SUMMARY OF COMMISSION ACTIVITY: January 2016 - December 2016
January 14, 2016: Reviewed 2015 Annual Report. Approved Resolution 2016-01 setting meeting dates
to meet every other month for the next six months through July 14, 2016. Reviewed Charter Commission
Bylaws. Elected Charter Commissions Officers by a resolution to keep the same officers in place.
March 10, 2016: Welcomed Jerry Peterson as a guest with intention to become a member.
Discussion continued on Chapter 8.
May 12, 2016: Welcomed Jerry Peterson as a new member.
Welcomed Don Johnson as a guest with intention to become a member.
Discussion on possible joint meeting with the City Council and the Charter Commission which has been
requested by City Council.
Discussion of the memo from the City Attorney regarding the number of members required on the
Charter Commission and some related discussions on how that relates to the quorum.
Discussion continued on Chapter 8 on what we are trying to achieve and some of the history of its use
and how we determine the original intent.
July 14, 2016: Welcomed Don Johnson as a new member.
Discussion on the concept of a quorum and what it means in terms of the Charter Commissions’ Bylaws.
Discussion of the memo from the City Attorney regarding the number of members required on the
Charter Commission and some related discussions on how that relates to the quorum.
Discussion on Chapter 7.03.01with a conclusion that it must be interpreted as the plain reading
indicates.
Continued discussion on Chapter 8
September 8, 2016: Review of the February 10, 2016 letter from Kennedy & Graven.
Discussion on the issue of Charter 7.03 City Tax Resolution language and the 2017 EDA Levy.
Discussion continued on Chapter 8.
Upcoming meeting dates set for November 12th, 2015 and January 14th 2016.
November 10, 2016: Agenda: Welcomed Dennis Erickson as a new member.
Review Oct. 3 Joint Meeting with City.
Review City action related to 2017 Levies General & EDA.
Review By-Laws.
Election of Charter Commission Officers.
Charter Referendum Language unique to Mounds View.
Review 2016 Annual Letter of Activity to Court.
