Meeting Conclusion MOUNDS VIEW Item No: 05A Meeting Date: June 19J019 Type of Business: Planning Case VR2019-002 City of Mounds View Staff Report To: Mounds View Planning Commission From: Jon Sevald, Community Development Director Item Title/Subject: Resolution 1101-19, Approval of a Variance to reduce the side yard setback for a Driveway for property located at 2296 Terrace Drive (Planning Case VR2019-002) Introduction Ron O'Connell is proposing to replace his driveway, widening it to an existing retaining wall. The backside of the wall is located on or near the property line (there is no survey). The driveway would be set back about 1', whereas a minimum 5' is required. Discussion The existing driveway is asphalt, with gravel or dirt in between the driveway and retaining wall, and used for parking. The house was built in 1952, detached garage in 1956, and current driveway in 1980. In 1980, the applicant replaced the driveway (was non -conforming, due to 2' setback), and applied for an after -the -fact Variance for a 2' setback (Denied, due to lack of Hardship)'. Upon appeal, the City Council discontinued action on the Variance', under the belief that the previous driveway had been constructed prior to a setback being required, and pending agreement of the City Attorney, The City Attorney disagreed with the Council's dismissal'. It's not known if there was any Council action after this. However, each variance request is unique to the property, and should be decided upon based on its own merits. When there is a pattern of similar variances granted, it is indicative of a larger problem that should be addressed (e.g. are driveway setbacks necessary?). Analysis Within residential zoning districts, the minimum side yard setback for a driveway is 5'.1 A Variance may be granted by the Planning Commission only in the event that all of the following circumstances exists a. The variance is in harmony with the general purposes and intent of this Title. b. The variance is consistent with the comprehensive plan. c. The applicant proposes to use the property in a reasonable manner not permitted by this Title or the City Code. d. Unique circumstances apply to the property which do not apply to other properties in the same zone or vicinity and result from lot size or shape, topography or other circumstances over which the owner of the property since the enactment of this Title has had no control. The unique circumstances do not result from the actions of the applicant. e. The variance does not alter the essential character of the neighborhood. f. The variance requested is the minimum variance which would alleviate the practical difficulties. Economic conditions alone do not constitute practical difficulties. g. The Board of Adjustment and Appeals may impose such conditions upon the premises benefited by a variance as may be necessary to comply with the standards established by this Title or to reduce or minimize the effect of such variance upon other properties in the neighborhood and to better carry out the intent of the variance. The condition must be directly related to and must bear a rough proportionality to the impact created by the variance. In the Variance application, the Applicant states his request to: "Remove asphalt driveway and Class 5. Replace with concrete between retaining wall's for greater improved parking surface and enhanced curb appeal." 4 City Code, Section 1104.01, Subd 4(c)(1)(a) (Residential Uses) 5 City Code, Section 1125.02, Subd 2 (Criteria for Granting a Variance) Item 05A Page 3 of 6 Summary Ron O'Connell is requesting a Variance to allow a V side yard setback for a driveway, such that the driveway aligns with an existing retaining wall. A Public Hearing notice was published in the June 5, 2019 New Brighton — Mounds View Bulletin, and mailed to property owners within 350' of the subject property. Staff received an email from the neighbor, adjacent to the driveway, who is in support of the Variance. Recommendation Staff recommends Denial of the Variance request. It is Staff's opinion that there are not unique circumstances to the property, and that there is no hardship. Staff is supportive of a Variance for a 3' side yard setback, such that the driveway aligns with the driveway apron. The Planning Commission is requested to conduct a Public Hearing, and consider the following options: 1. Resolution 1101-19, approving the Variance to allow a 1' driveway setback. 2. Resolution 1101-19, denying the Variance to allow a 1' driveway setback. 3. Table the request. If additional information is needed before a decision can be rendered or if more discussion is needed, the Commission can simply move to table the request until such information has been provided. Because of the 60 -day requirements (Deadline: July 24, 2019), the Commission would need to act upon the request as soon as reasonably possible to avoid an inadvertent approval. If the Commission chooses to pursue Staff's recommendation (3' setback), a Resolution should not be considered without the consent of the Applicant. The intent of the 5' setback is to provide a buffer between driveways and adjacent property. The neighboring property is sufficiently buffered by an existing retaining wall on the subjectproperty, and by mature trees on the neighboringproperty. There would not be a substantial difference if vehicles were parked I 'from the property