CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
Approving aTobacco/Cigarette License for Vino and Stogies located at 2345
County Rd H2 (doing business as Mounds View Cigar Shop)
WHERAS, all City of Mounds View businesses wishing to operate certain type of
businesses must apply to the City for business licenses; and
WHEREAS, Robert Waste, Jr., the current owner of Vino and Stogies, has a
separate area in his establishment where he sells cigars; and
WHEREAS, Mr. Waste is requesting to have customers sample his cigar
products by smoking the samples inside his store; and
WHEREAS, according to the provisions of the Freedom to Breathe Act, the law
allows for the lighting of tobacco within the indoor area of a tobacco product shop "by a
customer or potential customer for the specific purpose of sampling tobacco products.";
and
WHEREAS, according to the Minnesota Department of Health, Mr. Waste must
separate his cigar business from his liquor business in order to allow sampling; and
WHEREAS, In order to accomplish this, Mr. Waste must have two separate
tobacco/cigarette business licenses from the City; one for the liquor side of the business
and one for the cigar area; and
WHEREAS, Mr. Waste will be naming his tobacco (cigar) product. shop, Mounds
View Cigar Shop; and
WHEREAS, Mr. Waste has submitted the proper paperwork and fees; and
WHEREAS, all City of Mounds View business licenses must be approved by the
City Council.
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council
does hereby approve a Cigarette/Tobacco License for Vino & Stogies (doing business
as Mounds View Cigar Shop) located at 2345 County Road H2.

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the licensing period
shall be from May 13, 2008 -June 30, 2009.
