What classification of Assembly is a Charter Commission

According to RONR 10th edition pg 471, line 32-35. "A committee, as understood in
parliamentary law, is a body of one or more person, elected or appointed by (or by the
direction of) an assembly or society, to consider, investigate, or take action on certain matters
or subjects, or to do all of these things."
A Charter Commission is appointed at the direction of the Legislature for the purpose of
creating and maintaining a city’s Home Rule Charter which is a integrally woven in the State
Statutes and Constitution. Since it operates under the rules set forth in the Statute which
authorizes its appointment, it seems most proper that the Charter Commission consider itself
a standing committee appointed at the direction of the Minnesota State Legislature pursuant
to Chapter 410 of the Minnesota State Statute serving in an advisory function to the City
Council and the residents to maintain the Home Rule Charter.
