1. CALL MEETING TO ORDER
President Mueller called the meeting to order at 6:15 p.m.
2. ROLL CALL: President Mueller, Vice President Gunn, Commissioner Bergeron,
Commissioner Hull (arrived at 6:24 p.m.), Commissioner Meehlhause, Finance Director
Beer, and Executive Director Zikmund.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Meehlhause/Bergeron. To Approve the July 8, 2019, Agenda as
presented.
Ayes – 4 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. June 24, 2019, EDA Minutes.
B. Amendment to Resolution 19-EDA-324 Concerning Condemnation for a TIF
District.
MOTION/SECOND: Gunn/Meehlhause. To Approve the Consent Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
5. PUBLIC COMMENT

6. EDA BUSINESS
A. Consider Quote for Asbestos Abatement & Contract for Services for the
Skyline Motel Redevelopment Project.

Assistant City Administrator Beeman requested the EDA consider a quote for asbestos abatement
and contract for services for the Skyline Motel Redevelopment Project. He explained a licensed
contractor had to be used to abate the asbestos before the building could be burned. He
commented further on the work that would be completed to prepare the Skyline Motel property
for redevelopment. He reviewed the three quotes with the EDA and recommended approval of
the bid submitted by Envirobate for $149,400.
President Mueller asked if the City would be applying for TIF to cover the expenses. Assistant
City Administrator Beeman explained that the developer would be applying for TIF. He added
that the blight and substandard study only includes the two parcels that the motel sits on and does
not include the parcel that the garage sits on because garages do not qualify as part of the blight
and substandard study. He noted, however, that according to Ehler’s, all three parcels would be
included in the TIF area.
Commissioner Hull arrived at the meeting at 6:24 p.m.
President Mueller questioned if there was evidence of anyone living on the Skyline Motel site.
Assistant City Administrator Beeman explained the Fire Department found someone recently and
this person has left the premises. He noted the Police Department was conducting training on the
site.
President Mueller inquired when the asbestos would be removed from the property. Assistant
City Administrator Beeman reported it would take up to 10 days to receive a permit from the
State and then the abatement work could be completed.
MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 19-
EDA-327, Approving the Quote for Asbestos Abatement & Contract for Services for the Skyline
Motel Redevelopment Project.
Commissioner Meehlhause thanked staff for describing the differences in Phase I and Phase II of
this project.
Ayes – 5 Nays – 0 Motion carried.
