1. CALL MEETING TO ORDER
President Mueller called the meeting to order at 5:30 p.m.
2. ROLL CALL: President Mueller, Vice President Gunn, Commissioner Bergeron
Commissioner Meehlhause, Assistant City Administrator Beeman, Finance Director Beer
and Assistant City Attorney Anderson.
NOT PRESENT: Commissioner Hull (excused).
3. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Bergeron. To Approve the June 24, 2019, Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. May 28, 2019, EDA Minutes.
MOTION/SECOND: Meehlhause/Bergeron. To Approve the Consent Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
5. PUBLIC COMMENT
None.
6. EDA BUSINESS
A. Resolution 19-EDA-324 A Resolution Finding Parcels are Occupied by
Structurally Substandard Buildings or Structures and Meet the
Requirements of a Redevelopment TIF District Under Minnesota Statutes,
Section 469.174, SIBD 10 for the EDA owned Skyline Motel Site.

Assistant City Administrator Beeman requested the EDA adopt a Resolution finding the
structures on the Skyline Motel site to be structurally substandard and that the structures meet the
requirements of a Redevelopment TIF District under Minnesota State Statute. He recommended
this approval be contingent upon receiving the final report on the property from LHB.
President Mueller requested further information on the Redevelopment TIF District. Assistant
City Administrator Beeman explained the developer would be applying for the Redevelopment
TIF District. He indicated the developer would be writing a check to the City for the purchase
price of the property. He noted the Redevelopment TIF District would have a maximum life of
26 years.
Commissioner Meehlhause asked if it benefited one party or the other to be the applicant for the
TIF District. Stacie Kvilvang, Ehlers & Associates, stated it was better for the developer to be
the applicant because the developer would be assuming the risk.
MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 19-
EDA-324, Finding Parcels are Occupied by Structurally Substandard Buildings or Structures and
Meet the Requirements of a Redevelopment TIF District Under Minnesota Statutes, Section
469.174, SIBD 10 for the EDA owned Skyline Motel Site, contingent upon receiving the final
report from LHB.
Commissioner Meehlhause asked what the four substandard buildings were on the site. Assistant
City Administrator Beeman explained the motel was viewed as three separate buildings and then
there was a detached garage.
Ayes – 4 Nays – 0 Motion carried.
B. Update from City Attorney on 30’ Easement between the Skyline Motel and
Bio Clean Property.
Assistant City Attorney Anderson provided the EDA with an update on the 30’ easement
between the Skyline Motel and the Bio Clean property. He explained during the purchase of the
Skyli ne Motel property that the 30’ remnant remains in the names of four individuals. The City
has the names of these four individuals but understands the property may now be in the hands of
their heirs. The City will work to find these heirs and will have them sign a quit claim deed. He
explained the other option would be for the City to pursue a condemnation proceeding.
Commissioner Meehlhause questioned who was paying the property taxes for this easement.
Assistant City Attorney Anderson stated no property taxes were being paid for the easement.
Commissioner Bergeron asked if the City could pursue the quit claim deed and the condemnation
at the same time. Assistant City Attorney Anderson explained he was uncertain of these actions

could occur concurrently given the fact once a condemnation was pursued, it could not be taken
back.
President Mueller asked why this 30’ easement was important to the City. Assistant City
Administrator Beeman explained Bio Clean was hoping to complete an expansion project and the
easement was needed for this project.
President Mueller questioned if the easement would affect the Skyline Motel redevelopment
project. Assistant City Administrator Beeman reported the motel site could be redeveloped
without the easement property.
C. Resolution 19-EDA-325 A Resolution Approving Assignment, Assumption
and Amendment to Purchase Agreement for the Crossroad Pointe
Development.
Assistant City Administrator Beeman requested the EDA adopt a Resolution approving
assignment, assumption and amendment to the Purchase Agreement for the Crossroad Pointe
Development. He discussed how the planning process was taking longer than was expected.
MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 19-
EDA-325, Approving Assignment, Assumption and Amendment to Purchase Agreement for the
Crossroad Pointe Development.
Ayes – 4 Nays – 0 Motion carried.
7. REPORTS
None.
8. NEXT EDA MEETING: Monday, July 8, 2019 at 5:30 p.m.
9. CLOSED SESSION – SKYLINE PROJECT:
Pursuant to Minnesota Statutes Sections 13D.05, subdivision 3(c) and 13.44, subdivision 3, to
conduct a closed EDA meeting concerning real property located at addressed noted below, to
determine the asking price, to consider strategies and to develop or consider offers to
counteroffers for the sale of such real property to review confidential appraisal information for
such real property.

President Mueller closed the open portion of the EDA meeting at 6:00 p.m.
President Mueller continued with the closed portion of the EDA meeting at 6:03 p.m. to discuss
the Skyline Project.
10. ADJOURNMENT
President Mueller adjourned the EDA meeting at 6:29 p.m.
