STATE OF MINNESOTA
ADOPTING THE STREET AND UTILITY TASK FORCE RECOMMONDATION ON
PREVIOUSLY ASSESSED PROPERTIES
WHEREAS, on March 12, 2007 the City Council approved Resolution 7045 establishing
the Streets and Utilities Task Force; and
WHEREAS, the charge of the Task Force was to:
o Develop a Financial Plan for the entire reconstruction program
o Develop a street standard or standards that will best meet the needs of
the City in partnership with its residents
o Develop a Prioritization and Implementation Plan
o Develop a Communication Plan; and
WHEREAS, the Street and Utility Improvement Program Final Report has been
submitted by the Streets and Utilities Task Force; and
WHEREAS, the Final Report except for recommendations as they pertain to previously
assessed properties has been adopted in Resolution 7176; and
WHEREAS, the City Council has considered the findings of the City Attorney.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
The policy recommendation as it pertains to previously assessed properties for the
Street and Utility Improvement Program as submitted by the Streets and Utilities
Task Force is hereby approved.
2. Said policy on previously assessed properties is adopted and shall hereafter be a
part of and known and referred to as the Street and Utility Improvement Program.
3. This resolution shall amend resolution 7176 by incorporating this attached policy with
the Street and Utility Improvement Program and associated recommendations.

Policy for Existing Assessments
The City has two active assessments, H2 and the 2003!2004 Street Project. The proposed
policy would reassess future assessments after December 31, 2008 for those residents in the
assessed areas that chose the financing option.
Residents that paid in full at the time of the assessment would be refunded a proportional
amount that corresponds to the reassessed amounts. To be eligible for a refund a resident
would need to be the owner of record at the assessment date and the owner of record on the
refund date. The City will provide a refund application to be completed by residents seeking a
refund. The City will take refund applications for a period of six months from a date set by the
City Council. No refunds will be granted beyond the six month date.
