Special EDA Meeting
January 7, 2019

1. CALL MEETING TO ORDER
President Mueller called the meeting to order at 7:10 p.m.
2. OATH OF OFFICE
Executive Director Zikmund administered the Oath of Office to President Mueller,
Commissioner Hull and Commissioner Bergeron. A round of applause was offered by all in
attendance.
3. ROLL CALL: President Mueller, Vice President Gunn, Commissioner Bergeron
Commissioner Hull, Commissioner Meehlhause, Executive Director Zikmund, Assistant
City Administrator Beeman, Finance Director Beer and City Attorney Riggs.
NOT PRESENT: None.
4. APPROVAL OF AGENDA
City Attorney Riggs requested Items 5B and 5C be removed from the Consent Agenda as he did
not have final minutes before the EDA for consideration.
MOTION/SECOND: Meehlhause/Hull. To Approve the January 7, 2019, Agenda as amended.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. November 26, 2018, EDA Minutes.
B. December 10, 2018, EDA Minutes.
C. December 27, 2018, EDA Minutes.
MOTION/SECOND: Hull/Gunn. To Approve the Consent Agenda as amended removing Items
5B and 5C.
Ayes – 5 Nays – 0 Motion carried.

6. PUBLIC INPUT
None.
7. EDA BUSINESS
A. Consider Resolution 19-EDA-319, Resolution Electing and Appointing
Officers to the Mounds View Economic Development Authority (EDA).
Assistant City Administrator Beeman requested the Authority elect and appoint officers for 2019
noting this was required per the EDA’s bylaws.
President Mueller stated it would be appropriate for her to continue in the role as President. The
EDA was in agreement.
Vice President Gunn reported she was willing to continue her service as EDA Vice President.
Commissioner Meehlhause commented he was willing to serve as the EDA Treasurer.
Commissioner Hull indicated he could continue to serve as the EDA Secretary.
MOTION/SECOND: Bergeron/Meehlhause. To Waive the Reading and Adopt Resolution 19-
EDA-319, Electing and Appointing Officers to the Mounds View Economic Development
Authority.
Ayes – 5 Nays – 0 Motion carried.
B. Public Hearing and Consideration of Resolution 19-EDA-320, Resolution
Approving the Sale of EDA Owned Land at Crossroad Pointe.
Assistant City Administrator Beeman requested the EDA hold a Public Hearing and adopt a
Resolution approving the sale of land at Crossroad Pointe. He explained the EDA has been in
negotiations with a developer for quite some time. He noted the EDA has agreed to move
forward with the sale of the three parcels within Crossroad Pointe and noted the developer was
proposing to construct 127 market rate apartments. He reported the land would be sold for $1.35
million.
President Mueller opened the public hearing at 7:25 p.m.
City Attorney Riggs discussed the terms of the agreement in further detail with the EDA. He
noted he did not support all of the changes, some of them being substantial, that were made by

the developer’s attorney. He noted some of the minor changes could be supported. He explained
he would be speaking with the developer’s attorney later this week to resolve these concerns. He
recommended the EDA approve the purchase agreement documents provided by staff.
Executive Director Zikmund reported the developer supported approval of the purchase
agreement as presented by staff without the proposed changes.
President Mueller indicated the developer gave the EDA his verbal approval of the document at
their last meeting. Executive Director Zikmund stated this was the case.
After receiving no public comment, President Mueller closed the public hearing at 7:27 p.m.
Commissioner Gunn asked if the developer can resell the property after purchasing the parcels
from the EDA. City Attorney Riggs reported this could not occur per the language within the
Purchase Agreement or per State Statute. He explained if improvements do not occur on the
property, the land would revert back to the EDA.
Executive Director Zikmund reviewed the developer’s timeline for this project. He stated he was
very impressed by the developer.
MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 19-EDA-320,
Approving the Sale of EDA Owned Land at Crossroad Pointe.
Ayes – 5 Nays – 0 Motion carried.

10. ADJOURNMENT
President Mueller adjourned the meeting at 7:35 p.m.
