• RESOLUTION NO. 5142 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION AUTHORIZING A FEASIBILITY STUDY <br />FOR THE RECONSTRUCTION OF SPRING LAKE ROAD AND COUNTY ROAD I <br />WHEREAS, the City Council of the City of Mounds <br />View is considering to reconstruct Spring Lake Road from County <br />Road H to Hillview Road and from TH 10 to County Road J and <br />County Road I from Pleasantview Drive to Silver Lake Road; and <br />WHEREAS, segments of Spring Lake Road and County <br />Road I are designated as a Municipal State Aid Road (MSA) and <br />must be constructed to MSA standards as and the remaining <br />segments will be constructed within the standards adopted for <br />City residential streets; and <br />WHEREAS, the jurisdiction of Spring Lake Road and <br />County Road I, will be turned back to the City of Mounds View <br />• from Ramsey County and will receive County turn back funds upon <br />completion; and <br />WHEREAS, this project will include complete street <br />reconstruction including B618 curb and gutter, sidewalk <br />construction to be determined(? feet wide), water main <br />installation, segments of sanitary sewer main and service lateral <br />replacement, reconstruction of storm sewer; and <br />WHEREAS, this project is proposed to be assessed <br />to the benefitted properties in accordance with Chapter 202 of <br />the Municipal Code and the City Charter; and <br />WHEREAS, a public informational meeting was held <br />on June 24, 1997 in which the project was introduced, and <br />comments were taken by the residents possibly affected by the <br />proposed project; and <br />WHEREAS, a feasibility study is necessary and <br />required to continue with the project; and <br />WHEREAS, the feasibility study will provide a <br />means to obtain a cost estimate which shall set forth the cost of <br />the improvement in both unit price, total cost, and an estimated <br />mock assessment roll. <br />