line versus 5'. Resolution 1101-19 Page 2 of 3 b. The variance is consistent with the comprehensive plan. Findings: The requested variance is not addressed within the Comprehensive Plan. C. The applicant proposes to use the property in a reasonable manner not permitted by this Title or the City Code. Findings: The requested variance is a reasonable use of the property. The existing driveway within the front yard is 15' in width, too narrow to park two vehicles side-by-side. Along the west side of the driveway is a retaining wall and a mature tree. Along the east side of the driveway is a gravel area, and a retaining wall at or near the side yard property line. A two -vehicle wide driveway is a reasonable use of the property. Reducing the side yard setback to widen the driveway would preserve these mature trees. It is more desirable to preserve these trees than it is to preserve the 5' side yard setback d. Unique circumstances apply to the property which do not apply to other properties in the same zone or vicinity and result from lot size or shape, topography or other circumstances over which the owner of the property since the enactment of this Title has had no control. The unique circumstances do not result from the actions of the applicant. Findings: Unique Circumstances include a mature tree located west of the driveway and retaining wall, which would require removal if the driveway were to be widened to allow two -car widths, and maintain the minimum required 5' side yard setback e. The variance does not alter the essential character of the neighborhood. Findings: The variance does not alter the essential character of the neighborhood. Referring to aerial photos, there are multiple properties in the immediate area whose driveways or parking areas encroach into the side yard setback. f. The variance requested is the minimum variance which would alleviate the practical difficulties. Economic conditions alone do not constitute practical difficulties. Findings: The variance requested is the minimum variance which would alleviate the practical dijjiculties of a narrow driveway. It is the City's desire that property owners maintain and preserve mature trees. In this case, the City desires that the mature tree be Resolution 1101-19 Page 3 of 3 preserved at the cost ofreducing the side yard buffer between the driveway and neighboring property. g. The Board of Adjustment and Appeals may impose such conditions upon the premises benefited by a variance as may be necessary to comply with the standards established by this Title or to reduce or minimize the effect of such variance upon other properties in the neighborhood and to better carry out the intent of the variance. The condition must be directly related to and must bear a rough proportionality to the impact created by the variance. Findings: Not Applicable. WHEREAS, the Planning Commission held a Public Hearing on June 19, 2019, noticing A property owners within 350' of the subject property, and publishing notice in the New Brighton — Mounds View Bulletin on June 5, 2019; and, NOW, THEREFORE, BE IT RESOLVED, based upon the above findings, the information and documents regarding the requested Variance, the Staff Report, and testimony of the applicant, and in consideration of public testimony, the Planning Commission does hereby approve a Variance with the following conditions: The applicant shall obtain a Zoning Permit to construct the driveway within one- year of the date of approval of this variance, or this variance shall become void, in compliance with Mounds View Municipal Code, Section 1125.02, Subd 5 (Lapse of Variance or Appeal). The project involves multiple planning applications, including a request to rezone the applicable properties from B-3 Highway Business to PUD Planned Unit Development. Discussion The properties previously had commercial uses (e.g. restaurant, gas station, car wash), consistent with the B-3 designation, and are guided as Mixed Use MU -PUD in the Comprehensive Plan.' z As proposed, an apartment of this size would be a Conditional Use (CUP) in the R-4 High Density Residential district. The proposed project includes deviations from the City Code, which may be allowed as a Planned Unit Development (PUD), as an alternative to obtaining variances to the Code. PUD's are a Conditional Use only within the PUD district, thus, the next step in the project review process is to rezone the properties from B-3 to PUD. Analysis The purpose of the PUD district is "to provide for the integration and coordination of land parcels as well as the combination of varying types of residential, commercial and industrial uses."' Within the PUD district, all permitted and conditional uses in all districts, are a Permitted Use in the PUD district. There may be different types of PUD's such as Residential, Commercial - Industrial, and Mixed -Use. This project will be Residential. Once zoned PUD, the intent is that all uses will be consistent with an approved PUD Narrative, to be approved as part of the CUP process. 1 Mounds View Comprehensive Plan (2008), Figure 6: Future Land Use Map 2 Note: The Draft 2040 Comprehensive Plan guides the properties as Mixed Use. 3 City Code, Section 1119.01 (Purpose) Item 05B Page 2 Summary INH Properties is proposing to build a 128 -unit apartment building, requiring multiple planning approvals, including rezoning the properties from B-3 Highway Business to PUD Planned Unit Development. If the Commission chooses this option, Staff would need to be directed to draft a resolution of denial with findings of fact appropriate to support the denial. 