CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE PURCHASE OF A CAMERA INSPECTION SYSTEM FOR THE
SANITARY SEWER DEPARTMENT
WHEREAS, the Public Works Department has many responsibilities and one is to
efficiently maintain the infrastructure within the sanitary and storm sewer systems for the
City; and
WHEREAS, the City has and continues to invest large amounts of money for the
sanitary and storm sewer infrastructure; and
WHEREAS, the City Council understands the need for Public Works to inspect the
sanitary sewer and stormwater infrastructure in a safe and efficient manner in order to
make recommendations for repairs and/or replacement to extend service life; and
WHEREAS, the original equipment is from 2004, and over the years has required
numerous repairs; and
WHEREAS, the van, that houses the televising system, creates employee safety
issues because it is designed that the split side doors open into the traffic lane; and
WHEREAS, Staff solicited quotes for new televising equipment, software
upgrades and a service van from the Minnesota Cooperative Purchasing Program (CPV)
Vendor—MacQueen Equipment
Envirosight Rovver Camera, Software upgrade, Van build out: $162,086.00
Vendor - Midway Ford 2019 Transit Van $ 33.801.92
Sub Total $195,887.92
Less Trade -In $ 14,000.00
Total $181,887.92
WHEREAS, the total cost of the replacement camera inspection system is
$181,887.92. The 2019 Vehicle and Equipment Fund has $100,000.00 budgeted for this
purchase; and
WHEREAS, In order to purchase this unit a budget adjustment of $80,139.92 is
required; and

WHEREAS, Public Works Staff discussed funding options with the Finance
Director; the following are recommended budget offsets:
• #709 Backhoe replacement in 2020 — push out 10-15yrs $50,000.00
• #454 Trailer—will not be replaced $20,000.00
• #136 Aebie Tractor will not be replaced with like $25,000.00
Total $95,000.00
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The City hereby accepts the quote proposal of $162,086.00 submitted by
MacQueen Equipment of St. Paul Minnesota, Minnesota for Envirosight Rovver
Camera, Software upgrade, and Van build out.
2. The City hereby accepts the quote proposal from Midway Ford for a Transit
Van for $33,801.92
3. The City Council approves a 2019 Budget Adjustment to the Vehicle and
Equipment Fund of $80,139.92.
4. The Council approves the recommended budget offsets of:
a. #709 Backhoe replacement in 2020 — push out 10-15yrs $50,000.00
b. #454 Trailer — will not be replaced $20,000.00
c. #136 Aebie Tractor will not be replaced with like $25.000.00
A total of $95,000.00
5. Funds for this purchase will be from the Vehicle and Equipment Fund account
460-4160-9100
6. The Mayor and City Administrator are hereby authorized and directed to
execute all appropriate documents to effectuate the actions contemplated by
this Resolution.
7. The Mayor and City Administrator, staff and consultants are hereby authorized
and directed to take any and all additional steps and actions necessary or
convenient in order to accomplish the intent of this Resolution.
