Present:B. Amundsen, B. Clawson, D. Erickson, Bob J King, J. Klander, J. Peterson, J. Thomas, R. Warren Excused: Absent: 3.Approval of Agenda and Minutes. A. Approve Agenda. Acting Chair J. Thomas introduced proposed agenda. Motion, by J. Peterson, and second, by B. Clawson, to adopt the proposed agenda. Motion Adopted. B. Approve Minutes. Acting Chair J. Thomas asked for review of Secretary's September 17, 2019, minutes. Motion, by J. Peterson, and second, by B. King, to approve the Minutes of September 17, 2019, as presented. Minutes Adopted. 4.Citizens Comment from the Floor. None. 5.Reports of Chair. Acting Chair J. Thomas also accepted resignation from Brooks Staples and thanked him for his service. Acting Chair J. Thomas reported on Robert's Rules of Order handouts. Acting Chair J. Thomas also discussed Robert's Rules Section “Procedures for Small Boards”, found in 11th edition, page 487, as a possible future discussion. 6.Reports of Members. B. Amundsen reported the Court has denied the City's petition to remove and that he would be remaining on the Commission. 7.Unfinished Business. A. Election of Chair to fill vacant position. Acting Chair J. Thomas discussed the process of nomination and ballot. He then stated the floor was open for nomination. Russell Warren indicated he in nomination. Hearing no other nominations, Acting Chair J. Thomas made motion, and second, by B. Amundsen, to vote by acclamation to accept Russell Warren nomination. Motion Adopted. Acting Chair J. Thomas made motion, and second, by B. Clawson, to vote by acclamation to accept Russell Warren as Chair. Motion Adopted. Per the Commission By-Laws the elected chair takes the position at the close of the meeting. B. Review Time Savers prepared minutes and discuss future use. Acting Chair J. Thomas introduced the subject and asked for conversation. Discussion occurred about the differences and needed corections. Motion. by J. Peterson, and second, by R. Warren, to terminate the Time Saver minutes trial and continue using the minutes as produced by the Charter Commission Secretary. Discussion occurred. Motion Adopted. Motion, by J. Peterson, and second, by R. Warren, to request Mounds View City staff to work with Charter Commission Secretary to update the web page to include Charter Commission packets and approved minutes. Acting Chair J. Thomas has heard no update from City Attorney. Discussion occurred and no action occurred on this agenda item. Acting Chair J. Thomas tabled item. 8.New Business A. Review and approve the Annual Report. Acting Chair J. Thomas presented the draft copy of the Charter Commission Annual Report. Discussion occurred, with date corrections. Motion, by R. Warren, and second, by B. King, to accept the report as amended, directing Acting Chair J. Thomas to make updates, and send the Annual report to Commission Secretary for transmittal to the Court and City. Motion Adopted. B. Set next meeting agenda items. 1. Secretary's report of Website Updates. Discussion of possible future agenda items and need for meetings occurred. Suggested topics included: training review, mission statement, Chapter 4, Chapter 8, By-laws. Also, discussion of the Charter amendment processes, waiting on City Attorney, and that the Commission can move forward without input by having Chapter 4 put on the ballot without Attorney input. Discussion had consensus to review Chapter 8 if no action on Chapter 4 is possible. Elected Chair R. Warren suggested Chapter 4 be on the agenda for 30 minutes and if no action is possible to start again on Chapter 8. 2. Chapter 4 (30 minutes) Alternate - Chapter 8 (if no action on Chapter 4) only for information dissemination. B. Clawson asked Elected Chair to find out “Does the Commission have a client-attorney relationship with the City Attorney?” 9.Next Regular Meeting.
