HomeMy WebLinkAboutResolution 7243RESOLUTION 7243 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA ORDERING THE 2009-2010 STREET AND UTILITY IMPROVEMENT PROJECT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS WHEREAS, on December 11, 2006 the City Council held a public hearing and approved Resolution 6982 approving the Feasibility Report for the 2007- 2008 Street and Utility Improvement Project; and WHEREAS, the proposed 2009-2010 Street and Utility Improvement Project will be the same project as the proposed 2007-2008 Street and Utility Improvement Project, with the addition of Red Oak Drive north of Sherwood Road; and WHEREAS, it is recommended that the City proceed with the 2009-2010 Street and Utility Improvement Project based on the feasibility report for the 2007-2008 Street and Utility Improvement Project and developed based on the Street and Utility Improvement Program adopted on October 22, 2007; and WHEREAS, should the Council wish to proceed with this project, the next step in the public improvement process is to order the project; and WHEREAS, should the Council wish to proceed, the next step in the engineering process is to order the preparation of construction plans and specifications; and WHEREAS, the installation of water quality and storm water runoff reduction devices such as raingardens may require additional temporary construction easements and permanent easements; and WHEREAS, the financing for this project is proposed to be derived from a combination of several sources, including, but not limited to: the City of Mounds View Utility Franchise Fee, Municipal State Aid (MSA), Tax Increment Financing, and general city wide tax levy. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: Said improvements are hereby ordered and shall hereafter be known and referred to as the 2009-2010 Street and Utility Improvement Project. 2. Said ordering of the improvements shall be valid until March 24, 2009 - a period of one year from the date of the Public Hearing. 3. That the preparation of the construction plans and specifications for the 2009-2010 Street and Utility Improvement Project is hereby authorized. 4. The cost of said improvements shall be funded by a combination of several sources, including, but not limited to: the City of Mounds View Utility Franchise Fee, Municipal State Aid (MSA), Tax Increment Financing, and general city wide tax levy. 5. All activities associated with the preparation of temporary construction easements and permanent easement agreements are hereby authorized. These activities may include discussions with property owners, necessary appraisals, boundary sketches, legal descriptions, and drafting the legal easement documents.
