STATE OF MINNESOTA
APPROVING THE PURCHASE OF RADIO READING DEVICES, SOFTWARE,
AND READING EQUIPMENT FOR THE WATER METER READING SYSTEM
REPLACEMENT PROGRAM
WHEREAS, at the August 6, 2007, Work Session, the City Council agreed
to proceed with Option 2 of the Meter Reading System Replacement Proposal;
and
WHEREAS, on October 22, 2007, the City Council approved Resolution
7179 setting a bid date and authorizing the advertisement for bids for the Water
Meter Reading System Replacement Program- based on Option 2; and
WHEREAS, the two low responsive bidders do not meet City published
specifications; and
WHEREAS, many positive, field proven references were obtained for the
Neptune R900 reading system; and
WHEREAS, the warranty for the Neptune R900 has better discounts on
failed product; and
WHEREAS, the Neptune R900 has a field replaceable battery; and
WHEREAS, the Neptune R900 radio device has a D sized lithium battery
with capacitor, compared to two A cell batteries; and
WHEREAS, a cost projection analysis at twenty years, and after twenty
years, is a difference of $30,342.60 to replace failed batteries for the R900 radio
device, and $195,114.20 to replace the Itron 60 Watt radio device, being that
staff has to replace the entire unit, not just a battery.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. That the proposal for the purchase of 1200 Neptune R900
meter readers, plus all software and reading equipment from
Northern Waterworks Supply in the amount of $129,041.56,
tax included, is here by approved.
2. That the Mayor and City Administrator are hereby authorized
and directed to enter into a contract with Northern
Waterworks Supply.
3. That the funds to finance this purchase will be derived from
the Enterprise Fund, under the water infrastructure and
equipment department, capitol equipment account (account
700-4823-7030).
