NOTICE IS HEREBY GIVEN that the Board of Commissioners of the Economic
Development Authority of Mounds Views, Minnesota (the “EDA”) will hold a special
meeting on June 24, 2019 at 5:30 p.m. (if necessary, such meeting may be continued
to immediately following the conclusion of the 6:30 p.m. City Council Meeting or such
other date and time as determined by the EDA) in the council chambers at Mounds
View City Hall, 2401 Mounds View Boulevard, Mounds View, Minnesota for the
following purposes:

A. Consider Resolution 19-EDA-323 Approving an Interfund Loan for the 43
Skyline Motel Project. 44

Assistant City Administrator Beeman requested the EDA approve an Interfund Loan for the 1
Skyline Motel Project. He explained the City would be closing on the Skyline property on 2
Thursday. As part of that, on Friday a blight and substandard TIF study would be completed. If 3
the TIF study results are positive, an interfund loan could be used to allow the City to pay itself 4
back for the project expenses. 5

Stacie Kvilvang, Ehlers & Associates, explained State Statute requires that before any capital 7
expenditures or administrative costs be incurred for TIF district that an interfund loan be in place. 8
This action allows the City to pay itself back through TIF. She reported the amount within the 9
Resolution would allow the City to reimburse up to $2.5 million in expenditures. 10

Commissioner Meehlhause asked if relocation costs could be covered by the interfund loan. Ms. 12
Kvilvang stated this loan covered 100% of expenses, which would include relocation expenses. 13

Commissioner Meehlhause requested an update on INH. Assistant City Administrator Beeman 22
reported a preconstruction meeting was held with INH and on Wednesday, June 5th INH would 23
be coming before the Planning Commission. 24

Item Title/Subject: Resolution 19-EDA-324 A Resolution Finding Parcels are Occupied
by Structurally Substandard Buildings or Structures and Meet the
Requirements of a Redevelopment TIF District Under Minnesota
Statutes, Section 469.174, SIBD. 10 for the EDA owned Skyline
Motel Site
Introduction:
The EDA has purchased the Skyline Motel site as a redevelopment opportunity and authorized
LHB to conduct a blight and substandard study. LHB has completed that study with a finding that
all three parcels of the Skyline Motel property are blight and substandard. As a result, the EDA
must pass a resolution establishing the site as blight and substandard before any demolition work
can begin.
Discussion:
A resolution has been prepared for the EDA’s consideration confirming the finding that the Skyline
Motel site is blight and substandard. The resolution is required before demolition can begin. The
Police Department would like to start training followed by the Fire Department who is considering
a controlled burn.
Once the resolution has been considered the developer for the proposed Holiday Inn intends to
submit a Redevelopment TIF application and staff intends to continue to cooperate with the
developer with the intent of signing a Purchase and Development Agreement.
Strategic Plan Strategy/Goal:
Create and maintain a positive business climate where businesses want to locate and remain in
Mounds View. Maximize utilization of development space and current redevelopment sites. Fill
vacant space and support redevelopment & development.
Financial Impact:
Redevelopment projects typically take a loss on the front end of the deal. However, revenues are
recovered in the long-term through property taxes, community investment, the creation of more
jobs, and an improvement to the property. There would potentially be no financial impact to the
EDA in a situation where the EDA would be able to recover the money invested into the purchase
of the property. If the EDA is successful in creating a TIF district then according to Ehler’s the
EDA can recoup their costs of the project.
Recommendation:
Consider resolution 19-EDA-324 by motion.

