Meeting April 4, 2006
• 1. Call to order -The meeting came to order at 7:05 PM
2. Roll Call— Present- B. Amundsen, B. Doty, M. Eenigenburg, C. Mueller, J. Miller,

3. Approval of Agenda and Minutes
Motion by B. Doty, second by B. Thomas to approve the Agenda as amended adding
Resolution 2006-03 and Resolution 2006-04 for review under Unfinished Business.
APPROVED
Motion by B. Thomas, second by C. Mueller, to approve minutes of March 9, 2006 as
written APPROVED

5. Reports of the Chair—
Chair J. Thomas reported on a scheduled joint session with Council for April 18`h. Chair
J.Thomas also reported on the April 3 presentation to Council on Resolution 2005-02 for
Chapter 7 updates. Council was appreciative of the efforts of the Commission and they
discussed the order of"proposed final budget" and"final budget"phrases in Section 7.04
which they might amend to read easier.
6. Reports of Members
• B. Amundsen reported that Bill Werner and he had met with Mark Beer to discuss the
new language for Section 7.03. Mr. Beer has offered to read and provide feedback by
April 26. Chair then indicated he would contact Mr. Beer to request feedback by April 18
to coincide with Joint Work Session.
7. Unfinished Business
a. Discussion of Guidelines for 7.03.
b. Secretary B. Amundsen reviewed and provided a 3 page draft of Section 7.03 with the
Commission members. The basic document outline was based on language which will
limit the annual levy increase, but also allow a means to exceed the limit by referendum.
Commission members asked for changes as follows:
1. Line 13—Drop"provided they utilize Ordinance procedures".
2. Line 16 -Replace Ordinance with resolution.
3. Line 17—Rewrite last phrase to start with "the lessor of...".
4. Line 19, 20—Request Mark Beer for language and reference he is actually using.
5. Line 28—Replace"pursuant to three (3) weeks" and insert"with".
6. Line 29—Add"if available"prior to City website.
7. Line 43 to 57—Ask Mark Beer to confirm this lists has all fees on the City fee
schedule.
8. Line 72—Drop from beginning to "this".
9. Line 76—Replace "Ordinance"with"resolution and holds a public hearing".
10. Line 77—Replace "Long Term Capital Element with "Five Year Financial Plan".
11. Line 84—Replace"Ordinance"with "resolution".
12. Line 93 —Replace"the"with"this".

c. Review Chapter 5 Updates.
Chair J. Thomas introduced to the Commission a new issue related to the approach being
used to update this Chapter. He has identified about seven inserted policy changes and
many language clarification phrases. He further pointed out that policy changes must be
submitted to referendum. He requested the Commission feedback on how to resolve the
two change types. Commission consensus was to focus on policy change language and
submit that for referendum before making any other changes. Commission then
reviewed entire language suggestions and identified seven policy changes in revision
labeled "Draft 6 -BA notes added" as follows:
1. Section 5.02, Line 41 —Change committee size by replacing"five register"to"5 to
15 members who are".
2. Section 5.02, Line 47 - Add responsibility to Clerk-Administrator"The committee
may obtain a sample petition from the city Clerk-Administrator.
3. Section 5.03, Line 59—Add time requirements for initiative"at least 10 calendar
days before the ordinance takes effect".
4. Section 5.04, Line 77—Replace responsibility of"Council"with"Clerk-
Administrator".
5. Section 5.04, Line 80-81 —Add time requirements "and to the City Council within 10
calendar days."and change"thirty"to "21 days".
6. Section 5.05, Lines 107-132—Completely replace this section with proper
procedures, limits on the life of the petition, and time limits on steps.
7. Section 5.08, Line 175—Add a time limit on the response of the recalled official
"Within five working days".
11111 The Commission also discussed certain notes that Secretary Amundsen included. Chair
J. Thomas was requested to provide the MN Statute reference required on line 33.
Consensus was that certain language clarifications were to modified. Direction of the
Chair and consensus of the Commission was for the Secretary to prepare the next draft
with only the policy language adds.
d. Review Resolution 2006-04
Secretary B. Amundsen moved to this item delayed to next month's meeting. Consensus
of the Commission was to delay this discussion.
e. Review Resolution 2006-03
B.Amundsen moved, C. Mueller seconded, approval of Resolution 2006-03 with
amendments of changing date to April 4, delete the apostrophe in"it's, change the
adoption date to April 4, 2006. APPROVED
B. Amundsen moved, C. Mueller seconded, motion directing the Chair to make the
corrections to Resolution 2006-03, sign and forward for Secretary signature and then
submit to the City Clerk-Administrator in the next week. APPROVED

Whereas,the Mounds View Charter Commission is reviewing the lists of past
requests for housekeeping and clarification updates to sections of the Mounds View
Charter that have caused confusion or seem to be semantically incorrect. The
Charter Commission Mounds View Charter Commission adopts and recommends the following practices
for document modifications going forward. .
Chair
Jonathan J Thomas 1. The Charter Commission Secretary or Assistant Secretary will maintain and

Vice Chair 2. The beginning of the document shall maintain a numerical listing of the Charter
Bill Doty Commission Objective(s) and a one sentence explanation for each change to a
