Assistant City Administrator Beeman requested the Council adopt a Resolution approving the 34
2020-22 City Strategic Plan. He reviewed the process that was followed by the Council to create 35
the City’s three-year strategic plan. He thanked the Council for their efforts in this process. 36

Council Member Bergeron thanked staff for all of their efforts on this document. 38

Council Member Meehlhause indicated he appreciated all of staff’s efforts on the strategic plan. 43

Mayor Mueller agreed stating she was really pleased the Council and staff now had a three-year 45

road map in place to assist with meeting the City’s goals and visions. She explained she was 1
very proud of this document along with the efforts of the City Council and staff. 2

Chapter 800, Motor Vehicle and Traffic. 7

Assistant City Administrator Beeman requested the Council introduce an Ordinance that would 9
amend City Code Chapter 800 regarding motor vehicle and traffic. He summarized the minor 10
changes that were made to this chapter of City Code and recommended the Council introduce 11
Ordinance 954. 12

C. Resolution 9071, Approving VCET Officer Specialty Pay. 19

Assistant City Administrator Beeman requested the Council approve VCET Officer Specialty 21
Pay. He explained Ramsey County requested Mounds View participate in their VCET program 22
but had not determined if additional pay for officers participating in this program. He reported 23
the Human Resources Committee met on January 17th and it was decided some additional 24
compensation should be considered. He indicated a recommendation was being made from the 25
Human Resources Committee to pay these officers an additional $300 of specialty pay per 26
month. 27

Mayor Mueller asked if there was enough room in the 2019 budget to cover this extra expense. 29
Finance Director Beer reported there was funding available to cover the proposed specialty pay. 30

Council Member Bergeron asked what the yearly expense would be to the City for the VCET 35
specialty pay. Finance Director Beer noted the additional cost would be $3,600 per year. 36
However, he explained the City had received $15,000 from the County for participating in this 37
program. 38

Finance Director Beer requested the Council approve a wage adjustment for Assistant City 45

Administrator Beeman. He reported Brian Beeman was recently promoted from Business 1
Development Coordinator to Assistant City Administrator. He explained the City has high hopes 2
for Mr. Beeman in his new position. He indicated the Human Resources Committee reviewed 3
this matter and recommended Mr. Beeman be raised to Step 4 and would require a $9,500 budget 4
adjustment. 5

Council Member Gunn read through one of the City’s strategic policies noting the Council was 7
working to maintain and retain its excellent employees. 8

Approving Wage Adjustment for Assistant City Administrator Beeman. 11

Council Member Bergeron stated he believed Mounds View stands out because it has the ability 13
to maintain and retain its excellent staff members. 14

Council Member Meehlhause noted Assistant City Administrator Beeman would continue his 16
role as the City’s Business Coordinator and thanked him for sharing his broad work experience 17
with the community. 18

Public Works Director Peterson requested the Council authorize the purchase of security cameras 25
for the Public Works building. He noted the expense would be $7,500. 26

F. Resolution 9073, Accepting Improvements and Approving Final Payment for 33
the 2018 Greenfield and Groveland Tennis and Basketball Court 34
Rehabilitation Project. 35

Public Works Director Peterson requested the Council accept improvements and approve the 37
final payment for the 2018 Greenfield and Groveland tennis and basketball court rehabilitation 38
project. He explained Bituminous Roadways had this project substantially completed on 39
September 30th. It was noted the bid had one adjustment to increase the width of the gate. The 40
overall price for the contract was $207,408. Staff recommended approval of the final payment 41
for this project. 42

Mayor Mueller stated the painting and striping had been completed at Groveland Park when the 44
weather was quite cold. She asked if this work would have a warranty. Public Works Director 45

Council Member Gunn reported the Daddy Daughter Dance would be held on Saturday, February 14
9th. The cost for the event was $25 per couple. 15

Council Member Gunn explained she would be attending the Anoka County Fire Board meeting 17
on Thursday, January 31st. 18

Council Member Gunn stated the I-35W Coalition would not meet again until Thursday, March 20
21st. 21

Council Member Gunn reported the Festival in the Park Committee would be meeting next on 23
Tuesday, February 19th at 7:00 p.m. at the Community Center. 24

Council Member Meehlhause stated he would be attending a Special NYFS Board of Directors 26
Meeting on Thursday, January 31st. He explained the Board would be reviewing and updating its 27
three-year strategic plan. 28