3. Table the request. If additional information is needed before a decision can be rendered or if more discussion is needed, the Commission can simply move to table the request until such information has been provided. To simplify this process, the CUP and Development Review have been combined into one Resolution. Discussion Within a PUD district, a Conditional Use Permit (CUP) may be issued for a Residential PUD', Commercial/Industrial PUD, or Mixed -Use PUD, subject to an approved "PUD Narrative' which establishes project restrictions (e.g. refers to the approved site plan, landscaping, building design & materials, etc.). A Development Review is required for projects which include building projects of 10,000 sq ft or greater, or building additions of 10% or greater (excluding single-family homes). The proposed apartments will be 144,934 sq ft in total area. In general, the process of approving a PUD is a give & take. The City approves variations (gives) from standard City Code requirements, in return for (takes) higher standards in building and site design than the minimum required by the City Code. PUD's are intended to allow flexibility, within the limits of the PUD Narrative. A PUD Narrative will be drafted prior to City Council meetings, and include any recommendations of the Planning Commission. Analysis Proiect Size 4.06 acres (minimum 3 -acres required as a PUD). Zoning The property is proposed to be zoned PUD, and is within the County Road 10 Corridor Overlay District. The overlay district has greater standards for building design and landscaping, which may be superseded as a PUD. 1 City Cade, Section 1120.03, Subd 1(a) (Purpose) Item 05D Page 2 of 11 Comprehensive Plan The property is guided for Mixed -Use PUD in the Comprehensive Plan (2008), and is guided as Mixed -Use in the Draft 2040 Comprehensive Plan. The Draft Plan identifies the residential component of Mixed Use to have a density of 15 to 30 units per acre (31.53 units per acre is the proposed density). During the Planning Commission's June 5'h Work Session, it was asked why doesn't this project include mixed-use with commercial/retail on the first floor of the building? The Developer responded that the limited access does not support mixed-use. Density The apartments will have an estimated 221 residents.z During the Planning Commission's June 511 Work Session, it was asked how this will affect the school district. This is not known. It is anticipated that because 75 of the 128 units will be studio and one -bedroom units, there is not likely to be a large population of school aged children. 31.5 units per acre is the proposed density. As a PUD, a higher density may be approved. Without a PUD (R-4 district), the maximum density would be 17.4 units per acre, or 71 units for a property this size. During the Planning Commission's June 5 t Work Session, it was commented that apartments should not be concentrated along Mounds View Boulevard. Within Mounds View, large and mid-sized apartments are scattered along major roadways, including Mounds View Boulevard, County Road I, County Road H2, and Silver Lake Road. Open Space' Usable Open Space is intended to be maintained for active or passive recreation (e.g. play area and/or woods). The proposed Landscape Plan identifies all non -pervious surfaces as Open Space, rather than that intended for recreation. Min Required Proposed PUD 625 sf per unit 461 sf per unit With the increased density and necessary parking, there are limits to how much land is left for open space. If the project were not a PUD, and the maximum 71 units built, about 1 -acre of open space would be required for the 4 -acre project. The project will add a sidewalk along County Road H2, and along the south property line. There is an existing sidewalk along Edgewood Drive, and a trail along Mounds View Boulevard. These are public sidewalks/trails, and will be maintained by the City. Exterior Lighting Glare from exterior lighting shall be limited to 1 foot-candle (fc) measured at the centerline of the street, and 0.4 fc measured from neighboring property lines. The bottom of the basins will be 6' below grade. Other stromwater storage will occur in underground chambers below the parking lot. Snow Storage There is no firm plan for on-site snow storage, without displacing parking stalls. The Fire Inspector has suggested, and the Developer has agreed to install a geo-tech fabric, to allow emergency vehicles access from the Greenfield Ave. hammerhead, into the apartment property. Private amenities viewable from public roads which enhance a "sense of community" at this corner (common areas = patios, decks, outdoor seating, playground, dog run, etc.) 4. The architecture of the building complements that of the neighboring Be] Rae Senior Living. A Public Hearing is scheduled by the City Council for Monday, June 24, 2019 at 6:30 PM. Staff Recommendation Staff recommends approval of the CUP for a Residential PUD, and Development Review, and recommends the following changes to plans submitted May 30, 2019: 1. Applicable plans were included in the June 5, 2019 Planning Commission Staff Report; and, WHEREAS, the Mounds View Planning Commission has reviewed the Staff Report and; and finds that the request is consistent with the City Code, and makes the following Findings (italics): The use will not create an excessive burden on existing parks, schools, streets and other public facilities and utilities which serve or are proposed to serve the area. Finding: The proposed 128 -unit apartment building will not create an excessive burden on public facilities. 