STATE OF MINNESOTA
APPROVING COMPENSATION AMOUNTS FOR EASEMENT ACQUISITION AND
AUTHORIZATION TO EXECUTE EASEMENTS FOR THE SILVER LAKE ROAD SIDEWALK
IMPROVEMENT PROJECT
WHEREAS, on February 27, 2006, the City Council approved Resolution 6756 approving
the feasibility report, holding the public improvement hearing, ordering the project, authorizing
plan and specifications, and authorizing easement preparation activities for the Silver Lake Road
Sidewalk improvement Project; and
WHEREAS, the City will need to acquire eight (8) permanent easements and eight (8)
temporary construction easements; and
WHEREAS, there are two options for the City to consider for obtaining the easements;
Option 1, hire a land appraiser and Option 2, determine a fair market value for the easements and
make an offer based on this value; and
WHEREAS, Staff recommends Option 2 for this particular situation and this particular
project with a compensation amount set at $2.27 per square foot of permanent easement with no
compensation for the temporary easements.
• NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. Establishes compensation for permanent easement acquisition associated with the
Silver Lake Road Sidewalk Project at $2.27 per square foot with the stipulation that
the temporary easement will be granted without compensation.
2. Authorizes payment to property owners whereby permanent easements are acquired
at the established rate of $2.27 per square foot, contingent upon recording the said
easement with Ramsey County.
3. The Mayor and City Administrator are hereby authorized to execute said easements.
4. Authorizes to contract for land appraisals based on a low bid (If needed).
5. Authorizes staff to make offers based on land appraisal report (If needed).