Council Member Meehlhause commented on Thursday, February 7th he would be attending the 30
NYFS Service to Youth Awards Ceremony at 5:30 p.m. He noted the individuals that would be 31
recognized at this event. 32

Council Member Bergeron explained he was unable to attend the CTV meeting last Thursday due 34
to illness. 35

Mayor Mueller reported Mounds View staff would be meeting with officials from Medtronic on 37
Thursday, January 31st. 38

Mayor Mueller stated on Friday, February 8th the Minnesota Women in Government will hold 40
their final planning meeting before WMG presents. 41

Public Works Director Peterson reported the City would have record low temperatures in the 1
next three days. He encouraged residents to stay inside and run their pipes over the next few 2
days. 3

Finance Director Beer explained he attended the CTV Cable Commission meeting last week for 5
Council Member Bergeron. He stated this group discussed a channel policy and were seeking 6
volunteers for their Executive Committee. 7

Assistant City Administrator Beeman stated he met with the downtown business group to discuss 9
the Final Four coming to the Twin Cities. He commented on the economic impact this event 10
would have on the community. 11

Assistant City Administrator Beeman thanked the Council for their vote of confidence and for his 13
new position with the City. He stated he appreciated the stability of the City and the great 14
leadership from the City Council. 15

Item Title/Subject: Resolution 9077 Benefit Adjustment for Quasabart and
Peterson
Introduction:
Two separate but similar issues. Two senior employees who have demonstrated
exceptional service/performance.
Discussion:
Agnes Quasabart serves in the Finance Division and came to us with substantive
experience. She has welcomed and embraced new changes and challenges to her job
duties. Her performance and attitude serve as a model for all. Based on her just
completed performance review and in combination with her considerable experience
and skill I am recommending an accelerated vacation schedule be awarded providing
her with an additional five (5) days of vacation accrual. Ms. Quasabart currently accrues
vacation at the rate of 15 days per year, and with approval of this resolution will accrue
vacation at the rate of 20 days per year.
Don Peterson served as both your Public Works Superintendent and Director for a
significant period in 2017 and part of 2018. Additionally, the division had vacancies in
their Engineering Technician and GIS Technician positions. This resulted in an
accumulation of hundreds of hours of Flex Time due to Mr. Peterson’s commitment to
the City. However, due to our current vacation carryover policy, Mr. Peterson would
have lost a majority of his accumulated time. The HR Committee approved Mr. Peterson
carrying all of the time over into 2018. Despite taking one (1) day per week and one (1)
a week per month for four (4) months, excess accumulated time remained
Recommendation:
Approves Resolution 9077 making vacation adjustments to Agnes Quasabart and
restoring Flex Time and Vacation Time to Don Peterson.
Restore the lost excess Flex Time and Vacation Time to Don Peterson from previous
years to calendar year 2019 in order to give him one (1) more year to use the
accumulations.

RESOLUTION NO. 9077
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING BENEFIT ADJUSTMENTS TO
AGNES QUASABART AND DON PETERSON
WHEREAS, the City Council recently adopted their strategic plan which includes
prioritizing our human resources with employee retention a key component; and,
WHEREAS, Agnes Quasabart and Don Peterson have demonstrated exceptional
levels of service and commitment; and,
WHEREAS, benefit compensation is a critical component of employee retention.
NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council
approves awarding an additional week of vacation to Agnes Quasabart’s vacation
schedule and restoring Don Peterson’s Flex Time and Vacation Balance carryover from
2018 to 2019 thereby providing an additional year to utilize those accumulations.

Item Title/Subject: Resolution 9083, Approving the 2019 Public Works Seasonal
Positions
Introduction:
On March 26, 2001, the City Council adopted Resolution 5546, which describes the
procedure for hiring Seasonal Employees. This resolution requires the City Council approve
all seasonal positions.
Discussion:
Annually the City Council has approved the hiring of seasonal Public Works positions.
Resolution 5546 requires the approval take place six (6) weeks prior to the actual hiring of
seasonal staff.
Seasonal Employees benefit the City by providing labor services during periods of higher
labor demand at much lower pay rates keeping overall labor costs down. In return, seasonal
employees benefit from the skills and work ethics they learn on the job. As a result,
employees and citizens benefit from the seasonal employee program.
Staff is recommending hiring nine (9) seasonal employees for up to 119 consecutive days
each in the summer or fall.
• Summer Seasonal Employees – Duties include general Public Works and parks
maintenance.
• Fall Seasonal Employees – Duties by the Parks Division include fall activities such as
mowing, leaf clean up, mower maintenance, assisting with brush removal and tree
trimming, and providing assistance in year-end maintenance activities.
Staff recommends newly hired seasonal positions be compensated at $12.50/hour and
returning seasonal workers compensated at $13.00/hour. Each summer seasonal employee
may work up to 40 hours per week but will not exceed 119 consecutive calendar days (17
weeks of employment). Fall seasonal employees may work either a part-time or full-time
schedule depending on availability.
Recommendation:
Staff recommends approving the Seasonal Public Works Positions for 2019.

STATE OF MINNESOTA
APPROVING THE 2019 PUBLIC WORKS SEASONAL POSITIONS
WHEREAS, resolution 5546 requires that seasonal positions must be approved by the
Mounds View City Council; and
WHEREAS, seasonal employees benefit the City by providing labor services that are
relatively less expensive and are available during periods of greater labor; and
WHEREAS, the City of Mounds View Public Works Department does have a need to
hire seasonal employees; and
WHEREAS, the Public Works Department is recommending that seasonal positions
be approved for two periods throughout 2019; and
WHEREAS, said periods are Summer and Fall; and
WHEREAS, for 2019, Staff is recommending that new hires start at the hourly rate of
$12.50/hour and returning seasonal workers would be compensated at $13.00/hour.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The 2019 Summer Seasonal Public Works Positions are approved – a total of
seven (7) positions. These positions would start in approximately mid-to late-
May 2019 and terminate in mid-to late-August 2019. However, one (1) Utilities
Division and one (1) Parks Division seasonal employee typically begin
employment in April.
2. The 2019 Fall Seasonal Public Works Positions are approved - a total of two (2)
positions in the Parks Division of Public Works. These positions would start
approximately in mid to late August 2019 and terminate by the end of the year,
weather permitting.
3. All Public Works seasonal positions will be filled with new hires starting at an
hourly rate of $12.50/hour. Returning seasonal workers will be compensated at
an hourly wage of $13.00/hour.
4. Each seasonal position may work up to forty (40) hours per week.
5. The duration of the Public Works seasonal positions shall not exceed 119
calendar days.

Item Title/Subject: Ordinance 954 Chapter 800 Code Update, First Reading
Introduction:
This is a continuation of the City Code update with Chapters 100 thru 700 updated last
year.
The proposed Ordinance was posted on our web page on Tuesday January 15, 2019
First Reading occurred a the January 28, 2019 meeting. Summary publication is
scheduled for February 23rd and the Ordinance taking effect 30 days after.
Discussion:
Chapter 800 of the code deals with motor vehicle and traffic. All changes are technical
in nature with the most substantive relating to a number of streets that had extended No
Parking restrictions which have now been stricken. All of those were related to adjacent
business operations (mostly bars) which are no longer in existence; thus enabling the
removal. Upon final adoption, overnight parking restrictions will be uniform throughout
the entire City.
We have not received any communication/comments since the first reading.
Recommendation:
Conduct First Reading of Ordinance 954 to update Chapter 800 of the City Code.

COUNTY OF RAMSEY
STATE OF MINNESOTA
AN ORDINANCE AMENDING TITLE 800, CHAPTERS 801 AND 802 OF THE MOUNDS
VIEW CITY CODE RELATING TO MOTOR VEHICLES AND TRAFFIC
SECTION 1. The City Council of the City of Mounds View hereby amends Title 800, Chapter
801, Section 801.03 of the Mounds View Municipal Code by deleting the stricken material as
follows:
801.03: VEHICLE LOAD LIMIT RESTRICTIONS:
Subd. 1. Seasonal Load Restrictions: Pursuant to Minnesota Statutes, sections 169.80 through
169.88, the Director of Public Works shall establish appropriate seasonal load restrictions
for Municipal streets and shall cause notice of such restrictions to be posted as required.
Such restrictions shall be for the purpose of minimizing damage to Municipal streets during
the annual spring thaw.
Subd. 2. Special Permit Requirements: The Director of Public Works/City Engineer may
issue special permits authorizing vehicle loads in excess of established restrictions. Such
special permits shall be for good cause, including maintenance of the orderly progress and
timely completion of private and public improvement projects, and shall be issued only
when such cause does not conflict with the purpose of this Section.
Subd. 3. Application For Permit; Fee: The operator of each overload vehicle shall make
application for such special permit and provide such information as required by the
Director of Public Works/City Engineer. A fee as established by resolution of the City
Council for each overload trip shall be paid with the application. All fees collected
pursuant hereto shall be deposited in the General Fund.
SECTION 2. The City Council of the City of Mounds View hereby amends Title 800, Chapter
801, Section 801.04 of the Mounds View Municipal Code by deleting the stricken material as
follows:
801.04: UNLAWFUL DEPOSITS ON PUBLIC WAYS:
Subd. 1. Snow And Ice Accumulations 1: All snow accumulated from clearing or plowing
operations on private property shall be stockpiled on the property from which the snow is
cleared or upon other private property for which the property owner has written permission.
In clearing snow and/or moving snow, it shall be unlawful to operate in such a manner as
to cause any snow to be deposited in the street, on sidewalks, in the boulevard of any street

