CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AUTHORIZING COMPLETION OF THE PLANS AND SPECIFICATIONS AND
SOLICITATION OF QUOTES FOR THE
PINEWOOD STORM SEWER REPAIR
UTILITY IMPROVEMENT PROJECT
WHEREAS, in 1996 Bronson Drive was reconstructed from Edgewood
Drive to Belle Lane, including new trunk HDPE storm sewer extending north of
Belle Lane; and
WHEREAS, by 2000 a portion of the pipe had heaved out of the ground
and had been identified by the City as requiring future repair; and
WHEREAS, in 2004 development began on a repair project but was
suspended with the intent of combining the work with a future larger street and
utility improvement project; and
WHEREAS, the City had subsequently identified the repair in its Capital
Improvement Plan and had scheduled construction for 2009; and
WHEREAS, recent changes in the condition of the pipe have caused the
situation to become more urgent; and
WHEREAS, the City recognizes the current condition of the pipe and
desires to repair the storm sewer as quickly as possible; and
WHEREAS, the Storm Water Fund in the 2008 adopted budget contains
$80,000 for the repair of storm sewer and drainage issues in the City; and
WHEREAS, the estimated construction cost to complete the repair is
$45,000; and
WHEREAS, per Minnesota State statute, with an estimated contract
amount below $50,000, the City may solicit direct quotes for the work and is not
obligated to follow the competitive bidding process.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. Authorization is given to complete preparation of the plans and
specifications for the Pinewood Storm Sewer Repair Utility
Improvement Project, which were begun in 2004.
2. Staff is hereby directed to obtain a minimum of two quotes for the
work based on the completed plans and specifications.
3. Staff is hereby directed to bring the completed plans and
specifications and quotes back at the earliest available Council
meeting for consideration of approval and award of contract.
