Call to Order The meeting was called to order by Vice Chair Stevenson at 7:00 p.m. for August 15, 2018. ______________________________________________________________________________ 2. Roll Call Members Present: Commissioners Farmer, French, Klander (arrived at 7:05 p.m.) Rundle, and Stevenson. Absent and Excused: Commissioners Klebsch, and Monn. Resolution 1086-18, Recommending Approval of a Development Review for Central Sandblasting located at 2299 County Road H City Planner/Supervisor Sevald stated Central Sandblasting is requesting approval of a Development Review for a building addition, located at 2299 County Road H. The property currently consists of two buildings. The east building will be removed, and the west building will be added onto, expanding from 9,450 square feet to 29,500 square feet. Central Sandblasting does sandblasting and applies protective coatings onto structural metals. The business has operated at this location since 1973, employs 38 persons on two shifts at this property, with plans of growing to 45 employees after the building addition. This application excludes the adjacent property to the east, 2297 County Road H, Metal Finishers Inc. (MFI). Both businesses are owned and operated by the Herbst family. Staff reviewed the landscaping and parking plan. He recommended the Planning Commission approve the Development Review for Central Sandblasting. It was noted that Rice Creek Watershed District had granted conditional approval for the request. Commissioner Farmer questioned if the shifts were concurrent and if this would become a concern for parking. City Planner/Supervisor Sevald stated it was his understanding there was some overlap. Dennis Chartrand, Steel Structures and contractor for Central Sandblasting, reported parking was available on the MFI site for Central Sandblasting employees. Vice Chair Stevenson asked why this type of curbing was being proposed. City Planner/Supervisor Sevald reported the newer portion of the building was built in 2007 and the remainder was built in the 1970’s. He explained the B6-12 curbing was required in the last 20 years. Vice Chair Stevenson inquired if this type of curbing was common for this type of industry and parking. City Planner/Supervisor Sevald stated he does not see these too often in industrial developments. Vice Chair Stevenson questioned why B6-12 curbs were not being installed. Mr. Chartrand stated this was a matter of providing proper drainage for the site. Vice Chair Stevenson indicated he supported the proposed landscaping for the site. Commissioner Farmer asked how the City has determined the proposed curbing would not set a precedent. City Planner/Supervisor Sevald reported the ultimate decision would be made by the Planning Commission and City Council. He stated it was staff’s interpretation that only a small area of curbing would had been installed, and therefore could be supported as requested, without curbing. Commissioner Klander questioned what the surface area would be for the portion of the building that was being removed. City Planner/Supervisor Sevald explained this area would be asphalt parking and gravel. To approve Resolution 1086-18, a Resolution Recommending Approval of Development Review for the property at 2299 County Road H. Upcoming Planning Cases & Activity City Planner/Supervisor Sevald discussed upcoming planning cases. B. Staff Updates City Planner/Supervisor Sevald provided the Commission with an update from staff. C. Council Updates Council Member Bergeron provided the Planning Commission with an update from the City Council. He noted the Council met on Monday and received reports from Lisa Baker with the Ralph Reeder Food Shelf. He encouraged the Commissioners to consider attending a Ribbon Cutting ceremony on Tuesday, August 21st at 3:00 p.m. City Administrator Zikmund reported the City was moving to digitize all City records. He noted staff now had all meeting minutes and packets transferred to a digital form since the inception of the City. He explained staff was also working to systematically update City Code with the City Attorney. City Planner/Supervisor Sevald invited all residents of the City to attend the Street Dance celebrating the City’s 60th Anniversary on Friday, August 17th and Festival in the Park on Saturday, August 18th. Approval of Minutes August 1, 2018. MOTION/SECOND: Commissioner Rundle/Commissioner Klander. To approve the Minutes of the August 1, 2018 regular Planning Commission meetings as slightly amended. Ayes – 5 Nays – 0 Motion carried. 9. Next Planning Commission Meeting: A. Wednesday, September 5, 2018 B.