RAMSEY COUNTY
STATE OF MINNESOTA
RESOLUTION OF THE MOUNDS VIEW ECONOMIC
DEVELOPMENT AUTHORITY FINDING PARCELS ARE
OCCUPIED BY STRUCTURALLY SUBSTANDARD BUILDINGS
OR STRUCTURES AND MEET THE REQUIREMENTS OF A
REDEVELOPMENT TIF DISTRICT UNDER MINNESOTA
STATUTES, SECTION 469.174, SUBD. 10
WHEREAS, it has been proposed that the Economic Development Authority for the City of
Mounds View, Minnesota, (the “EDA”), create a tax increment financing district in an area within the city
of Mounds View (the “City”) to be designated a redevelopment district as defined in Minnesota Statutes,
Section 469.174, Subd. 10 (the “TIF District”); and
WHEREAS, in order to create this type of TIF District, the EDA must make a determination that
before the demolition or removal of any substandard buildings, certain conditions exist; and
WHEREAS, the conditions found by the EDA to exist throughout the proposed TIF District are
that parcels consisting of 70 percent of the area of the district are occupied by buildings, streets, utilities,
paved or gravel parking lots, or other similar structures and more than 50 percent of the buildings, not
including outbuildings, are structurally substandard to a degree requiring substantial renovation or
clearance; and
WHEREAS, in order to deem a parcel as being occupied by a structurally substandard building,
the EDA must first pass a resolution before the demolition or removal that the parcel was occupied by one
or more structurally substandard buildings and that after demolition and clearance the EDA intended to
include the parcel within the proposed tax increment financing district; and
WHEREAS, there exists in the City on the parcels located at 4889 Old Highway 8, Mounds View,
MN, PID #’s 17.30.23.14.0001, 17.30.23.14.0002, 17.30.23.14.0003 (collectively, the “Parcel”) four
structurally substandard buildings to be demolished or removed (the “Substandard Building Condition”);
and
WHEREAS, a parcel is deemed to be occupied by a structurally substandard building if the parcel
was occupied by a substandard building or met the criteria of Minnesota Statutes, section 469.174,
Subd. 10(e) within three years of the filing of the request for certification of the parcel as part of the district
with the county auditor, in addition to other requirements as are required by law.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for the Mounds View
Economic Development Authority that:
1. The Board has received from LHB, Inc. the “Report of Inspection Procedures and Results
for Determining Qualifications of a Tax Increment Financing District as a Redevelopment District – TIF 7
(Skyline Motel)”, dated June ___, 2019 (the “Inspection Report”), finding that, based on an inspection of
the building located on the Parcel, such buildings were determined to be substandard under the definition
set forth in the Minnesota Statutes, Sections 469.174 to 469.1794, as amended (the “TIF Act”). Based on
the Inspection Report and other information available to the EDA, the EDA finds that the buildings on the

Parcel are structurally substandard to a degree requiring substantial renovation (i.e. 100% of the buildings
in the proposed TIF District) or clearance and at least 15% of the area of the Parcels identified on Exhibit
A attached hereto contains improvements including four structurally substandard buildings and therefore
more than 70% of the area of the proposed TIF District is occupied by buildings, streets, utilities, paved or
gravel parking lots, or other similar structures as required by the TIF Act.
2. After the date of approval of this resolution, the buildings on the Parcels may be demolished
or removed by the EDA or the City, or such demolition or removal may be financed by the EDA, or may
be undertaken by a developer under a development agreement with the EDA.
3. The EDA intends to include the Parcel in a redevelopment TIF District, and to file the
request for certification of such district with the Ramsey County auditor within 3 years after the date of
demolition of the building on the Parcels.
4. Upon filing the request for certification of a new tax increment financing district, the EDA
will notify the Ramsey County auditor that the original tax capacity of the Parcel must be adjusted to reflect
the greater of (a) the current net tax capacity of the parcel, or (b) the estimated market value of the Parcel
for the year in which the building was demolished or removed, but applying class rates for the current year,
all in accordance with Minnesota Statutes, Section 469.174, Subd. 10(d).
5. EDA staff and consultants are authorized to take any actions necessary to carry out the
intent of this resolution.

Item Title/Subject: Update by City Attorney on 30’ Easement between the Skyline
Motel Site and Bio Clean property
Introduction:
There is a 33’ easement between the Skyline Motel and the Bio Clean property. Kennedy and
Graven are working with the title company to determine who owns the easement. Once it is
determined who owns the property then Bio Clean would like to start their expansion project.
Discussion:
The City Attorney will be available to provide an update on the easement situation.

Create and maintain a positive business climate where businesses want to locate and remain in
Mounds View. Maximize utilization of development space and current redevelopment sites. Fill
vacant space and support redevelopment & development.
Financial Impact:

Recommendation:
