Category 1 Items by Charter Section:
2.06 Subd. 1 - Add to end “except as a member of the City Council as a whole.”
4.02 This section should be modified to reference the State Statute rather than using specific
number of days to provide for easier maintenance.
4.05 Subd. 5 - Change “where two vacancies exist ...” to ensure that the candidate that
receives the highest number of votes is placed in the longest remaining term position.
5.xx Throughout chapter 5 revise terminology so that reference are more consistent rather
than having references to “people of Mounds View”, “registered voters”, “citizens of
Mounds View”, and “voters”.
9.01 Add “as amended” to reference to State Statute.
Category 2 Items by Charter Section:
3.01 Should “meeting place” be by resolution or ordinance and time to notify for
special meeting - 24, 48, or 72 hours ?
5.08 Consider removing reference to recall. See S. Riggs letter of Feb 7, 2002.
7.06 Subd. 1 - Change September requirement for public hearing to be a simple reference
requiring compliance with the State Statute pertaining to Truth in Taxation for timing but
retain the requirement to hold a public meeting even if State Statute would not require it.
Also, remove the word “monthly” as it is not consistent with other references to “regular
council meetings”.
Subd. 2 - Change the “two week” time line to be something more easily complied with.
7.06 Ambiguity of “object level” etc.. per Charlie Hansen’s Memo of November 13, 2002
7.12 Subd. 2 - Delete section
8.04 Subd. 1 - Consider increasing percentage requirement for “benefitted property owners”
from 25% to a majority.
10.xx Consider replacing with a more general reference to State Statutes that would be more
accurate as the Statues have been determined to take precedence.
11.xx Similar to chapter 10.
Category 3 Items by Charter Section:
3.04 Subd. 4 - Consider new section defining actions that require an Ordinance. See
section 2.13 of Mankato Charter as an example.
7.03 Update to a “System of Taxation” to reflect better guidelines starting from the modified
Fridley sample provided by Roger Stigney.
