HomeMy WebLinkAboutResolution 7051RESOLUTION 7051 CITY OF MOUNDS VIEW COUNTY OR RAMSEY STATE OF MINNESOTA Approving Full-time Cable Coordinator Position and Advertisement for Hire WHEREAS, the City of Mounds View Administration Department has a need to fill a fulltime, exempt position; and WHEREAS, the Cable Coordinator/Cable Technician would assist in city communications to include primarily cable television support and related duties as defined in the position description; and WHEREAS, staff has consulted with Laumeyer and Associates, personnel consultants, and they have performed a HAYS points analysis on the revised position, and recommend a revised salary schedule, and WHEREAS, staff will discuss this new position with the AFSCME Union representatives, and the representatives and seek agreement with the job description and wages; and NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Mounds View authorizes staff to prepare and post an advertisement for afull-time exempt position of "Cable Coordinator" within the Administration Department, with specific authorization of an individual for hire to be brought back to the Council for approval. Rob Marty, Mayor ATTEST: Kurt Ulrich, City Administrator (seal) POSITION DESCRIPTION Position Title: Cable Television Coordinator Department: Administration Accountable To: City Administrator Status: Non-Exempt AFSCME Union Position PRIMARY OBJECTIVE OF POSITION: To provide the community with effective government access programming and communications through the technical preparation of Cable TV, program production, scheduling,. cablecasting and video technica{ expertise. SUPERVISION RECEIVED Works under the direction of the City Administrator. SUPERVISION EXERCISED Supervises additional part-time cable technician(s). ESSENTIAL DUTIES AND RESPONSIBILITIES Cable Television • Responsible for satisfactory cablecasting of all regular and special City meetings including, but not limited to: City Council meetings and Work Sessions, Planning Commission, Park and Recreation Commission, Economic Development Commission, Charter Commission, Cable Committee, and other special meetings as required. • Be available as needed during local candidates forums, the Annual Town Hall Meeting and other high-profile meetings as directed by the City Administrator for the production and cablecasting of these meetings. • Responsible for accuracy of and establishing playback of Channel 16 Mounds View programs. • Attends monthly Mounds View Cable Committee meetings, gives City Cable Report. Serves as staff liaison to the Committee. • Works in partnership with Mounds View Cable Committee to set priorities for programming, budgets and equipment purchases, writes reports and presents items before the City Council. • Provides assistance in the production, recording, editing and direction of special of video programs as needed. • Prepares and maintains messages and playback schedule for Channel 16 bulletin board. • Maintains the Cable TV equipment, material and supplies so that they are in good working order. • Catalogues and stores data in the recording media library. • Maintains an updated inventory of Cable TV equipment (vendor, age, warranty status, value of equipment for insurance purposes, etc). • Purchases supplies as needed for production and technical work. • Assists in preparation of an annual departmental budget with City Staff. • Supervises the use of equipment by others. • Prepares grant applications for Cable TV equipment or programming projects. • Coordinates with CTV15 and other programming agencies/organizations to benefit the community. • Schedules crew members and talent for recordings as necessary. • Arranges use of CTV15 facilities including edit suite and use of the mobile truck for special programs such as the Festival parade and the town hall meeting. • Prepares and maintains current operating procedure checklist for various components of the city's audio/visual equipment which will enable others to operate equipment in absence of the Cable Television Coordinator. • Promotes Channel 16 programs with publication of weekly schedule and writing press releases to community newspapers of special programs. Contributes articles to city newsletter. • Web maintenance pertaining to Mounds View Cable Television. • Maintains skills and abilities to update the Mounds View electronic message board as directed by the City Administrator.. PERIPHERAL DUTIES • Assists in other areas as designated MINIMUM QUALIFICATIONS (A) High school diploma or GED equivalent. (B) AAS Degree or two years vocational/technical school in video production. (C) Ability to operate all TV, video editing and computer equipment. (D) Experience in municipal/government access production. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES (A) Considerable knowledge of the equipment, facilities, operations and techniques used in comprehensive government access programming. (B) Skill in operation of listed tools and equipment. (C) Ability to develop, coordinate, and direct varied activities involved in government access programming. (D) Ability to establish and maintain effective working relationships with employees, supervisors, vendors, contractors, participants, and the general public. (E) Knowledge in editing equipment, character generator and graphics programs. Must be Proficient in computers to include Microsoft Office Applications. (F) Writing and editing skills. (G) Attention to detail and organizational skills. JOB EXPECTATIONS Employee is expected to be available for meetings after normal City business hours. Work shift times may vary. Employee may occasionally have to work flexible hours, as directed by the City Administrator. SPECIAL REQUIREMENTS Valid state driver's license.
