Review of the 2003 Summary letter. Review of changes to Chapter 7,
Section 7.06 draft proposal. Review of changes for Chapter 10 and 11.
Review of changes for Chapter 7, Section 7.12.

Meeting cancelled due to lack of a quorum.
January 8, 2004
Chair reported on the December 6, 2003 “Response to City Council
Comments of Nov. 24th” regarding questions from the City Council in regard
to Resolution 2003-03 amending the by-laws reducing Charter Commission
membership from 15 to 11. Review of City Purchasing Manual and League
of MN Cities as it relates the Chapter 7, Section 7.06. Review of changes
for Chapter 4, Section 4.02.
February 12, 2004
Review and Approval of Resolution 2004-01 for Chapter 4, Section 4.02.
Review and Approval of Resolution 2004-02 setting Charter Commission
meetings for March - August of 2004. Continuing discussion on draft
revisions for Chapter 7, Sections 7.06-7.08. Continuing discussion of
Chapter 7, Section 7.12 and Chapter 11.

City Council unanimous adoption of Ordinance 742, Ordinance 748, and Ordinance 749
regarding Charter Commission Resolution 2003-04. Ordinance 743 regarding Charter
Commission Resolution 2003-05 was not passed and will be returned for some more
clarification on a couple points. Note: This was not a Charter Commission meeting.
October 5, 2004
Candidates for Mayor and City Council participated in a forum sponsored by the Charter
Commission and the Mounds View Cable Committee. Questions were posed from the
Charter Commission as well as from residents in attendance. Note: This was not a
Charter Commission meeting.
October 14, 2004
Numerous comments and discussion with Council Member Roger Stigney relating to
Charter Chapter 7 Sections 6, 7 and 8. Candidate Forum Report. Chair offered
appreciation to Barb Haake for moderating the Candidate forum. Attendance was
estimated at 50 people. Election of Jean Miller as new 2nd Vice Chair. A Draft of the
Annual Report was reviewed and approved with recommendation to add October
meeting. Chapter 7 review continued in subcommittee form after loss of a quorum.
