Mounds View Charter Commission Minutes <br />Wednesday, August 11, 2010 <br /> <br />1. Call to Order – The meeting came to order at 7:02 pm. <br /> <br />2. Roll Call – Present: J. Thomas, B. Thomas, Susan Hutchins, J. Miller, J. Battin <br /> Excused: B. Doty, J. Reiling, M. Haubrich, B. Amundsen <br /> Absent: <br /> <br />3. Approval of agenda <br /> Motion by B. Thomas, second by S. Hutchins, to approve agenda as written. <br />MOTION APPROVED <br /> <br /> Approval of minutes <br /> Motion by B. Thomas, second by J. Battin, to approve minutes of July 14, 2010 as amended. <br />MOTION APPROVED <br /> <br />4. Citizens comments from the floor <br />None <br /> <br />5. Reports of the Chair <br /> Chair introduced the newest member of the Charter Commission, Jim Battin, who gave a brief <br />introduction of himself and why he chose to join the commission. <br /> <br />6. Reports of members <br />None <br /> <br />7. Unfinished Business <br />Discussion opened with the draft language of Chapter 8 amendments and further amendments <br />were made. B. Thomas suggested the term “project” might be inappropriate to describe a portion <br />of a plan as it is being used. Terms in the language are adapted to reflect plans for improvements <br />done by assessment. B. Thomas asked if the term “ordinance” is the correct process for this <br />section and whether each portion of a plan needs an ordinance or if one ordinance covers the <br />whole assessment district. J. Miller asked if “benefitting property owner” is changed in an <br />assessment district. Discussion on 8.04 continued. J. Miller asked about the difference between <br />a resolution and an ordinance. <br /> <br />Chair will ask city staff to provide clarification on the two processes. <br /> <br />8. New Business <br />Chair asked the commission for their meeting night availability. Consensus of the group is that <br />meetings will continue on the second Wednesday of each month through Dec. 8. <br /> <br />Next Month’s agenda: 8.04 procedures, staff discussion on Resolution vs Ordinance and a <br />resolution for the remaining meeting dates in the year. <br /> <br />S. Hutchins and Councilmember Gunn discussed Mounds View’s goal to become a Yellow <br />Ribbon Community and asks for resident involvement. <br /> <br />Adjournment <br /> Meeting adjourned at 8:25 p.m.
