HomeMy WebLinkAbout1097-19MOUNDS VIEW PLANNING COMMISSION RESOLUTION 1097-19 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF ORDINANCE NO. 958 AN ORDINANCE AMENDING THE ZONING MAP, REZONING 2390 AND 2394 MOUNDS VIEW BOULEVARD, AND 2400 COUNTY ROAD H2, FROM B-3 HIGHWAY BUSINESS TO PUD PLANNED UNIT DEVELOPMENT WHEREAS, the Zoning Map was established on May 1, 1980 in the Mounds View City Code, Chapter 1105.02, and may be amended by the City Council from time to time; and, WHEREAS, INH Property Management Inc, representing the property owner; Mounds View Economic Development Authority, is requesting to rezone the subject properties; legally described as: Address PID Legal Description Current Zoning Proposed Zoning 2400 08-30-23-31-0005 The North 363 feet of the West 330 feet of the B-3 PUD County Northeast 1/4 of the Southwest 1/4 of Section 8, Road H2 Township 30, Range 23, Ramsey County, Minnesota. 2394 08-30-23-31-0071 That part of the Northeast 1/4 of the Southwest 1/4 B-3 PUD Mounds of Section 8, Township 30, Range 23, Ramsey County, View Blvd Minnesota, described as follows: Beginning at the intersection of the East line of the West 330 feet and the South line of the North 365.46 feet of said Northeast 1/4 of the Southwest 1/4; thence North parallel with the West line of said Northeast 1/4 of the Southwest 1/4 a distance of 255 feet; thence East parallel with the North line of said Northeast 1/4 of the Southwest 1/4 a distance of 47.07 feet; thence Southeasterly to the intersection of the East line of the West 475 feet and the South line of the North 193.01 feet of said Northeast 1/4 of the Southwest 1/4 ; thence South parallel with the West line of said Northeast 1/4 of the Southwest 1/4 and to the South line of the North 365.46 feet thereof; thence West to the point of beginning, according to the United States Government Survey thereof and situate in Ramsey County, Minnesota. Together with a non-exclusive easement for parking purposes over and across the East 10 feet of that part of the NE X of the SW % of Section 8, Township 30, Range 23, Ramsey County, Minnesota described as follows: Beginning at the intersection of the East line of the West 330feet and the South line of the North 365.46 feet of said NE % of the SW %; thence North parallel with the West line of said NE of the SW Y4 a distance of 255 feet; thence East parallel with the North line of said NE Y of the SW % a distance of 47.07 feet; thence Southeasterly to the intersection of the East line of the West 475 feet and the South line of the North 193.01 feet of said NE'/, of the SW %; thence South parallel with the West line of sad NE % of the SW % and to the South line of the 365.46 feet thereof; thence West to the point of Resolution 1097-19 Page 3 of 4 WHEREAS, the properties are within the County Road 10 Corridor Overlay District; and, WHEREAS, the Mounds View Planning Commission has reviewed the Staff Report, and Zoning Map; and, NOW, THEREFORE, BE IT RESOLVED, the Mounds View Planning Commission has considered possible adverse effects of the proposed Zoning Map Amendment, and makes the following Findings (italics): 1. Relationship to the Comprehensive Plan. Findings: These properties are guided for Mixed Use —PUD in the Comprehensive Plan (2008). The proposed use; multi family residential, is consistent with the residential component of the Mixed Use PUD future land use designation. 2. The geographical area involved. Findings: The geographical area is conducive to a Mixed Use PUD. 3. Whether such use will tend to or actually depreciate the area in which it is proposed. Findings: The proposed rezoning from B-3 Highway Business to PUD Planned Unit Development has no demonstrated effect on surrounding property values. 4. The character pf the surrounding area. Findings: The character of the surrounding area includes a mix of commercial (restaurant, liquor store, auto dealership), multi family residential (apartments, senior independent & assisted living), and single-family attached and detached residential. The proposed Zoning Map amendment is consistent with this mix of uses. 5. The demonstrated need for such use. Findings: The proposed use is a 128 -unit market -rate apartment building, to be developed as a Planned Unit Development. beginning. Together with an easement for utility purposes over, under and across the South 10 feet of the North 314.46 feet of the East 115 feet of the West 475 feet of the NE % of the SW Y4 of Section 8, Township 30, Range 23, Ramsey County, Minnesota. Resolution 1097-19 Page 4 of 4 INHProperties commissioned a market study, completed by Viewpoint Consulting Group; entitled, "Demand Assessment for Market Rate Rental Housing in Mounds View, Minnesota", dated April 23, 2018. The study suggests an unmet market rate rental demand of 866 units within the Mounds View Prime Market Area, generally including all or portions of; Arden Hills, Blaine, Circle Pines, Columbia Heights, Coon Rapids, Fridley, Lexington, Mounds View, New Brighton, Saint Anthony Village, Shoreview, and Spring Lake Park. The study recommends 130 — 140 units be developed on the subject properties, capturing 15% - 20% of that demand, between years 2017 — 2022. NOW, THEREFORE, BE IT FINALLY RESOLVED, that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council before approval of the minutes.
