setup costs and graphics installation for
one vehicle will be an estimated total of $14,000.00. Additional equipment items that
are budgeted for are a new radio for, $ 3,800.00, a new radar for $ 3,000.00 and an in-
car-camera system for, $ 5,500.00. The total for the two new squads for equipment and
setup will be up to $25,000. The vehicle that will be replaced immediately will have as
much of the equipment salvaged from the wrecked patrol vehicle and will cost up to
$6000 to set up.
The total purchasing cost and setup for the immediately purchased squad will be
approximately $33,363.45. The cost for the 2019 replacement vehicles will be
$79,726.90 (Fund 460 Department 4200 Account 7040).
Recommendation:
Staff recommends authorizing the purchase of three 2019 Ford Police Interceptor utility
vehicles including all additional equipment and setup costs.
