April 1, 1954• A.eM ` R In an opinion oi' this office dated ;,eptember 28, 1950, File 5£3-G, printeU as iwo. 52 in the 1950 Faeport of the Attorney General, cop -r or whicil ie herewith enclosed, it was held that a Charter Comaissioa not having its full complement of 15 members, does not have the authority to propose amendments to a city charter. The same rezasonin& applies to the case in which the amendments to the charter are cropose& cin the vetition oY five per cent, of the voters of the city. It is therefore our opinion that a Charter Commission, not having: its full complement Jt. 17 members, does not have the authority to Pet upon r-.