2. The use will be sufficiently compatible or separated by distance or screening from adjacent residentially zoned or used land so that existing homes will not be depreciated in value and there will be no deterrence to development of vacant land. Finding: The proposed 128 -unit apartment building includes sufficient setbacks and landscaped screening from adjacent single-family homes. The structure and site shall have an appearance that will not have an adverse effect upon adjacent residential properties. Finding: The proposed 128 -unit apartment building includes features such as decks and patios along Edgewood Dr to better assimilate into its residential setting. 4. The use, in the opinion of the City Council, is reasonably related to the overall needs of the City and to the existing land use. Resolution 1099-19 Page 4 of 5 Finding: The proposed 128 -unit apartment building fits a need for additional market -rate housing, as demonstrated by a housing study submitted by the Developer, and completed by Viewpoint Consulting Group, dated April 23, 2018. The study supports a need for 130 —173 market -rate apartment units between the years 2017-2022 within the Mounds View area, to capture 15% - 20% of the unmet demand within the area. The use is consistent with the purposes of the Zoning Code and the purposes of the zoning district in which the applicant intends to locate the proposed use. Finding: The proposed 128 -unit apartment building is consistent with the purposes of a Planned Unit Development. 6. The use is not in conflict with the Comprehensive Plan of the City. Finding: The Comprehensive Plan (2008) guides these properties as Mixed Use PUD. The proposed apartment building is consistent with the residential component of the Mixed -Use designation. The use will not cause traffic hazards or congestion. Finding: The addition of a 128 -unit apartment building will significantly increase local traffic. Careful consideration was made on the appropriate location of the property's driveway access, with consultation from Ramsey County and the City Engineer. The proposed location on Edgewood Drive will have the least impact on the greatest number of residents and users. 8. Adequate utilities, access roads, drainage and necessary facilities have been or will be provided. Finding: Adequate utilities, roads, and drainage facilities exist, or will be constructed as part of the project. WHEREAS, Prior to the issuance of any building permits, the Developer shall submit a Landscape Escrow to the City, or other surety acceptable to the City Attorney, in an amount equal to 150% of the estimated cost of landscape materials and labor. The City may hold this in a non-interest bearing account. Landscaping shall be completed prior to a Certificate of Occupancy (C/O) being issued. On or about one year after the C/O is issued and landscaping is completed, landscaping shall be inspected by Staff. Any landscaping that has not survived or is in poor health, shall be replaced by the Developer. The City shall refund the escrow, but may withhold a proportionate amount until one-year after the replaced landscape materials have been inspected and determined satisfactory. Resolution 1099-19 Page 5 of 5 WHEREAS, in permitting a new conditional use, the City Council may impose additional conditions which the City Council considers necessary to protect the best interest of the surrounding area or community as a whole. These conditions shall be described in a PUD Narrative and consistent with plans submitted May 30, 2019, to be approved by the City Council; and, NOW, THEREFORE, BE IT FINALLY RESOLVED, that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council before approval of the minutes. The project involves multiple planning applications, including a request for Preliminary Plat approval. Discussion As -is, the project consists of three parcels, divided by Greenwood Ave. The Developer is proposing that the City vacate the street and all city easements, and combine the properties into one lot. Greenfield Avenue would terminate as a Hammerhead dead-end. There would be no access from Greenfield Avenue into the plat. All access from the plat would be from Edgewood Drive, as was directed by the City Council at its February 4, 2019 Work Session. Analysis A Preliminary Plat of a Major Subdivision involves the division of property in which more than one additional parcel or lot is created, or which is two acres or larger in size. The subject property is four acres (excluding right-of-way dedication). The property is zoned PUD Planned Unit Development, and guided as Mixed Use PUD in the Comprehensive Plan (2008). Minimum lot size and dimensions are to be determined by the City Council as subject to an approved PUD. The Developer has submitted a Survey, Preliminary Plat, Final Plat, and Grading & Drainage Plan to the City. Staff disseminated plans to applicable departments and agencies for comments. The City has completed a