CALL MEETING TO ORDER President Mueller called the meeting to order at 6:00 p.m. 2. ROLL CALL: President Mueller, Vice President Gunn, Commissioner Bergeron Commissioner Hull, Commissioner Meehlhause, and Executive Director Zikmund. NOT PRESENT: None. 3. APPROVAL OF AGENDA MOTION/SECOND: Meehlhause/Bergeron. To Approve the September 23, 2019, Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 4. CONSENT AGENDA A. August 12, 2019, EDA Minutes. MOTION/SECOND: Bergeron/Hull. To Approve the Consent Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 5. PUBLIC COMMENT None. 6. EDA BUSINESS A. Ehlers to Provide an Update on Redevelopment of Skyline Motel Site and Recommend Process Moving Forward. Assistant City Administrator Beeman stated the City’s Financial Consultant, has been in contact with Commercial Investors Group (CIG) who has proposed building a hotel on the Skyline Motel Mounds View EDA September 23, 2019 Regular Meeting Page 2 site. CIG informed the team that the financial feasibility study came back indicating that a hotel at that site will not be financially feasible. Therefore, Ehlers attempted to contact other hotel developers without success. Jason Aarsvold, Ehlers & Associates, explained CIG was no longer interested in moving forward with a hotel on the Skyline Motel property. However, he noted he has learned there was interest in developing the site for different kinds of uses. He encouraged the EDA to open the development process back up to see what might come forward. Commissioner Gunn supported this matter being opened up for further consideration. The EDA was in agreement. Executive Director Zikmund requested the EDA make a motion directing staff to market the Skyline Motel and that a wetland delineation be completed for this property. MOTION/SECOND: Gunn/Meehlhause. To authorize staff to move forward with marketing the Skyline Motel Site and for a wetland delineation to be completed on this property. Ayes – 5 Nays – 0 Motion carried. City Attorney Riggs arrived at the meeting at 6:05 p.m. B. Update from Bauer Welding on Expansion and Vacant Lot. Assistant City Administrator Beeman stated Bauer Welding has a vacant lot adjacent to the Skyline Motel EDA property. Bauer has indicated that they intend to expand their facility which would consume a portion of the vacant lot. He reported a representative from Bauer Welding was in attendance to discuss this matter in further detail with the EDA. Todd Rachel, Bauer Welding at 2159 Mustang Drive, explained he has owned the vacant land for decades and the intent was to expand his building onto this land. He indicated he would like to put a 20,000 to 30,000 square foot addition onto the back of Bauer Welding. He noted there would still be a nice buffer between his site and the adjacent Skyline Motel property. Commissioner Meehlhause questioned how much space would be between these two properties. Mr. Rachel estimated there would be just over two acres between the two properties. Commissioner Bergeron supported the expansion from Bauer Welding. President Mueller asked how many employees Bauer Welding had at this time. Mr. Rachel explained he currently had 80 employees and stated this number would double after the expansion was complete. Mounds View EDA September 23, 2019 Regular Meeting Page 3 President Mueller stated she was very excited to learn about the proposed expansion for Bauer Welding. 7. REPORTS Assistant City Administrator Beeman provided the EDA with an update on the INH property. 8. NEXT EDA MEETING: Monday, October 14, 2019 at 5:30 p.m. 9.