or on private property for which the property owner does not have written permission for
storage of snow. Snow cleared from the portion of a driveway or sidewalk in the boulevard
of a street may be placed on the boulevard adjacent to the driveway or sidewalk, but may
not be moved across the street to other areas without express permission of the property
owner receiving the snow.
Subd. 2. Debris: Debris, including but not limited to tree branches, leaves, dirt and other
materials, shall be properly disposed for the type of material 2. It shall be unlawful to place
any type of debris into the street right of way or on private property for which the property
owner does not have written permission.
Subd. 3. Exemptions: Nothing in this Section shall be deemed to apply to governmental
agencies involved in the maintenance of streets and sidewalks or involved in snow or ice
control operations.
SECTION 3. The City Council of the City of Mounds View hereby amends Title 800, Chapter
802, Section 802.04 of the Mounds View Municipal Code by deleting the stricken material as
follows:
802.04: OVERSIZE VEHICLE PARKING 31: No person shall allow any recreational
equipment, recreational vehicle or truck to remain parked on a public street or highway within
Mounds View for a period of more than two (2) hours per day.
SECTION 4. The City Council of the City of Mounds View hereby amends Title 800, Chapter
802, Section 802.06 of the Mounds View Municipal Code by adding the double-underlined
material and deleting the stricken material as follows:
802.06: PARKING DURING SNOW ACCUMULATION: No person shall park or permit
to be parked any vehicle within any block on any public street when, within the preceding forty
eight (48) hours, melting or blowing snow or a combination thereof has accumulated to a depth of
threetwo inches (32”) or more at street level anywhere within that block. Provided, however, that
parking shall be permitted within any block of any public street where not otherwise prohibited
whenever the entire length of the roadway of such block has been cleared of snow from curb to
curb or, in the case of streets without curbs, between the outer edges of the shoulders of such
streets. Any vehicle parked in violation of this Section may be removed as provided by Section
802.10 of this Chapter.
SECTION 5. The City Council of the City of Mounds View hereby amends Title 800, Chapter
802, Section 802.07 of the Mounds View Municipal Code by deleting the stricken material as
follows:

Subd. 1. Compliance with Zoning Provisions: The location, design and number of off-street
parking facilities shall be as specified in Chapter 1121 of this Code.
Subd. 2. Parking in Yards: No person shall allow any motor vehicle or trailer to be parked in
any yard adjacent to a public street, except in a designated off-street parking space.
Subd. 3. Parking in Boulevards: No person shall allow any motor vehicle or trailer to be
parked upon the boulevard of a public roadway.
Subd. 4. Recreational Vehicles and Equipment 41: No person shall allow any recreational
vehicle or equipment to be parked off-street closer than fifteen feet (15’) to the paved
surfaces of a public roadway.
Subd. 5. Trucks 52: No person shall allow any truck to be parked in any residential district,
except as provided in Section 607.06. Subd.4 and Section 802.04.
SECTION 6. The City Council of the City of Mounds View hereby amends Title 800, Chapter
802, Section 802.08 of the Mounds View Municipal Code by adding the double-underlined

