YMCA: See attached report: Open House -about 100 people attended! Launching new fitness programming starting Oct 15, including small group (4-6) and personal training (1-1). 30-40 participants expected in Youth in Government. Youth league ages will change beginning 2019 to include 1st graders. B. Public Works / Forestry: See attached report. Met Andy Nelson, Public Works Parks' Forestry Maintenance Worker who will be getting Arborist license soon! Call the City Forestry Hotline if you have questions. 7. UNFINISHED BUSINESS A. Park Improvement Plan: Table until October. B. 2019 Fee Schedule — Review: Staff recommended increased rates for Silverview soccer fields to $50 per 2 hour time slot, $15 per 2 hours for YOUTH baseball and softball fields, $75 Service fee at buildings for groups of 50 or more or 10 bags of trash. Current tournament rates apply to all fields except Silverview soccer which has recommended fee change of $50 per 2 hours. Options for renting Silverview: Option 1) 200 people with 8 hour rental including VB, BB, Horseshoe and 100 feet around the building for $500 Option 2) As is with $75 service fee per 50 people over limit for the building only. Motion by Palm, 2"d by Aukee to approve suggested changes to the fee schedule as passed by Staff above and Option 1 for renting Silverview Park. Motion Passed 6-0. 8. NEW BUSINES A. EAB Update: Mailings to go out to residents in October and in the spring regarding EAB and treatment options. Staggered tree removal plan for ash trees in City parks along with replanting other trees over next three years. 9. COMMISSIONER REPORTS: Music of the Knight this Saturday, 5:00 at Irondale. Trim oak trees as of Nov. 1 after the first hard freeze. Find meeting minutes via City website. Update on HIS students joining Commission meetings? Nothing yet. Maintenance Staff worked on the following items this last month: Drinking fountains and building winterizations completed • Irrigation systems blown out • Fall Fertilization of turf • All nets removed or taken down • Installing drain filed at Splash Pad • Removed aerators from Silver View Pond Forestry Staff worked on the following items this last month: • Continued inspections for Oak Wilt, EAB and Dutch Elm disease ® Meeting with tree removal contractor Removal of diseased trees on City grounds • Pruning of trees in 4 parks • GIS Trees • Planted 11 trees The following projects are planned this year. Current updates are in black text, and updates from the previous two month period are in grey. Silver View Park Relocate Disc Golf Course: • Ramsey County started tree removal along County Road I and Silver View Road in order to re -profile the draining ditch on the North and West side of the park. Public Works Staff has received numerous calls with concerns and complaints on the tree removal. • Ramsey County continues to work in re -profiling the draining ditch along County Road I and Silver View Road, located in Silver View Park. City Hall Campus: Irrigation & Landscaping Improvements: • Playground equipment was approved and ordered. • Received Splash Pad plans, contractor currently reviewing for installation costs. • Continue vision planning Groveland Park: Tennis/Basketball Court Rehabilitation (Design): • Fred Kolkman working on plans and specs, a couple questions have been asked will be discussed tonight. • City attorney is review the contract documents • Plans and Specs sent out to contractors — bid opening May 30th at 10:00am. • Tennis Court Rehab Project started Wednesday June 27, 2018 • Asphalt is down, fencing completed and coating will be completed • Final Inspection of Punch list items on 10/25/2018 for Tennis/Basket Ball Court _ Sit: tlrrr i,.ti ,�•i-1 - _.. �� �n � ��r ,�•rJ IF �.iF ly.��i, - 's« - ���5 -._.. -I L W Y•r . ,.may;,... . •,� ,' _ �`� Public Works Staff Report Hillview Park: • Hockey rink fence completed, Public Works staff completed installing the boards. Grading and fill need to be completed. Depending on the weather the base may be a 2018 project. • Ag-lime base to be completed in 2018. Random Park: Building Renovation: • Staff continued painting exterior of shelter building, East side needs to be completed in 2018. • Table's selection made and ordered • Vandalism of front entry — discussion tonight. • Contractor is in progress for repairing the building. • Painting of exterior scheduled for fall of 2018. Greenfield Park: RCWD ARJD#1 Project: Rice Creek Watershed District is planning the re -profiling and repair of Anoka -Ramsey Judicial Ditch No. 1 which runs through Greenfield Park. Also included is Branch No. 5 which is located behind the baseball outfield and crosses below the parking lot entrance. Staff will be meeting with RCWSD to inquire the status of this work. • RCWD has the goal of completing this project this year, but may wait until colder weather for work to commence. • Staff has been trying to get an updated timeline for the project from RCWD • Staff meet with RCWD to clarify scope of work. Tree removals in along the ditch will likely be required to allow equipment access. RCWD will need to coordinate the stabilization of the bank after removals. Staff stated they will need to provide some cover near the parking lot. No scheduled start date. No updates at this time • Council Approve going out for plans, specifications and quotes at the November 27, 2017 Council meeting • Scheduled meeting with RCWD for Monday July 3011 for rain gardens and ARJD#1. • RCWD has sent letters out cleaning of Judicial Ditch No. 1 to start Other: MCES Sewer Interceptor Project: MCES will potentially need to gain access to the site again, they are having some issues with a flume that was installed. At this time the extent of work is yet to be determined. Meet with MCES staff and contractor work will start in June and last through August. Contractor will need dig next to a manhole in the Park, a bypass pump will be in operation. The trail in the Park will be closed while this work is in progress. MCES is responsible to restoration. Work here is completed and the restoration done, restoration not accepted and will need to be re -done. Staff meet with MCES and addressed issues with restoration. All work will be completed this fall. 3/3 V RCWD RICE CREEK WATERSHED DISTRICT October 22, 2018 City Of Mounds View 2401 Mounds View Blvd Mounds View MN 55112-1429 Dear City Of Mounds View, This notice is being sent to several landowners along Anoka -Ramsey Judicial Ditch 1 Branch 5 (ARJD 1 Br 5). The Rice Creek Watershed District (RCWD), as the drainage authority for all public drainage systems within its boundary, is responsible for maintaining this public drainage system. The RCWD will be performing routine maintenance which will consist of selective tree removal, sediment (spoil) excavation, and culvert jetting/cleaning. The project is anticipated to start in early November and take approximately two to three weeks (note that dates are subject to change due to weather conditions or other site -specific restrictions). Trees that are cut down for removal will be either chipped on -site or hauled off -site. Tree deadfall that is removed from within the ditch channel will be placed along the ditch bank. The spoil will be placed along the bank slope or the top of bank. Spoils will not be hauled away. The attached map indicates the anticipated locations of tree removal and excavation. Please note that the map is approximate. The drainage authority reserves the right to perform maintenance on either side of the ditch to the extent that is reasonable and necessary. The project limits will be kept as small as practicable, with the minimum tree removal possible to complete the maintenance project. Please be aware that field conditions may affect the amount of tree removal required.
