1. Call to Order – The meeting came to order at 7:02 pm.
2. Roll Call – Present: J. Thomas, B. Thomas, Susan Hutchins, J. Miller, J. Battin
Excused: B. Doty, J. Reiling, M. Haubrich, B. Amundsen

3. Approval of agenda
Motion by B. Thomas, second by S. Hutchins, to approve agenda as written.

Approval of minutes
Motion by B. Thomas, second by J. Battin, to approve minutes of July 14, 2010 as amended.

4. Citizens comments from the floor
None
5. Reports of the Chair
Chair introduced the newest member of the Charter Commission, Jim Battin, who gave a brief
introduction of himself and why he chose to join the commission.

7. Unfinished Business
Discussion opened with the draft language of Chapter 8 amendments and further amendments
were made. B. Thomas suggested the term “project” might be inappropriate to describe a portion
of a plan as it is being used. Terms in the language are adapted to reflect plans for improvements
done by assessment. B. Thomas asked if the term “ordinance” is the correct process for this
section and whether each portion of a plan needs an ordinance or if one ordinance covers the
whole assessment district. J. Miller asked if “benefitting property owner” is changed in an
assessment district. Discussion on 8.04 continued. J. Miller asked about the difference between
a resolution and an ordinance.
Chair will ask city staff to provide clarification on the two processes.
8. New Business
Chair asked the commission for their meeting night availability. Consensus of the group is that
meetings will continue on the second Wednesday of each month through Dec. 8.
Next Month’s agenda: 8.04 procedures, staff discussion on Resolution vs Ordinance and a
resolution for the remaining meeting dates in the year.
S. Hutchins and Councilmember Gunn discussed Mounds View’s goal to become a Yellow
Ribbon Community and asks for resident involvement.
