ADJOURNMENT Item No 1 Meeting Date: December 30, 2019 Type of Business: Council Business Administrator Review : ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Resolution 9214 Charter Commission Appointments Introduction: The Charter Commission was established in 1980 after two years of meetings by concerned citizens that crafted and drafted a City Charter that was presented and approved by the majority of voters. In its original form, the Charter had 15 members but was subsequently amended down to 9. Due to the resignation of Brooks Staples this past November there is now another opening. Discussion: Council is familiar with the process to identify, determine, and advise the court on Charter Commission members. The court advertises and receives applications per statute. Council and staff also endeavor residents to apply. Ramsey County District Court has advised that the following residents have submitted applications; Beverly Adair, Douglas Schmidt, Miranda Munson, Barbara Haake, and Murwo Mohomed. Recommendation: Adopt Resolution No. 9214 requesting the court to appoint _______________ to the Charter Commission. WHEREAS, resident _____________ provides the greatest combination of the qualities desired. NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council recommends and requests of the Chief Judge of Ramsey County District Court, the appointment of ______________ to the Mounds View Charter Commission. During that time period I have served the city in one \ryay or another beginning in r97o when we started a Mounds View Iams. Ramsey County mlulager on the!,ice Creek 'Watershed District Board of Managers and served on the Minnesota Association of Watershed District (MAWD) board for years. I have served on Mounds Vier,r/s Planning Commission, its Park and Recreation Commission, on its City Council and on its Cable TV Commission (also as a representative to the North Suburban Cable Commission). I was elected to Minnesota's State House of Representative in 1998 and served Mounds View and New Brighton at that time. I am currently retired but owned my own business helping employers with their employee benefits plan/s. I am a member of the St. Paul Yacht Club and have served on its board, even as its Commodore (first and onlywoman commodore since its inception in rgrz). I have been a supporter of Mounds View's Charter Commission and have used it in the past to garner signatures for referendums on two of Mounds View Ordinances that the City Council had passed - successfully in one and not successful in the other. I wholeheartedly agree with the recent decision (Findings of Fact) that Ramsey County .,-- - .Hge.Hrn&thmannrdedin'theeaseo@E?etitisrMrian- Amundsen from his position as a City of Mounds View Charter Commission Commissioner.
