Item Title/Subject: Presentation from MnDOT on I-35W Construction Projects
Background:
At the February 15, 2019 EDC meeting the Commission suggested that MnDOT provide an
update on the I-35W construction projects. Specifically, the EDC is interested in alternate
truck routes and the impact to local businesses in short and long-term.
Discussion:
Sheila Kauppi, North Area Manager from MnDOT will be presenting to the EDC on the
upcoming I-35W construction projects and how it impacts local businesses. Because the EDC
meetings are broadcast locally, this is a great way to get the message out to residents and
local businesses on the upcoming projects.
Strategic Plan Strategy/Goal:
Maintain good infrastructure. Create and maintain a positive business climate where
businesses want to locate and remain in Mounds View. Maximize utilization of development
space and current redevelopment sites. Fill vacant space and support redevelopment &
development.
Financial Impact: None, this is a state funded program.
Recommendation:
Staff recommends that the EDC hear the MnDOT presentation and ask questions accordingly.

Item Title/Subject: Update from Comprehensive Plan Task Force Members
Background
As part of the 2018 EDC Priorities the EDC has identified the following goal: “Review Business section
of the Comprehensive Plan Task Force for 2018 update by utilizing the two Comprehensive Plan Task
Force Members who are also on the EDC”
Discussion
When reviewing the 2018 EDC Priorities it was suggested that an update from the EDC
Commissioners who were appointed to the Comprehensive Plan Task Force be added to the agendas
going forward. The appointed EDC Task Force Members are Dennis Farmer and Teresa Muckala.
Recommendation
Hear an update from the EDC appointed Comprehensive Plan Task Force Members and discuss any
suggestions/concerns the EDC may have relating to the business section of the Comprehensive Plan
for the task force members to pass along to the Comprehensive Plan Task Force.

Item Title/Subject: Reports of Staff
A. Crossroad Pointe Redevelopment Project
Closing on the sale of Crossroad Pointe is on track for May 1, 2019. Groundbreaking for the
approximately 127 unit market rate apartments is expected Q2 2019.
B. Rice Creek Commons (TCAAP) Development Update
Project engineers are in the process of finalizing plans for mass grading, utility installation, and primary
roadways on the site. This work will be completed in 2019. Initially, the first phase of housing and early
commercial construction was expected to begin in 2021 and when fully realized, the mixed-use
development was expected to offer 1,460 housing units, support at least 4,000 living-wage jobs, and
generate approximately $8.6 million in property taxes annually. However, the County has decided not to
participate with the City of Arden Hills. Therefore, all timelines and plan are up-in-the-air.
C. North Metro Business Council Meeting
MnDOT presented at the March 13, 2019 meeting. A verbal update can be provided at the EDC by
those who were in attendance. The next North Metro Business Council meeting will be held June 12,
2019 from 7:30-9:00 a.m. at the Mermaid Event Center. The topic is TBD. All meetings are free.
D. MWF Properties
MWF Properties is in the process of constructing a 60 unit workforce housing project located along
Mounds View Boulevard and Groveland Road. Construction is expected to be completed by December
2019.
E. Skyline Motel
The EDA must close within 90 days or around May 1, 2019. Once the purchase has been finalized, staff
will begin the recruitment efforts to attract a user to the site. A developer proposal was heard by the
EDA March 11, 2019 for a hotel concept. Other developers are also showing interest in the site. The
EDA also discusses broker fees for the project.
F. Other Upcoming Events/Reports
Citizen of the Year nominations are due by Friday, March 22, 2019. Fillable nomination forms are
posted on the City website. The Town Hall meeting will be held Monday, April 15 from 6:00-8:30 p.m. at
the Mounds View Community Center. The Mounds View Police Foundation in conjunction with Texas
Road House (Coon Rapids) is sponsoring a fundraiser on Monday, April 29th from 5:00 p.m. to close. A
percent of your dinner ticket will be donated to the Mounds View Police Foundation which helps fund
outreach programs for the Mounds View Police Department. You can either snap a picture or cut out
the article in the Mounds View Matters to and show your server so your meal will benefit the Mounds
View Police Foundation. Texas Road House is located at 2780 Main Street NW in Coon Rapids.
