Council Member Gunn requested comment from staff on this item. Finance Director Beer 9
reported staff was proposing a cost of living adjustment that was consistent to the adjustments 10
that have been made for the past 15 years. He stated 3% was being offered to remain in 11
alignment with the percentage that was offered to union and non-union employees. 12

A. Public Hearing: Resolution 9195, Authorizing the Draft 2040 Comprehensive 29
Plan to be submitted to the Metropolitan Council for review. 30

Community Development Director Sevald requested the Council authorize the draft 2040 32
Comprehensive Plan to be submitted to the Met Council for review. He reported the City was 33
required to update its Comprehensive Plan every 10 years. He discussed the purpose of the 34
Comprehensive Plan and how it was used as a guiding document for the City. He requested the 35
Council hold a public hearing and authorize staff to submit the Comprehensive Plan to the Met 36
Council. 37

Council Member Bergeron asked if the zoning designation for the Skyline Motel property had 43
been adjusted. Community Development Director Sevald stated this has not been done, but 44
would be done after Council approval this evening. 45

Authorizing the Draft 2040 Comprehensive Plan to be submitted to the Metropolitan Council for 6

Council Member Meehlhause thanked all of the residents, staff members and Commission 9
members that worked on the Comprehensive Plan. 10

Finance Director Beer discussed the 2020 Tax Levy, EDA Tax Levy and municipal budget in 19
detail with the Council. He commented on the City’s four enterprise funds and requested the 20
Council hold a Public Hearing prior to approving the three Resolutions. 21

Mayor Mueller stated she had requested a reduction in the EDA levy to $50,000 versus $100,000 32
and because the reduction was not made, she would not be supporting the 2020 EDA Tax levy. 33

C. Resolution 9193, Approving the 2020 City Council Meeting, Council/Staff 45

Retreats, and the Town Hall Meeting Dates. 1

City Administrator Zikmund reviewed the 2020 City Council meeting, council/staff retreats and 3
the town hall meeting dates with the Council. He requested the Council discuss when to hold the 4
Council retreat and recommended approval of the proposed meeting schedule. 5

Mayor Mueller recommended the Council/staff retreats be held on Monday, March 16th (budget 7
discussion), Monday, May 18th (strategic planning), and Monday, September 21st (team building) 8
9
Council Member Meehlhause stated he supported the Council attending a team building retreat 10
but explained it may be of more value to hold this event earlier in the year. City Administrator 11
Zikmund commented the team building retreat could be held in March or May instead of 12
September. 13

The consensus of the Council was to meet on March 16th for a team building retreat and on May 15
18th for a budget retreat. It was noted the strategic plan would be addressed at Council 16
worksession meetings. 17

Mayor Mueller asked if the Council would have to hold a special meeting on January 6th. City 19
Administrator Zikmund reported this was the case. 20

D. Resolution 9200, Approving Various Appointments to the City of Mounds 28
View’s Boards, Commissions and Committees. 29

City Administrator Zikmund requested the Council approve appointments to the City’s boards, 31
commissions and committees. He commented on the residents that submitted interest in serving 32
the City and recommended approval of the appointments. 33

Council Member Hull stated he would like to see Ms. Mohammad serving on the Park, 35
Recreation and Forestry Commission instead of Mary Zeiger. He indicated he would like to see 36
Mary Zeiger replace Gary Rundle on the Planning Commission. 37

City Administrator Zikmund reported he had spoken with Ms. Mohammad in his office, along 39
with Police Chief Harder and she was very excited to be serving ono the Mounds View Police 40
Foundation and on the Civil Service Academy. 41

Council Member Meehlhause indicated the Planning Commission was Mary Zeiger’s second 43
choice and the Park, Recreation and Forestry Commission was her first choice. He stated another 44
option would be to replace Gary Rundle on the Park, Recreation and Forestry Commission with 45

Ms. Mohammad. City Administrator Zikmund explained he would have to confirm that Ms. 1
Mohammad was available to work with this group and the Mounds View Police Foundation. 2

Council Member Meehlhause commented the Council could delay action on this Resolution until 4
January in order to allow staff to speak with Ms. Mohammad and Gary Rundle to resolve the 5
appointment issues. 6

Appointments to the City of Mounds View’s Boards, Commissions and Committees to the 9
January 6, 2020 City Council Meeting. 10

E. Resolution 9201, Accept Bid and Award Contract to Shank Constructors for 14
Water Treatment Facilities Upgrades at Water Treatment Plants #2, #3 and 15
the Booster Station. 16

Public Works Director Peterson requested the Council accept a bid and award a contract to 18
Shank Constructors for water treatment facilities upgrades. Staff discussed the proposed 19
upgrades for Plants #2, #3 and the booster station in further detail with the Council and 20
recommended approval of the project. 21

MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 9201, 23
Accept Bid and Award Contract to Shank Constructors for Water Treatment Facilities Upgrades 24
at Water Treatment Plants #2, #3 and the Booster Station, adjusting the total project cost and 25
stating Item 5 should read: The Public Works Director will notify the City Administrator and 26
City Council of any adjustments in excess of $10,000. 27

Council Member Gunn asked when work would begin on this project. Public Works Director 29
Peterson stated work could begin after the contract was approved by the Council. 30

F. Resolution 9210, Approving the Final Payment for the 2019 Street 34
Reconstruction Project. 35

Public Works Director Peterson requested the Council approve the final payment for the 2019 37
Street Reconstruction Project. Staff reported this project was completed under budget. He 38
commented on the project detailing the change orders that were approved and recommended 39
approval of the final payment. 40