Title Certificate, to be reviewed by the City Attorney. In general, the Preliminary Plat is consistent with the City Code, subject to Rice Creek Watershed District (RCWD) permitting requirements, and any requirements of the County Surveyor. Approval of a Preliminary Plat provides direction from the City to the Developer to prepare Final Plat, to be approved at a later date. Item 05E Page 2 of 3 Summary INH Properties is requesting approval of a Preliminary Plat to combine three parcels into one lot, for a planned apartment building. Prior to Final Plat approval, it is the City's intent to vacate a portion of Greenfield Avenue. A Public Hearing will be scheduled by the City Council for Monday, June 24, 2019 at 6:30 PM. Staff Recommendation Staff recommends approval of the Preliminary Plat of Crossroad Pointe. The Planning Commission is requested to consider the following options: 1. Approve Resolution 1100-19, recommending approval of the Preliminary Plat. 2. Deny Resolution 1100-19. If the Commission chooses this option, Staff would need to be directed to draft a resolution of denial with findings of fact appropriate to support the denial. 3. Table the request. If additional information is needed before a decision can be rendered or if more discussion is needed, the Commission can simply move to table the request until such information has been provided. Basins and infrastructure shall be privately maintained. E. All utilities shall be located, or relocated underground. 5. Approval of the Grading & Drainage Plan is subject to an approved permit issued by the Rice Creek Watershed District (RCWD). A permit shall be approved or conditionally approved, prior City approval of the Final Plat. 6. The Developer shall prepare and submit a Final Plat to the City for its review, and approval by the City Council. 7. The City intends to Vacate any applicable public easement, prior to approval of the Final Plat. 8. Recording of the Final Plat shall occur after conveyance of the land from the EDA to the Developer. All applicable easements shall be recorded concurrent with the Final Plat. 9. Resolution 1095-19, Recommending Approval of Ordinance 956, Amending the Zoning Map for 8482, 8484 and 8486 Long Lake Road Community Development Director Sevald stated staff is requesting an amendment to the Zoning Map to correct an error. The affected properties include a twin -home and a single-family home. The twin -home was rezoned from R-1 to R-2 in 1982. During the City's updating of the Zoning Map, the neighboring single-family home was rezoned instead. Staff recommended the Planning Commission hold a public hearing and approve the Ordinance amending the zoning map as requested. Commissioner Farmer questioned if staff had reviewed State Statute and if this zoning could be passed when the zoning would not be consistent with the Comprehensive Plan. Community Development Director Sevald explained this area of the City was intended for single-family detached homes. He noted back in 1982 the Council made an exception and allowed a townhome. Since that time, no further exceptions have been made in that area of town. Chair Stevenson stated by granting an R-2 zoning designation in this location it does not mean that any other R-2 rezonings would be approved. He believed that this was more of a clerical correction at this time. Commissioner Moon explained she understood Commissioner Farmer's concerns as the Comprehensive Plan and Zoning Map were not in alignment. She reported it was the Planning Commission's job to review and address these matters. Commissioner Farmer asked when the City's Comprehensive Plan would be adopted. Community Development Director Sevald reported this would document would be adopted in early in 2020. Commissioner Nelson commented the issue was created years ago by a former City Council and the Planning Commission was simply being asked to correct a clerical issue. Community Development Director Sevald indicated this was the case. Commissioner Farmer questioned if the affected property was being impeded at this time. Community Development Director Sevald stated staff was not aware of any concerns, noting the error occurred some 20 years ago. He noted the error was brought to the City's attention by a real estate appraiser after reviewing the City's zoning map. Resolution 1096-19, Recommending Approval of the Revocation of a Conditional Use Permit for C & N Group, LLC (dba Tires N'More) 2832 Mounds View Boulevard Community Development Director Sevald stated the City has taken numerous enforcement action against Tires N'More located at 2832 Mounds View Boulevard. The property is in violation of City Codes pertaining to non -permitted land use (warehouse), outside storage, and Fire Code violations. At times, the property owner, C & N Group LLC, has cooperated with the City, but many times they have not. Staff has nearly exhausted its options for enforcement. Revocation of the CUP is an additional option. Sarni Soussi, Tires N'More representative, explained his brother ran into a few issues after having an accident. He reported he and his brother have been working at the business to get it cleaned up. He indicated he was working to get one of the trailers impounded. He noted the parking lot was getting cleaned up and he was trying to find the right manager to run the store. Commissioner Morn asked if Mr. Soussi was aware