HomeMy WebLinkAboutResolution 7279RESOLUTION 7279 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE FEASIBILITY REPORT, ORDERING THE PROJECT WITH REVISED SCOPE, AUTHORIZING THE PREPARATIONS OF PLANS AND SPECIFICATIONS, AND AUTHORIZING EASEMENT PREPARATION ACTIVITIES FOR THE COUNTY ROAD 10 TRAILWAY PROJECT: SEGMENTS 1- 5 WHEREAS, on January 9, 2006 the City Council approved Resolution 6716 authorizing the preparation of a preliminary feasibility report and consultant selection for the County Road 10 Trailway, Lighting, and Landscape Project which included segments 1-5; and WHEREAS, on November 5, 2007, a draft preliminary feasibility report for the County Road 10 Trailway Project: Segments 1-5 was submitted for the City Council's review; and WHEREAS, a Public Hearing was held on this project on November 13, 2007; and WHEREAS, the City Council subsequently directed that the project scope should be revised; and WHEREAS, revised information on the scope and associated cost of the project was prepared and presented to the City Council on June 9, 2008; and WHEREAS, the construction of said improvements has been determined to be necessary, cost effective and feasible; and WHEREAS, should the Council wish to proceed with this project, the next step in the public improvement process is to order the project; and WHEREAS, should the Council wish to proceed, the next step in the engineering process is to order the preparation of plans and specifications; and WHEREAS, the feasibility report indicates that there is a need for additional temporary construction easements and permanent easements for the construction of the proposed trailway improvements; and WHEREAS, the following is a list of recommended actions, should the City Council wish to proceed with this project: approve the feasibility report, order the project, authorize the preparations of plans and specifications, and authorize easement preparation activities for the County Road 10 Trailway Project: Segments 1-5. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: The feasibility report for the County Road 10 Trailway Project: Segments 1-5, which was prepared pursuant to Resolution 6716, and was submitted to the City by the engineering firm of Bonestroo dated November 2007 is hereby approved. 2. Said improvements are hereby ordered on the basis of the feasibility report, subject to the scope revisions stated in the Staff Report prepared June 2008 and considered by the City Council on June 9, 2008, and said improvements shall hereafter be known and referred to as the County Road 10 Trailway Project: Segments 1-5. Said ordering of the improvements shall be valid for a period of eighteen (18) months from the date of adoption of this resolution. 3. The cost of said improvements shall be funded with Federal Transportation Enhancement Funding, with the remaining funds provided by the City of Mounds View Tax Increment Financing (TIF) Fund. 4. The preparation of plans and specifications of said project is authorized. 5. The preparation of the Project Memorandum of said project is hereby authorized. 6. All activities associated with the preparation of temporary construction easement and permanent easement agreements for the construction of the proposed trailway improvements, which includes discussions with property owners, necessary appraisals, boundary sketches, legal descriptions, and drafting the legal easement documents, are hereby authorized. "5 ~~i «x ~< c=.~i ~~? 1 1 ! ~ a ! ! i 1 r ! 1 it CITY OF MOUNDS VIEW -COUNTY ROAD 10 TRAIL SEGMENTS 1•S Executive Summary The City of Mounds View has developed the County Road 10 Corridor Improvement Program. The Corridor Improvement Program has multiple goals: to revitalize the corridor to create a sense of space and identity within the community and to improve the safety and operation of traffic and pedestrian activities along County Road 10. The Corridor Improvement Program includes the development of a multi-use trail corridor along County Road 10. Eleven trail segments are proposed along County Road 10. Segments 1 through 6 are located on the north side of County Road 10 from County Road H to Pleasant View Drive and Segments 7 through 11 are on the south side between Pleasant View Drive to County Road H. Existing trail segments, defined as Segments A-C, are located at three locations among the proposed Segments 1-11. See Figure 1. The proposed improvements would provide amulti-use facility that is safe and convenient for users along the corridor, provide connectivity between the City and County's pedestrian routes, and create a sense of interaction with the surrounding landscape. Currently, users can only use the existing shoulder of County Road 10, or find alternate routes to cross at the existing controlled intersections at Silver Lake Road/Red Oak Drive, County Road I, and Long Lake Road. A Feasibility Report was completed in August 2006 regarding Segments 9 and 10, from Long Lake Road to Silver Lake Road on the south side of County Road 10. That project is currently under construction with completion anticipated by fall of 2007. As the next step in the Corridor Improvement Plan, the City of Mounds View has directed that a Feasibility Report be completed for Segments 1 through 5, including existing Segment A, along the north side of County Road 10 from County Road H to Silver Lake Road/Red Oak Drive. The total length of the area to be investigated is 8960 feet. This includes 950 feet of existing trail along Segment A, and 8010 feet of new trail that would be constructed as part of this Project. For discussion and investigation purposes, the project for Trail Segments 1-5 has been reviewed in three distinct sections. The first section includes Segments 1 & 2 from County Road H to County Road H2. The second section includes existing Segment A, located between proposed Segments 2 and 3. The third section includes Segments 3 through 5 from Edgewood Drive to Silver Lake Road/Red Oak Drive. Additional alternatives are also discussed which may provide connections to the trail corridor at key locations discussed through the corridor improvement program process. A paved off-road trail currently exists on the north side of County Road 10 between County Road H2 and Edgewood Drive. No other pedestrian facilities exist along the north County Road 10 right of way between County Road H and Silver Lake Road/Red Oak Drive. From County Road H to Silver Lake Road/Red Oak Drive, the project would consist of placing a continuous bituminous trail within the current right of way and incorporating themed landscape elements as outlined by the corridor improvement program. Additional opportunities are present for connections to existing businesses and creating interesting focal points along the corridor. The Feasibility Report will investigate these options for consideration. Although a majority of the proposed trail would be constructed within the existing right of way along County Road 10, some right of way acquisition and temporary construction easements will be necessary. No flood plains are identified by the Federal Emergency Management Agency (FEMA) within the project area. The proposed improvements will impact five of the twelve delineated wetland complexes that exist within the project area. The impacts would require permits from the appropriate agencies, along with necessary mitigation. The issues of property acquisition and easements, as well as impacts to the wetlands and the associated mitigation, are described in detail in the Report. Estimated costs for the improvements have also been prepared and are included in the Report. The estimated costs include construction activities and associated project costs. However, no costs for property or easement acquisition are included. Such costs are beyond the scope of this Report. Based on this information, estimated costs for the proposed trail improvements and alternative trail connections are included in this Report for consideration. The total estimated cost for new trail Segments 1 through 5 and improvements to existing Segment A, between County Road H and Silver Lake Road/Red Oak Drive, is $1,676,230. It should be noted that this amount includes construction as well as an allowance for associated project costs such as administrative, fiscal, and engineering. However, it does not include any costs for land acquisition or easements. Approximately 30% of the project cost will be provided by Federal funds received through the Federal Transportation Enhancement Program. The remainder of the project cost will be funded by the City, through the use of the existing Tax Increment Financing (TIF) Fund. It is not anticipated that any portion of the costs would be assessed against adjacent properties, nor is it anticipated that any funds would need to be borrowed for financing of the project. The City will need to take all factors into account to determine the appropriate location for the trail and site amenities. In addition, careful consideration will need to be made as to which trail connection alternatives will be chosen for implementation. These will include, among other things, the goals of the project and the County Road 10 Corridor Improvement Program, perceived benefits of each connection, impacts to landowners, public input, and sources and availability of financing. It is recommended that the City Council consider this Report, and provide further direction for proceeding with development of the County Road 10 Corridor Improvement Program Trail Segments 1 through 5.