802.08: RESTRICTED HOURS:
Subd. 1. Generally, 2:00 A.M. to 6:00 A.M.: No person shall stop, stand or park a motor
vehicle or trailer on any street or highway in the City between the hours of
two o’clock (2:00) A.M. and six o’clock (6:00) A.M., except as otherwise authorized by
this Chapter or unless directed or authorized by a police officer or traffic-control device.
The City Council may authorize exceptions from this Section by resolution. Any street or
highway so excepted must be posted with a sign indicating that parking between
two o’clock (2:00) A.M. and six o’clock (6:00) A.M. is allowed.
Subd. 2. Specific Areas, 9:00 P.M. to 2:00 A.M.: No person shall stop, stand or park a motor
vehicle on the following sections of City streets between the hours of nine o’clock (9:00)
P.M. and two o’clock (2:00) A.M., except as otherwise authorized by this Code or unless
directed to do so by a police officer or traffic-control device:
Bronson Drive, north side between Edgewood Drive and Jackson Drive;
Clearview Avenue, between Irondale Road and Edgewood Drive;
Edgewood Drive, between Woodale Drive and County Road H-2 except adjacent to

On February 11, 2019, the City Council adopted Ordinance ___ that amends Title 800,
Chapters 801 and 802 of the Mounds View City Code. The purpose of the amendment was
to modify certain city regulations related to motor vehicles and traffic, remove outdated
code language and unnecessary references, and update the code to conform to current
practices.
A printed copy of the ordinance is available for inspection during regular business hours at
Mounds View City Hall and is available on line at the City’s web site located at
www.moundsviewmn.org.
SECTION 8. This ordinance shall take effect and be in force 30 days from and after its passage and
publication, in accordance with Section 3.09 of the City Charter.

Summary
Elin Marco Group is requesting approval of a Minor Subdivision, creating two lots (one new).
A Public Hearing is not required for Minor Subdivisions. A notice of the Planning Commission
meeting was mailed to property owners within 350’ of the project. No neighbors attended, nor
has Staff received any inquiries about the project.
Planning Commission Recommendation
The Planning Commission reviewed the request on February 6, 2019, recommending approval
of the Minor Subdivision (Resolution 1093-19).
The Planning Commission discussed Park Dedication Fees, how they are calculated, and if the
Fee was too high.
Park Dedication Fees are based on 10% of the Estimated Market Value (EMV) of useable land
for newly created lots (e.g. Parcel B). The EMV is divided by the square footage of the property
as-is to establish a value per square foot. That amount is then multiplied by the size of the new
lot. In this case, the EMV is $2.87 per square foot. By comparison, neighboring properties are
valued at $3.82 per square foot (north), $3.24 (east), $2.63 (south), and $1.64 (west). The
vacant ½ acre lot at “Anna’s Place” (Abiding Savior) is valued at $3.96 per sq ft.
The Applicant questioned if land to be dedicated as right-of-way should be used in calculating
the value per square foot. Staff included the ROW in calculating the $2.87 per square foot
EMV. To do differently, Staff would need to know the formula the County Assessor used to
establish the EMV (e.g. the reasoning why one lot is valued at $1.64 vs. $3.96 per square foot).
Staff Recommendation
Staff recommends approval of the Minor Subdivision.
The City Council is requested to consider the following options:
1. Resolution 9080, approving the Minor Subdivision.
2. The City Council may choose to deny approval of the Minor Subdivision. If the Council
chooses this option, Staff would need to be directed to draft a resolution of denial with
findings of fact appropriate to support the denial.

3. Table the request. If additional information is needed before a decision can be rendered or
if more discussion is needed, the Council can simply move to table the request until such
information has been provided. Because of the 60-day requirements (Deadline: March 7,
2019) the Council would need to act upon the request as soon as reasonably possible to
avoid an inadvertent approval.

Lands), a park dedication fee will be required in the amount of $4,972 (10% of
Estimated Market Value of Parcel B), to be paid to the City prior to recording of the
Resolution; and,
NOW, THEREFORE, BE IT RESOLVED, that the applicant shall have six
months from final approval to file proper documentation with Ramsey County, including
new deeds and easement documents, and furnish proof of such recording to the City. If
such action is not accomplished by the date so indicated, this Minor Subdivision
approval shall be considered null and void; and,
NOW, THEREFORE, BE IT FINALLY RESOLVED that the Mounds View
Planning and Zoning Commission recommends approval of a Minor Subdivision of 8456

Item Title/Subject: Resolution 9075 Approving Transfers between Funds for
2018
The City Council included a number of transfers between funds as part of the 2018
budget. They are listed in the attached resolution in the Budget column. Resolution 9075
formally authorizes the listed transfers between funds in the Actual column for 2018.
Some of the budgeted transfers can be adjusted. The Council can direct staff to make
additional changes if it desires.
The General Fund has a small surplus due to higher franchise fee revenue, LGA was
received at the promised amount, and building permits were higher than anticipated.
There is a budgeted transfer of $75,000 to the Special Projects Fund, due to the favorable
revenue collections staff recommends that the transfer be increased to $100,000 also
staff recommends that the transfer from the General Fund to the Vehicle and Equipment
fund be increased to $300,000. At the beginning of the economic downturn the transfer
needed to support General Fund equipment purchases was reduced to help balance the
General Fund budget. An underfunded balance of approximately one million dollars
developed in the Vehicle and Equipment fund as a result. With each successive budget
the amount has been increased to get closer to the amount needed to support equipment
purchases but nothing has been done to reduce the underfunded condition. By increasing
the transfer for 2018 and eliminating $22,000 to be transferred to the General Fund for
computer equipment we will be reducing the underfunded amount in the Vehicle and
Equipment fund.
Staff is recommending approval of resolution 9075 approving transfers between funds.

WHEREAS, the City of Mounds View has participated in the hazard mitigation
planning process as established under the Disaster Mitigation Act of 2000, and
WHEREAS, the Act establishes a framework for the development of a multi-
jurisdictional County Hazard Mitigation Plan; and
WHEREAS, the Act as part of the planning process requires public involvement
and local coordination among neighboring local units of government and businesses;
and
WHEREAS, the Ramsey County Plan includes a risk assessment including past
hazards, hazards that threaten the County, an estimate of structures at risk, a general
description of land uses and development trends; and
WHEREAS, the Ramsey County Plan includes a mitigation strategy including
goals and objectives and an action plan identifying specific mitigation projects and
costs; and
WHEREAS, the Ramsey County Plan includes a maintenance or implementation
process including plan updates, integration of the plan into other planning documents
and how Ramsey County will maintain public participation and coordination; and
WHEREAS, the Plan has been shared with the Minnesota Division of Homeland
Security and Emergency Management and the Federal Emergency Management
Agency for review and comment; and
WHEREAS, the Ramsey County All-Hazard Mitigation Plan will make the county
and participating jurisdictions eligible to receive FEMA hazard mitigation assistance
grants; and
WHEREAS, this is a multi-jurisdictional Plan and cities that participated in the
planning process may choose to also adopt the County Plan.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota supports the hazard mitigation planning effort and
wishes to adopt the Ramsey County All-Hazard Mitigation Plan.

Background
Resolution 8969 was approved May 29, 2018 to hire Peter Szurek as the City’s Public
Works Superintendent. Prior to accepting the position, Mr. Szurek negotiated a starting
wage of Step 2 of the 2018 pay plan, with advancement to Step 3 at six (6) months
when he successfully completed his probationary period.
Discussion
An oversight happened with the drafting of Resolution 8969 which stated Mr. Szurek
would be required to complete a six (6) month probation period, and at one (1) year
move to Step 3 of the 2018 pay plan. At this time staff would like to correct the error
and request Council approve the wage adjustment to Step 3 of the 2018 Pay Plan
effective retroactive to December 18, 2018. By approving Resolution 9079, the wording
will agree with the offer letter received by Mr. Szurek.
Recommendation
Amend Resolution 8969 through Resolution 9079 and approve Mr. Szurek advance to
Step 3 of the 2018 Pay Plan effective retroactively to December 18, 2018 per the
negotiated job offer letter. Mr. Szurek will then advance to Step 4 effective December
18, 2019.

Item Title/Subject: Resolution 9081, Approving a Construction Contract with Bergerson
Caswell Inc. for 2019 Municipal Well No. 2 Rehabilitation Project
Background:
The City established a maintenance program whereby well, pump, and motors for municipal wells
would be evaluated and rehabilitated on a seven-year cycle. A longer period of eleven years was
attempted; however, it was discovered that this period was too long to identify minor problems and
correct them before they became major replacements. Well No. 2 was last rehabilitated in 2010
and is now due for rehabilitation.
Discussion:
Staff solicited quotes from qualified well contractors. The quote proposal included a separate base
schedule for the well and further divided the schedule into basic work items (items that will be
done) and alternate schedule was also used to solicit prices for advanced work items (work that
might be required in lieu of extended work). The base schedule was used to determine the lowest
successful quote.
Quotes were solicited from five well contractors and all five contractors returned quote proposals.
Base schedule quotes ranged from $47,060 to $85,880. The low quote was submitted by
Bergerson Caswell Inc. of Maple Plain, Minnesota. Bergerson has performed well work for the
City in the past and is familiar with our well configurations and expectations. A summary of quotes
is included in the resolution.
If awarded, Bergerson Caswell Inc. will begin scheduling the rehabilitation work as soon as
possible. The contract documents require that Well No.2 work be complete and water production
back on-line by June, 2019. Well No. 2 provides approximately XX% of the total annual water
supply.
Recommendation:
Staff recommends that the City Council adopt the attached resolution approving a construction
contract for $47,060.00 with Bergerson Caswell Inc. for rehabilitating Municipal Well No. 2. Staff
further recommends a 10% contingency of $4,706 to be authorized for additional work resulting

MUNICIPAL WELL NO. 2 REHABILITATION PROJECT
WHEREAS, the City established a maintenance program whereby municipal wells, pumps,
and motors would be rehabilitated on a seven-year cycle; and
WHEREAS, Municipal Well No. 2 was last rehabilitated in 2010 and is scheduled for
rehabilitation in 2019; and
WHEREAS, Staff solicited and received five quotes as follows; and

WHEREAS, City Staff recommend approving a construction contract with Bergerson
Caswell Inc. to perform the rehabilitation work.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. The City hereby accepts the base quote proposed for $47,060 submitted by Bergerson
Caswell Inc. of Maple Plain Minnesota for the 2019 Municipal Well No. 2 Rehabilitation
Project (City Project No. 2018-C01).
2. City Staff is authorized to prepare a construction contract agreement between the City
of Mounds View and Bergerson Caswell Inc. for $47,060.
3. The Mayor and City Administrator are hereby authorized and directed, for and on
behalf of the City, to execute and enter into a construction contract agreement with
Bergerson Caswell Inc. for said project for said price.
4. Monies for the Project shall be funded by the Water Enterprise Fund account (700-
4823-7050) in an amount not to exceed $51,766, which includes a 10% construction
contingency of $4,706 for minor work associated with Project unknowns.

Item Title/Subject: Resolution 9082 Approving the Purchase of a Utility Cart for
the Public Works Department
Background/Discussion:
As part of the Public Works Department’s maintenance program, utility carts have been used to
perform maintenance and inspections in the various divisions of Public Works, specifically in the
Parks and Street departments.
Full time employees along with seasonal employees use these carts. The carts have made the
department more efficient allowing the employees to cover more ground.
In the Parks Department a specialized cart was purchased for use in ball field maintenance and
painting of athletic field lines for baseball, soccer, lacrosse, football and track field events. The
utility cart has the capability to groom the infield of the ball field.
Over the past several years the current unit has needed repairs and has broken down during the
high peak need. This has resulted in Public Works taking another utility cart and piecing it together
to create a cart that could be used for painting the athletic lines.
Discussion:
During the 2019 budget process and working with the Finance Director, $40,000.00 was placed
in the 2019 budget to purchase a new utility cart for the Public Works Department.
Staff met with several vendors and inquired about the sale for any utility carts they have that would
meet the needs for Mounds View.
Staff received a quote from Kromer Co. LLC of Plymouth, MN to purchase a model FC1 Pro Field
Maintainer, for $36,660.50. This includes an ultra-pressure line painter, groomer, soccer side arm
painter, ridge broom remover, dry line chalk unit, and a sun shade canopy. This type of utility cart
is more in line with the type of work that Public Works performs on a regular basis.
Recommendation:
Staff recommends the approval to purchase of a FC1 Pro Field Maintainer Tractor with options
listed from Kromer Co. LLC. Of Plymouth MN for a cost of $36,660.50, funded from account 460-
4360-7030 with a 2019 budget amount of $40,000 for this purchase

vehicles and equipment are a necessity; and
WHEREAS, the Public Works Department has been using utility carts for a wide
variety of maintenance tasks, with the parks Department having one specialized cart for
the ball fields; and
WHEREAS, $40,000 is in the 2019 General Fund Budget, Vehicle and Equipment
budget, 460-4360-7030, to purchase a utility cart; and
WHEREAS, Staff has obtained a quote from Kromer Co. LLC of Plymouth MN for
a model FC1 Pro Field Maintainer Tractor in the amount of $36,660.50 plus attachments.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