of the numerous code violations for this property. Mr. Soussi stated he was aware of the violations. Commissioner Morn questioned why he had been uncooperative with the City. Mr. Soussi explained he doesn't have someone onsite at all times, but rather was working to clean up the site after hours. Commissioner Farmer inquired if the store had been open for retail sales. Mr. Soussi reported the store had not been open for retail sales. He stated it was his hope that the property would be cleaned in another month or two and would be ready to operate. Commissioner Nelson commented the City has given the property owner a "couple of months" to clean this property several times. He indicated he was still not hearing a clear plan from the property representative and stated he would be more comfortable with the City providing Mr. Soussi with a drop -dead date. He expressed concern with the fact the Tires N'More in Mounds View was only open for six hours on Saturdays and questioned if this should even be considered a retail store. He explained the store in Mounds View was suffering and he didn't believe this was fair to the community. Mr. Soussi stated he was searching for a person to manage this site and understood the Mounds View store has been a headache. He explained he appreciated the City working with him. Mounds View Planning Commission Regular Meeting DRAFT April 17, 2019 Page 4 Commissioner Nelson questioned how many tires were in the long semi -trailer behind the store. NIr. Soussi estimated the trailer was housing 800 used tires. He noted he has been in contact with the semi -trailer owner and noted this trailer would be impounded this weekend and the other semi -trailer would be removed by Monday. He explained the U -Haul truck would be getting tabs in order to be used by the business to bring tires to and from the site. Commissioner Nelson stated again that he would like a more clear direction for this property than a "couple of months". Mr. Soussi explained it was his goal to have a site manager in place and the property cleaned by June I". Commissioner Morn asked if the Commission could table action on this item. She feared that another accident could happen and the site would remain vacant. She stated she wanted the property owners to have a more clear plan in place for the property. Community Development Director Sevald commented the Planning Commission could table action on this item but noted the City would continue to address the code enforcement issues with the property owners. He explained it was not Mr. Soussi's intent to install tires at this location, but rather would be running a retail store from this location. Therefore, he recommended the Conditional Use Permit revocation proceed. Commissioner Farmer asked if the trailers were allowed on the site. Community Development Director Sevald reported the trailers were not allowed and were being used for outdoor storage purposes. Commissioner Farmer supported the revocation of a Conditional Use Permit for the minor auto repair due to the fact there was no reason for it. Commissioner Nelson agreed. Chair Stevenson stated it was not the Planning Commission's place to set timelines for code compliance issues. He explained this document was a planning or guiding document for the City to Mounds View Planning Commission April 17, 2019 Regular Meeting DRAFT Page 5 use for the next 10 to 20 years. He noted a joint Commission, City Council and Comprehensive Plan Task Force meeting would be held on Tuesday, April 23rd at 6:30 p.m. He reported the Comprehensive Plan would be available on the City's website for the Commission and general public to review. Commissioner Morn recommended the City's mission and vision be included in this document. She thanked staff and the task force for all their efforts on this document. Reports A. Upcoming Planning Cases & Activity Community Development Director Sevald discussed upcoming planning cases. He commented on the progress that was being made at the Boulevard apartments. He noted the development agreements for the Crossroad Pointe development was still being worked on. He estimated the City would be closing on this property by August 1st. He reported the City has entered into a purchase agreement for the Skyline Motel and requested RFP's to redevelop the site into a new hotel. B. Staff Updates Community Development Director Sevald provided the Commission with an update from staff. He discussed the recent Town Hall meeting and stated he was pleased by the attendance at this event. C. Council Updates Council Member Meehlhause provided the Planning Commission with an update from the City Council. He thanked the Commissioners that were able to attend the Town Hall meeting. He commended the individuals that were selected for Citizen of the Year (Penny Howard) and Coach of the Year (Aaron Bahr). He explained the Hospital Board recently dissolved and the assets have been disbursed to the member cities. He noted the City of Mounds View received a check in the amount of $827,280. He commented on the upgrades that would be occurring to the City's water treatment plants and noted the engineering work for this project had been approved by the Council. He indicated the Council was considering creating two new task forces, the first to address the creation of veteran's memorial park and the second would be for GreenStep Task Force. D.
