ACCEPTING BIDS AND AWARDING CONTRACT FOR THE WATER TREATMENT PLANT
REHABILITATION PROJECT
WHEREAS, The City Council approved a water production study be completed and a
management program be prepared by AE2S. After the study was completed the results along
with a time line for upgrades and improvements to the plants were presented at the October 3,
2016 Work Session; and
WHEREAS, At the March 25, 2019 City Council Meeting the Council approved AE2S to
perform the water study and proceed with design and bidding phases of the rehabilitation of WTP
No. 2, WTP No. 3, and the Booster Station; and
WHEREAS, AE2S published the plans on October 30, 2019 for Public Bidding and the
Public Bid opening was held on November 26, 2019 at 2:00 p.m. with the bids read aloud, as
follows; and

WHEREAS, the low responsible bidder being Shank Constructors of Brooklyn Park MN.
With a bid of $3,061,900.00; and
WHEREAS, Public Works Staff and AE2S recommend awarding a construction contract
to Shank Constructors for the base bid and alternates 1 and 2 in the amount of $3,061,900.00;
and
WHEREAS, AE2S has provided a proposal for additional Engineering Services during
the Construction Phase as well as Engineering Services for installing of new software for the
SCADA system for total cost of $385,050.00; and

WHEREAS, additional exterior building repairs are needed for and during the rehabilitation
project for an estimated cost of $175,000.00, with Inspec Engineering overseeing this aspect of
the project; and
WHEREAS, Staff is recommending a 5% construction contingency of $161,845.00, for a
total project cost of $3,773,078.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. The bid proposal submitted by Shank Constructors of Brooklyn Park MN with a base bid of
$1,484, 200.00, Alternate 1 of $1,004,100.00 and Alternate 2 of $573,600.00, for a total
amount of $3,061,900.00 for the Water Treatment Rehabilitation of plants 2, 3 and the
Booster Station.
2. City Council authorizes staff to have a construction contract drafted as outlined by AE2S in
the project manual.
3. Accepts the Additional Construction Phase Services and Programing of the new SCADA
software from AE2S for $385,050.00.
4. Approves a budget amount of $175,000.00 for exterior building repairs as outlined by
Inspec Engineering. This portion of the project will be bid and awarded by the City Council
at a later City Council meeting.
5. Approves a construction contingency of 5% or $161,845.00 for any unforeseen issues that
arise during the rehabilitation. The Director of Public Works is authorized to make approvals
related to contract modifications during construction of the Project on behalf of the City
Council.
6. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this resolution.
7. The Mayor and City Administrator, Staff and consultants are hereby authorized and directed
to take any and all additional steps and actions necessary or convenient in order to
accomplish the intent of this Resolution.