Approving the Final Payment for the 2019 Street Reconstruction Project. 43

Chapters 906 and 907 relating to Water Meter Requirements and Sump 3

City Administrator Zikmund requested the Council approve Ordinance 969 related to water 6
meter requirements and sump pump discharge. He explained staff received no input from the 7
public since the First Reading. He commented further on the proposed replacement of the City’s 8
water meters and recommended approval of the Ordinance. 9

969 and Order Summary Publication Title 900, Chapters 906 and 907 relating to Water Meter 12
Requirements and Sump Pump Discharge. 13

Mayor Mueller reported the City has budgeted for the replacement of all water meters and 15
encouraged the public to work with City staff to have their water meter replaced in 2020, 2021 or 16
2022. 17

City Administrator Zikmund requested the Council adopt an ordinance relating to rental housing 26
licensing. He explained staff received no input from the public since the First Reading. He 27
commented further on the proposed rental housing licensing program and recommended approval 28
of the Ordinance. 29

Mayor Mueller questioned how rental property owners could learn about the Mounds View/New 31
Brighton property coalition meetings. Finance Director Beer explained mailings are sent out to 32
rental property owners regarding these meetings. 33

I. Resolution 9207, Approving the Purchase of Two Ford Police Utility Vehicles 43

Police Chief Harder requested the Council approve the purchase of two Ford Police Utility 1
Vehicles along with additional equipment and setup costs. He reported the department was 2
hurting for vehicles at this time given the fact Ford canceled vehicle purchases last year and the 3
department totaled another vehicle. He commented further on the proposed cost for the new 4
vehicles and recommended approval. 5

Council Member Bergeron asked if the Police Department was satisfied with the Ford vehicles. 7
Police Chief Harder stated he was happy with the Ford products at this time. 8

Approving the Purchase of Two Ford Police Utility Vehicles along with additional equipment 11
and setup costs, noting the State bid would be out of St. Cloud and not Hibbing, Minnesota. 12

J. Resolution 9208, Approving Contract with League of Minnesota 16
Cities/American Legal Services for Codification. 17

City Administrator Zikmund requested the Council approve the contract with the League of 19
Minnesota Cities/American Legal Services for codification. He explained the City has not 20
codified its code in the past 10 years and over 50 ordinance amendments had to be codified. He 21
reported American Legal Services specializes in this service and staff recommended approval of 22
the contract. 23

Mayor Mueller asked if the code would be in a single or dual column. She indicates she 25
supported the dual column format. 26

Council Member Hull supported the dual column format. 28

Council Member Meehlhause and Council Member Gunn supported staff pursuing whatever 30
format works best for staff. 31

Council Member Gunn reported a 35W Coalition Meeting would be held on December 12th 41
where the I-35W Coalition will be dissolved. 42

Council Member Gunn stated the SBM Santa Parade would be held on Thursday, December 12th. 44

Council Member Gunn thanked all who attended the Lions Waffle Breakfast on Sunday, 1
December 8th at the Edgewood Middle School. She noted all funds raised at this event would go 2
back directly to the local schools. 3

Council Member Meehlhause stated the Lions Club accepts used eye glasses at the Mounds View 5
Community Center. 6

Council Member Meehlhause reported he attended a YMCA Advisory Committee meeting on 8
Monday, December 2nd with Council Member Gunn. He discussed the attendance highlights for 9
2019 programming at the Mounds View Community Center. 10

Council Member Meehlhause explained he would be attending several NYFS meetings over the 12
coming weeks. 13

Council Member Meehlhause wished everyone Happy Holidays and a Happy New Year. 15

Council Member Bergeron reported he attended a Cable Commission meeting on Thursday, 17
December 5th. He noted CTV would be holding a garage sale on used equipment in mid to late 18
January. 19

Mayor Mueller wished everyone a safe and blessed holiday season and joyous New Year. She 21
stated she was very disappointed to see the temperatures were plummeting and thanked the 22
Public Works Department for their tremendous efforts to keep the City’s streets free and clear of 23
snow. She encouraged residents to consider making a donation to a local organization that helps 24
those in need or to the Ralph Reeder Food Shelf. 25

Mayor Mueller reported she would be attending a Ramsey County Dispatch Policy meeting on 27
Tuesday, December 10th in Arden Hills. 28

Mayor Mueller indicated the Minnesota Women in Government would be meeting next on 30
Friday, December 13th where the group will be updating its membership brochure. 31

Mayor Mueller read a statement in full for the record from City Attorney Riggs regarding 33
Council action to request the Court to remove Brian Amundsen from the Mounds View Charter 34
Commission. She commented on October 28, 2019 Ramsey County District Court Judge John 35
Guthman denied the City’s request. She reported the City Council request to remove Mr. 36
Amundsen was based on the fact the Chair of the Charter Commission resigned and four other 37
members had conversations with staff or Council stating they would resign or had significant 38
concerns. In fact, shortly after the ruling, a second member has now resigned. She explained the 39
City Council had met in Closed Session with the City Attorney on November 25, 2019 per 40
Minnesota Statute 13D.05, subd.3(b) to discuss this decision and the options for the City. At this 41
point, the City considers this issue to be closed. She thanked the City Attorney for preparing this 42
statement for the City Council. 43

City Administrator Zikmund updated the Council on the status of Rayla Ewald and noted she 11
would be returning to the City on January 17th at the earliest. 12

City Administrator Zikmund reviewed the items the Council would be discussing at the January 14
6th worksession meeting. 15

City Attorney Riggs provided the Council with an update on the Crossroad Pointe project and 19
commended City staff for their efforts to complete the City Code codification. 20
