3. ROLL CALL: Bergeron, Gunn, Hull, Meehlhause, Mueller
NOT PRESENT: None.
4. APPROVAL OF AGENDA
A. Monday, January 6, 2020, City Council Agenda.
MOTION/SECOND: Gunn/Hull. To Approve the Monday, January 6, 2020, agenda as
presented.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. Approval of Minutes: December 9, 2019
December 30, 2019 Special
B. Resolution 9215, Master Subscribe Agreement for HJ Law.
C. Resolution 9218, Sergeant Promotion Officer Brian Schultes.
MOTION/SECOND: Meehlhause/Bergeron. To Approve the Consent Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
6. COUNCIL BUSINESS
A. Resolution 9199, Selection of the Acting Mayor, Treasurer and Official
Newspaper and Depositories for 2020.
City Administrator Zikmund requested the Council select an Acting Mayor, Treasurer, official
newspaper and depository for 2020. He reported the Sun Focus would no longer be providing
coverage in New Brighton and Mounds View. He explained the White Bear Press was interested
in serving the City of Mounds View but did not have the financial resources to complete this task

as of yet.
Council Member Meehlhause supported Council Member Gunn continuing her service as the
Acting Mayor for 2020.
Council Member Gunn recommended Council Member Hull serve as the Acting Mayor for 2020.
The Council supported this nomination.
Mayor Mueller thanked Council Member Gunn for her service as Acting Mayor in 2019.
MOTION/SECOND: Gunn/Bergeron. To Appoint Council Member Al Hull as Acting Mayor
for 2020.
Ayes – 5 Nays – 0 Motion carried.
Mayor Mueller questioned which newspaper the Council would like to select as the City’s
official newspaper for 2020.
Council Member Gunn recommended the Pioneer Press be the secondary newspaper for the City
given their overall coverage of the City.
Council Member Hull suggested the Shoreview Press serve as the City’s primary newspaper for
2020.
MOTION/SECOND: Gunn/Hull. To Select the Shoreview Press as the City’s Primary
Newspaper for 2020 with the Secondary Newspaper being the Pioneer Press.
Council Member Meehlhause asked if selecting a primary and secondary newspaper was a State
requirement. City Attorney Riggs reported this was the case.
Ayes – 5 Nays – 0 Motion carried.
MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9199,
Selection of the Acting Mayor, Treasurer and Official Newspaper and Depositories for 2020.
Ayes – 5 Nays – 0 Motion carried.
B. Take from the Table – Resolution 9200, Approving Various Appointments to
the City of Mounds View Boards, Commissions and Committees – TABLED
at 12/9/19 Meeting.
MOTION/SECOND: Meehlhause/Gunn. To Remove this Item from the Table.
Ayes – 5 Nays – 0 Motion carried.

City Administrator Zikmund requested the Council consider various appointments to the City’s
boards, commissions and committees. He noted the Council previously discussed this matter on
December 30th and tabled action to this meeting in order to allow staff to speak with several of
the candidates.
Mayor Mueller reported the Federal Government was seeking assistance with the 2020 Census if
residents had additional time in their schedule to assist with this task. She noted a minor typo on
Resolution 9200 and requested staff to make the change.
MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 9200,
Approving Various Appointments to the City of Mounds View Boards, Commissions and
Committees.
Mayor Mueller thanked all of the residents who had applied to serve on the City’s Boards,
Committees and Commissions.
Ayes – 5 Nays – 0 Motion carried.
7. Next Council Work Session: Immediately Following This Meeting
Next Council Meeting: Monday, January 13, 2020, at 6:30 p.m.
8. ADJOURNMENT
